About this file
This document is a solicitation trailer dated 4 December 2024 for the procurement of Trousers (APECS, NWU) in two types—Type II and Type III—across multiple sizes and configurations. The procurement specifies 25 NSNs for Type II trousers and 23 NSNs for Type III trousers, each available in size combinations ranging from X-Small X-Short to XX-Large X-Long, with corresponding UPCs provided for each variant.
Contractors must submit three Product Demonstration Models (PDMs) in Medium-Regular size for manufacturing, visual, dimensional, and end-item testing in accordance with NCTRF/PD 04-11A dated 17 August 2012. End-item physical testing shall be conducted on two of the three PDMs, including hydrostatic resistance, laundering, tape ends integrity, and physical surface appearance—each measured before and after five laundering cycles. The use of alternate cloth and components is strongly discouraged; if used, documentation must accompany the offer and may result in a lower evaluation rating. Two PDMs will be destroyed during physical testing. First Article inspection is not required unless PDMs are deemed unnecessary by the Government, in which case three trousers shall be submitted for similar testing at DLA Troop Support, with potential Government participation requiring ten days' notice. Quality assurance requirements include compliance with ANSI/ISO/ASQ Q9001-2015 (excluding paragraph 7.3) or equivalent, shade evaluation using AATCC EP 9 Option C with CIE illuminant D65 at 6500K, DLA Troop Support Clothing & Textiles Additional Quality Assurance Requirements (Revision 1, August 2021), and lot numbering per MIL-STD-129. Electronic patterns in Gerber Accumark format (storage area version 9 or higher) will be delivered via DoD SAFE within 14 days of award, with paper patterns available upon request during the solicitation phase. Shade testing samples and completed DD Forms 1222 shall be forwarded to DLA Product Testing Center Analytical in Philadelphia, Pennsylvania, with 30 working days permitted for evaluation. The Government reserves the right to require special measurement items with delivery within 30 calendar days of contract modification.

Product demonstration models (PDMs) are required. Three Trousers of sample size, Medium-Regular, shall be submitted for manufacturing, visual, dimensional, and end-item testing.
End-Item physical testing shall be performed on two (2) Trousers IAW NCTRF/PD 04-11A dated 17 August 2012:
- Hydrostatic resistance (before and after 5 laundering)
- Laundering
- Tape ends integrity (before and after 5 laundering)
- Physical surface appearance (before and after 5 laundering)
Due to the technical complexity in the construction of this item, it is strongly urged that alternate cloth and components not be used. If alternates are used, must be presented with documentation at time of offer. However, the use of alternate materials may result in receiving a lower rating at time of evaluation. Two PDMs will be used for physical testing and will be destroyed in testing.
Justification: The only way that technical personnel can determine if offeror can meet the requirements as specified, is to test the PDMs made of specific cloth and components.
First Article is Not required.
In the event that PDM's are not required First Article will take place. First Article shall be three Trousers submitted for manufacturing, visual, dimensional, and end-item physical testing requirements IAW NCTRF/PD 04-11 dated 17 August 2012.
Any failure shall be cause for rejection of the First article.
First Article will take place at DLA Troop Support.
If technical operation deems it necessary, DLA Troop Support will participate in first lot inspection. Should this occur, a ten day prior notice is required.
