Questions for TOPR 693JJ323R000009

1. The Staffing Requirements identify the amounts of time for which certain staff are expected to be available, while the Independent Government Cost Estimate shows significantly fewer hours.

Specifically, the Project Manager and Database Manager are expected to devote “a minimum of 75%” of their time to the contract, while the TOPR 0001 Independent Government Cost Estimate shows 420 and 490 hours/year for these positions, which translates to 25% time for each position. Is it anticipated the remaining time will be utilized in other Task Orders?

FHWA anticipates that Project and Database Managers will devote approximately 25% of their time to perform the duties described in the SOW over the course of the contract period. The suggested level of effort for these positions as written in TOPR 0001 is correct.

2. Similarly, it is noted for “Other Staff” that at least 50% of each person’s time will be spent on the LTPP contract. This also does not align with the Independent Government Cost Estimate.

FHWA anticipates that the estimate for “Other Staff” will be like what is identified in TOPR 0001 and not what is shown in Attached J.2 (Labor Category Descriptions LTPP).
