About this file
This document contains questions and answers regarding a solicitation for long-term pavement performance data collection services. The scope of work involves collecting site-specific data from test sections, coordinating data collection efforts, performing quality control of data collection and entry procedures, and inputting data into the Federal Highway Administration's pavement performance databases. Key personnel are expected to include a project manager, field data collection manager, database manager, senior engineers, and senior technicians. Labor rates should be proposed as single prices for each labor category. Price analysis reports must be included for any subcontractors. A comprehensive quality control plan will be excluded from the page limit for proposals. Digital signatures are acceptable for electronically submitted proposals, and past performance information should be included in the business proposal volume.

Questions for RFP 693JJ323R000009
1. Page 48, Section TAR 1252.237-73 Key Personnel: This section lists the following key personnel:
Project Manager, Field Data Collection Manager, Database Manager, Senior Engineers, Senior Technicians. J.2. Labor Categories attachments, page 1, 1st paragraph, sentence two: lists the following key personnel: Project Manager, Field Data Collection Manager, Database Manager, and QC/QA Manager. Would the FHWA please confirm the key personnel for this contract?
FHWA anticipates the Key Personnel being the Project Manager, Field Data Collection Manager, Database Manager, Senior Engineers, and Senior Technicians.
2. For Key Personnel (TAR 1252.237-73), QC/QA Manager is not listed. Is it intended that a QC/QA Manager be formally named, or is that role intended to be collateral to other main duties?
While an important role, FHWA does not anticipate the QC/QA Manager as a Key Personnel and does not need to be formally named. The QC/QA tasks may be a collateral duty to other main duties for the person assigned to perform the quality reviews.
3. Both the Senior Engineer and the Engineer categories are described as “the primary leader for data collection efforts, quality assurance and database system quality control checks.” How is this envisioned to be performed?
FHWA anticipates that if a Senior Engineer is identified to perform the duties as outlined in the SOW, that person will take the lead with the Engineer being in a supporting role. The category for the Engineer was identified if an offeror is unable to identify a person with the experience and years necessary for the Senior Engineer position, but meet the other qualifications to perform the duties in the SOW.
4. Page 48, Section J – List of Documents, Exhibits and Other Attachments: Attachment J.5: Other Financial / Organizational Information is listed and provided; however, nowhere does it specifically say where to include the attachment. Would the FHWA confirm if we should include it under Volume II Part III – Other Financial / Organizational Information?
Volume II Part III – Other Financial / Organizational Information
5. In Section L.3(g), the Draft QC Plan is not listed among the exceptions to the page count limitation. Is it expected a comprehensive Draft QC Plan for all DCC Operations would fit within the 25-page limit for Part I of Volume I?
FHWA will NOT include the draft comprehensive QC Plan within the 25-page limit for Part 1. This plan should have been included in the list of exceptions on pages 59-60 of Section L.3(g) of the
RFP.
6. Page 62, Section L.4 Proposal Content and Configuration: Volume II Part IA asks to submit an unlocked excel version of the labor price chart schedule. Should we include the file in the .pdf for Volume II and provide the excel spreadsheet as a separate attachment in the email to FHWA or just include it in the .pdf file?
You may include both. However, an unlocked excel version is needed for computing.
7. Page 63, Section L.4 Proposal Content and Configuration: Volume II Part II requires a price analysis report must be included for each subcontractor. Will FHWA be providing a template for the price analysis report, or should proposers create one themselves based on the information in FAR 15.404-3?
Proposer should provide the report.
8. In Section L.4, Part IB, it is stated “All labor categories and hour labors shall conform to all IDIQ labor category descriptions and billing rates proposed in Exhibit J.1.” It is also noted “Offerors are encouraged to propose discounted rates from those labor rates proposed for the IDIQ”. Is the latter not contradictory to the “shall conform” direction of the former specific to the billing rates?
Please confirm to the Labor Categories provided in J.1. If an Offeror wishes to propose discounted rates, they may be proposed at the Task Order level.
9. On page 64, Section L.5 Authorized Official and Submission of Proposal: would a digital signature of an authorized official to bind the contractor’s organization be adequate for the electronically submitted proposal to be accepted by FHWA as the signed “original proposal”?
Yes, digital signatures are acceptable.
10. On page 64, Part V – Past Performance: would the FHWA confirm if this section belongs under Volume II – Business and Price or should it belong under Volume I – Technical Capability?
Volume II – Business and Price, Part V: Past Performance
11. Table J.1: For positions where there could be multiple individuals, is it expected there would be a single billing rate for all staff in that category, a blended rate for all staff in that category, or would a range of billing rates be acceptable? This is particularly relevant in the “Staff” category but could apply to others as well.
There should be a single billing rate for each Labor Category.
12. For many categories (e.g., Senior Engineer, Engineer, Senior Technician, Technician), it is expected to have multiple individuals serve in these roles as opposed to the current descriptions of describing a single individual in each role. Is it acceptable to submit multiple individuals for these categories?
There should be a single billing rate for each Labor Category. FHWA is generally paying for the ‘labor’ in TM/LH Contracts and not ‘individuals.
