STAFFING REQUIREMENTS AND QUALIFICATIONS

Describe your organization/team staffing capabilities to include depth and breadth of skills, experience and personnel. Clearly identify each of the individuals proposed for the Key Personnel positions of Project Manager, Field Data Collection Manager, Database Manager, and QC/QA Manager. Provide biographical summaries of the Key Personnel including skills, education and experiences directly related and relevant to this solicitation. In addition, provide a brief description of the data collection experience of the engineers and/or technicians that will collect pavement performance data described in Task A – Testing and Field Data Collection. Letters of commitment for potential employees in the Key Personnel positions are required with the Staffing Proposal submission.

In addition, describe the offeror’s facilities, equipment, and materials to perform the type of work described in Section C in a timely manner.

The following disciplines and/or expertise are believed to be necessary for the successful completion of this project:

STAFFING REQUIREMENTS

The following are the minimum staffing requirements and qualifications for the positions that are thought to be necessary to efficiently complete the work in this contract. Other combinations of staffing and assignments may be submitted for consideration, but these should be clearly referenced to positions and expected responsibilities as outlined in this section. Since considerable uniformity and standardization of data collection is a key element of the LTPP program, the use of temporary staff to perform contract work is discouraged. FHWA anticipates that all pavement performance data collection and processing will be conducted by employees who spend at least 50 percent of their time on this project.

Program Manager (PM) The Project Manager should have considerable knowledge and experience within highway research, pavement design, materials, and performance monitoring. The recommended minimum education requirement is a Bachelor of Science Degree in Civil Engineering. A Master’s Degree in Civil Engineering is desirable. The PM should have a minimum of 10 years highway engineering related experience and at least five years of experience in the LTPP program. This individual should also possess administrative skills, have had experience managing a staff of at least five employees and has experience dealing with senior level staff of outside organizations. The PM shall be the lead for Task D – Coordination and Communications. FHWA anticipates that a minimum of 75 percent of the PM’s time will be devoted to this contract.

Field Data Collection Manager The Field Data Collection Manager shall be the lead for those items described in Task A – Testing and Field Data Collection. This individual should have considerable experience on large projects involving coordination with several agencies on highway performance monitoring, pavement design, and data processing. The FM should have at least eight years direct and progressive experience with projects involving highway pavement investigation and/or performance studies. Excellent organizational and communication skills are recommended of this person since this position will play a major role for coordination and be a lead contact for LTPP program staff. FHWA anticipates that at least 33 percent of the FM’s time will be devoted to this contract.

Database Manager The Database Manager shall be the lead for those items described in Task B – Data Handling and Database Management. They are expected to be familiar with the data processing software and hardware used in the LTPP program and be efficient at database information retrieval and report formatting. FHWA recommends for this position, experience and knowledge of the latest computer equipment, distributed network hardware, and Oracle database system and supporting software. FHWA recommends a minimum of five years of Oracle database experience with a B.S. degree or a minimum of 10 years of Oracle database management experience with no degree required, for this position and five years of experience with the LTPP database. FHWA anticipates that 75 percent of the DBM’s time will be devoted to this contract.

QC/QA Manager The QC/QA Manager shall be the lead for those items described in Task C – Quality Control and Quality Assurance Procedures. They are expected to be familiar with the data processing software and hardware used in the LTPP program and be efficient at database information retrieval and report formatting. FHWA recommends for this position, experience and knowledge of the latest computer equipment, distributed network hardware, and Oracle database system and supporting software. FHWA recommends a minimum of five years of Oracle database experience with a B.S. degree or a minimum of 10 years of Oracle database management experience with no degree required, for this position and five years of experience with the LTPP database.

Senior Engineer The Staff Senior Engineer is expected to be the lead person to ensure that quantity and quality of data collection meets the LTPP program’s guidelines and to be the lead contact for coordinating with participating agencies. The Senior Engineer should have at least an undergraduate degree in Civil Engineering with three years of experience and two years working in the LTPP program. It is expected that the Senior Engineer position be used as the primary leader for data collection efforts, quality assurance and database system quality control checks. Assembly of data and review of data for all test sections are expected from this position.

Engineer The Engineer is expected to be the lead person to ensure that quantity and quality of data collection meets the LTPP program’s guidelines and to be the lead contact for coordinating with participating agencies. The Engineer should have at least an undergraduate degree in Civil Engineering with 1 to 3 years of experience. It is expected that the Engineer position be used as the primary leader for data collection efforts, quality assurance and database system quality control checks. Assembly of data and review of data for all test sections are expected from this position.

Senior Technician The Senior Technician is expected to play the primary role in field data collection and performance monitoring. FHWA expects this individual to be responsible for the daily safe and efficient operation of deflection, profiling, and other Government furnished equipment. As such, this individual should have an aptitude for engineering fundamentals, be conscientious and diligent, and be able to follow specific guidelines and policies. FHWA recommends that the Senior Technician have a minimum of five years of direct experience in highway engineering and/or operation of sophisticated testing equipment and/or processing of technical data.

Technician The Technician is expected to play the primary role in field data collection and performance monitoring. FHWA expects this individual to be responsible for the daily safe and efficient operation of deflection, profiling, and other Government furnished equipment. As such, this individual should have an aptitude for engineering fundamentals, be conscientious and diligent, and be able to follow specific guidelines and policies. FHWA recommends that the Technician have basic engineering aptitude and be willing and capable of being trained.

Program Assistant The Program Assistant is expected to provide support to technical and management-level personnel. This includes, but is not limited to, documentation planning and support, project administration, event planning and administration, Section 508 compliance, data input, etc. FHWA recommends that the Program Assistant have a minimum of three years of experience.

Equipment Manager The Contractor is expected to designate a staff member who is the lead for those items described in Task E – Equipment. The duties conducted by this person are collateral to their main duties.

Transition Manager The Contractor is expected to designate a staff member who is the lead for those items described in Task G – Initial Transition Period. The duties conducted by this person are collateral to their main duties.

Other Staff It is expected that a staff of civil engineers and experienced technicians is necessary to assist the task leaders in completing the work. It is anticipated that these employees’ primary work responsibilities will be LTPP and that they will spend at least 50 percent of their time on LTPP program activities.

In addition to the staff recommendations, FHWA recommends that members of the Contractor’s proposed staff for this contract meet the following requirements:

· Profiler Operator(s) should have two years of experience in the operation and maintenance of a profilometer or profiler.

NOTE: The LTPP program currently uses an AMES Profiler.

· FWD Operator(s) should have two years of experience in the operation and maintenance of a Falling Weight Deflectometer.

NOTE: The LTPP program currently uses a Dynatest FWD.

· Data Collection Personnel should have two years of experience performing manual distress surveys in accordance with the Distress Identification Manual for the Long-Term Pavement Performance Project, FHWA-HRT-13-092 Revised May 2014.
