1 GENERAL INSTRUCTIONS

This Task Order Proposal Request (TOPR) will result in a Time-and-Material /Labor-Hour Task Order under the “Long-Term Pavement Performance Data Collection Services” ID/IQ.

Offers shall be submitted in electronic format to:

Proposals are valid for 120 calendar days unless otherwise stipulated by the Offeror.

2 COMMUNICATIONS AND QUESTIONS

Communications shall be conducted electronically by e-mail to the Contracting Officer.

The due date for communications and questions concerning this TOPR is March 28, 2023 12:00pm Eastern Standard Time (EST). Questions received after the cut-off date will not be considered.

Any information given to one Offeror concerning this requirement will be furnished at the same time to other prospective Offerors, if that information is necessary in submitting offers, or if lack of it would be prejudicial to the other prospective Offeror (If applicable).

3 PROPOSAL ORGANIZATION

See Section L of the RFP.

To be acceptable, the proposal must meet all the constraints set forth in the Statement of Work

(SOW).

4 SECTION 1 TECHNICAL PROPOSAL

This volume addresses the technical aspects of the requirement. It shall indicate the firm’s capabilities and the means used to satisfy the requirements stated in the attached SOW. The Offeror is encouraged to propose innovative solutions that meet FHWA’s performance requirements for this procurement. Reference the SOW for specifics of the Government’s requirements for this service.

The Offeror shall describe and provide the following:

• An overview of the technical approach to complete the work as outlined in the SOW in the words of the Contractor, not replicated from the SOW.

• A discussion to demonstrate an understanding of the work and its need that is not copied from the SOW.

• Information to convey the capability of completing the work.

• Staffing requirements to include a description of the duties and qualifications.

• Level of Effort table (table displaying labor categories and labor hours per task, names and cost information) shall not be provided in the Technical Proposal).

5 SECTION 2 PRICE PROPOSAL

The Offeror shall provide a price proposal that reflects their proposed solution to the Government’s requirements. The price to perform the work shall be for a base period and any option periods or tasks as identified in the Schedule of Services.

6 EVALUATION FACTORS

The Government will issue a T&M/LH Task Order resulting from this TOPR to the Responsible offeror whose proposal results in the best value to the Government, considering both price and technical factors.

An award will be made on the basis of best value.

The following factors will be used to evaluate proposals.

(1) Technical.

The offeror’s approach to performing the requirements and its capability to successfully perform the contract will be evaluated.

Technical Approach:

• The proposal shall clearly describe the task order objectives, needs, and the manner in which they will be addressed. It shall not replicate the task order language but rather demonstrate a clear understanding of the tasks associated in the SOW.

• The proposal shall clearly demonstrate sound, feasible, and achievable technical approach to accomplishing the requirements of the task order.

• The proposal shall demonstrate an understanding of the risks associated with implementation of task requirements and a clear, workable plan to mitigate such risks.

• The technical exhibit provided in Section 6.2 of the SOW lists key deliverables and FHWA’s anticipated schedule. The proposal shall list in detail proposed

ACQUISTION SENSITIVE For Official Use Only Page | 4 deliverables along with appropriate due dates. Additional or revised deliverables may be proposed.

Staffing:

• The proposal shall demonstrate the technical and subject matter expertise of the proposed team with proper mix of labor categories and level of effort.

• The proposal shall demonstrate the delineation of all project management responsibilities, processes, and coordination necessary to ensure successful completion of required tasks.

• The proposal shall provide the labor categories (staff names where appropriate), their estimated labor hours for each task area, and description of the activities each of the proposed personnel will perform toward this SOW.

(2) Satisfactory Past Performance.

Unless otherwise specified here, submission of additional Past Performance is not required.

Past performance of task orders on this task order will be the primary source of past performance information used for evaluation. However, the Government, at its sole discretion, may seek additional past performance information from other sources such as the Government’s Contractor Performance Assessment Reporting System (CPARS).

(3) Price.

Submit total offered pricing on the Schedule of Services unless otherwise specified. Provide adequate detail in supporting documentation of how total price was reached (i.e., proposed labor category: proposed hourly price x proposed # hours = subtotal price. Total price = sum of subtotals).
