About this file

This is a Geotechnical Engineering Report prepared by ECS Florida, LLC for the City of Daytona Beach and Volusia County regarding proposed intersection improvements at West International Speedway Boulevard and Tomoka Farms Road. The project scope includes installation of four mast arm signal poles at the intersection of Tomoka Farms Road and Bellevue Avenue Extended, approximately 700 linear feet of pavement widening on West International Speedway Boulevard, and approximately 1,560 linear feet of pavement widening on Tomoka Farms Road. The geotechnical investigation comprised four Standard Penetration Test (SPT) borings to 35 feet depth for mast arm structures, four SPT borings to 20 feet depth for storm sewer and light pole installations, and twenty-three auger borings to 6 feet depth for pavement assessment. The report, dated November 15, 2024, documents subsurface conditions, groundwater observations at depths of 4 to 6 feet below ground surface, and estimated seasonal high groundwater levels approximately 2.0 feet above measured levels. West International Speedway Boulevard falls under Florida Department of Transportation (FDOT) jurisdiction, while Tomoka Farms Road falls under Volusia County jurisdiction, with all geotechnical methodology and reporting conducted in accordance with FDOT requirements.

The report provides soil parameters for mast arm foundation design based on SPT N-values and laboratory testing, recommending drilled shaft foundations for the signal poles. Design recommendations include flexible pavement sections with specified subgrade preparation, compaction requirements to 100 percent standard Proctor Maximum Dry Density per AASHTO T-99, and FDOT Type SP and FC asphaltic concrete. Corrosion testing indicates moderately aggressive soils with regards to steel and slightly aggressive soils regarding concrete, requiring specific corrosion protection measures for underground metal pipes and appropriate cement selection. Construction quality control recommendations emphasize retention of ECS for material testing and observations, direct observation by a geotechnical engineer during drilled shaft installation using the wet construction method, and documentation of shaft installation depths, concrete volumes, and steel reinforcement placement. The report notes that existing groundwater conditions and soil classifications necessitate careful attention to dewatering and construction sequencing.

2.0 PROJECT INFORMATION

2.1 PROJECT LOCATION/CURRENT SITE USE

The project consists of intersection improvements at West International Speedway Boulevard, Tomoka Farms Road, and Bellevue Avenue Extended in Daytona Beach/Volusia County, Florida.

Pavement improvements will occur on West International Speedway Boulevard and Tomoka Farms Road beyond the intersection, primarily to the west on International Speedway Boulevard and to the south on Tomoka Farms Road. Both International Speedway Boulevard and Tomoka Farms Road are asphalt concrete paved roadways understood to be State and City of Daytona Beach and Volusia County roadways. At the time of this report the intersection was not signalized. The general site location is provided below, and on Figure 1 in Appendix A.

Site Location

2.2 PROPOSED CONSTRUCTION

Based on information provided by Prosser, we understand that the project consists of four (4) new mast arm signal poles at the intersection of Tomoka Farms Road and Bellevue Avenue Extended in Daytona Beach, Florida. In addition, borings have been requested by Prosser near the intersection and along both West International Speedway Boulevard and Tomoka Farms Road to assess subsurface conditions due to approximately 700 LF of pavement widening on West International Speedway Boulevard and 1,560 LF of pavement widening on Tomoka Farms Road on either side of the roadway. We understand that International Speedway Boulevard falls under FDOT jurisdiction and Tomoka Farms Boulevard falls under Volusia County jurisdiction; however, the project geotechnical methodology and reporting was requested to be in accordance with FDOT requirements.

ECS Project No. 56:1887 Page 3

3.0 FIELD EXPLORATION AND LABORATORY TESTING

Our scope of exploration work for the proposed intersection improvements included drilling four

(4) Standard Penetration Test (SPT) borings to a depth of approximately 35 feet below the existing site grades for the mast arm structures, two (2) SPT borings on International Speedway to a depth of approximately 20 feet below the existing site grades for proposed storm sewer system improvements and light poles, two (2) SPT borings on Tomoka Farms Road to a depth of approximately 20 feet below the existing site grades for proposed storm sewer system improvements and light poles, and twenty-three (23) auger borings on both International Speedway Boulevard and Tomoka Farms Road to a depth of approximately 6 feet below the existing site grade for pavement widening. Our borings were located with a handheld GPS unit and their approximate locations are shown on the Field Exploration Diagram (Figure 2) in Appendix A. Our exploration procedures are explained in greater detail in Appendix B including the inserts titled Reference Notes for Boring Logs, Subsurface Exploration Procedure: Standard Penetration Testing (SPT) and Subsurface Exploration Procedure: Soil Exploration and Sampling by Auger Borings.

Samples were collected during drilling for visual classification and laboratory testing; the classification and laboratory testing methods performed are discussed in Section 3.4 of this report.

Results of visual soil classification and laboratory testing are included in the subsurface characterization descriptions in the following section.

3.2 GROUNDWATER OBSERVATIONS

3.2.1 Encountered Groundwater

Groundwater levels were measured during our field exploration and are presented in our boring logs in Appendix B. Groundwater depths measured at the time of drilling were approximately 4 to 6 feet below the ground surface. Variations in the long-term water table may occur as a result of

ECS Project No. 56:1887 Page 5 changes in precipitation, evaporation, surface water runoff, construction activities, and other factors.

3.2.2 Estimated Seasonal High Groundwater

The normal seasonal high groundwater level (SHGWL) is affected by a number of factors. The drainage characteristics of the soils, land surface elevation, relief points such as drainage ditches, lakes, rivers, swamp areas, etc., and distance to relief points are some of the more important factors influencing the normal SHGWL.

Based on our interpretation of the site conditions, including the boring logs and Web Soil Survey, we estimate the normal SHGWL to be approximately 2.0 foot higher than the levels encountered at the time of drilling during August and approximately as encountered during the time of drilling during October, as indicated on the boring logs. It is possible that groundwater levels may exceed the estimated normal SHGWLs as a result of significant or prolonged rains.

3.3 LABORATORY TESTING

3.3.1 Visual Classification and Index Testing

The laboratory testing consisted of selected tests performed on samples obtained during our field exploration operations. Classification and index property tests were performed on representative soil samples. The laboratory testing determined the percent fines and moisture contents of selected soil samples. The results of the laboratory testing are summarized in Tables 1 and 2 for the mast arm structures and roadway improvements, respectively.

The borings were visually classified using the AASHTO Soil Classification system and Unified Soil Classification System in accordance with ASTM D3282. After classification, the samples were grouped in the major zones noted on the Soil Profiles. The group symbols for each soil type are indicated in parentheses along with the soil descriptions. The stratification lines between strata on the logs are approximate; in situ, the transitions may be gradual.

Soil corrosivity with regards to concrete and steel was assessed by laboratory testing for pH (FM5- 550), Soil Resistivity (FM5-551), soluble sulfate (FM5-552) and soluble chlorides (FM5-553). In addition, samples were tested for Limerock Bearing Ratio (LBR). The results of the LBR testing are included in Appendix C Table 3 to 6 attached to this report.

4.0 DESIGN RECOMMENDATIONS

4.1 GENERAL

Our geotechnical engineering evaluation of the site and subsurface conditions at the property, with respect to the planned construction and our recommendations for site preparation and roadway and foundation support, are based on the following:

(1) our site observations,

(2) the field and laboratory test data obtained,

(3) our understanding of the project information and structural conditions as presented in this report, and

(4) our experience with similar soil and loading conditions.

If the stated structural or grading conditions are incorrect or should the location of the structures or pavement areas be changed, please contact us so that we can review our recommendations.

The discovery of any site or subsurface conditions during construction that deviate from the data obtained during this geotechnical exploration should be reported to ECS for our evaluation. The

ECS Project No. 56:1887 Page 6 recommendations in the subsequent sections of this report present design and construction techniques that are appropriate for the planned construction. We recommend that ECS be provided the opportunity to review the foundation plans and earthwork specifications to verify that our recommendations have been properly interpreted and implemented.

4.2 SOIL PARAMETERS FOR MAST ARM FOUNDATION DESIGN

Based on the results of the mast arm borings, B1 to B4, we consider the subsurface conditions adaptable for support of the proposed mast arm signalization structures upon properly designed drilled shaft foundations. The following table presents estimated soil parameters which can be used for design of the mast arm structure foundations. For design purposes, we recommend that the groundwater table be assumed to be at the ground surface, since this condition may occur during the life of the structures. The parameters shown in the following table are based on empirical correlations between the results of the SPT boring (N-values) and various soil properties. In each case, N-values were generally averaged over the zone of interest for each layer pertaining to the respective borings. Included in the table are typical soil unit weight (γ), angle of internal friction (φ) and cohesion (c). In addition, we recommend a value of 0.4 be used for the concrete/soil interface coefficient of friction, and an at-rest lateral earth pressure coefficient (Ko) of 0.5 be used in the foundation design.

4.3 PAVEMENTS

Based on the results of our exploration, we consider the subsurface conditions at the site adaptable for support of a flexible pavement section when constructed on properly prepared subgrade soils as outlined in Section 5.0 of this report. We expect that proposed pavement for Tomoka Farms Road will be designed and constructed in accordance with Volusia County requirements and the pavement for West International Speedway will be designed and constructed in accordance with FDOT requirements. If requested, we can prepare a project-specific pavement design if specific traffic data is provided.

4.4 CORROSION POTENTIAL

Soil corrosion potential was evaluated based on the results of laboratory soil resistivity, pH, chloride, and sulfate testing, in accordance with the Florida Department of Transportation (FDOT) Structures Design Guidelines, dated January 2024, Table 1.3.2-1 Criteria for Substructure

ECS Project No. 56:1887 Page 7 environmental Classifications. These test results are summarized in Table 3. The results of the soil pH, resistivity, sulfate and chloride testing indicated that moderately aggressive soils with regards to steel and slightly aggressive soils to concrete are present at the site based on the lowest pH value of 6.4. Therefore, it is our opinion that underground metal pipes may require specific corrosion protection measures, cement used should be suitable for slightly corrosive soils, and sufficient concrete cover should be provided to protect reinforcing steel, in accordance with FDOT requirements.

5.0 CONSTRUCTION AND QUALITY CONTROL RECOMMENDATIONS

5.1 ROADWAY CONSTRUCTION CONSIDERATIONS

The results of our exploration indicate that the soil conditions encountered at the roadway boring locations are generally adaptable for construction and support of the proposed roadway widening and pavement sections. Roadway construction should be performed in accordance with the appropriate sections of current edition FDOT Standard Specifications for Road and Bridge Construction. Backfill should conform to Standard Plans Index 120-001 and should be compacted in accordance with Section 120-9 Compaction Requirements of the standard specifications. Fill placement and side slopes for embankment construction, if applicable, are presented in FDOT Standard Plans Index 120-001. The embankment material should be compacted to at least 100 percent of the standard Proctor Maximum Dry Density (AASHTO T-99) value.

The base course should be constructed in accordance with Section 285 of the FDOT Standard Specifications for Road and Bridge Construction.

The asphalt Superpave and friction courses should consist of Florida Department of Transportation (FDOT) Type SP and FC asphaltic concrete. Specific requirements for Type SP and FC asphaltic concrete are outlined in Sections 334 and 337 of the FDOT Standard Specifications for Road and Bridge Construction (FY 2024-25).

5.2 MAST ARM FOUNDATIONS

5.2.1 Construction Recommendations for Mast Arm Foundations

It is recommended that the installation of the drilled shafts be performed under the direct observation of a geotechnical engineer or their designated representative. Due to the soil conditions encountered at the boring locations, it may be necessary to install the drilled shafts using the wet construction method. In addition, due to the prior development in the site area, the presence of utilities and underground obstructions should be anticipated. The drilled shafts should be constructed in accordance with Section 455, Structures Foundations, Part C. Drilled Shafts of the FDOT Standard Specifications for Road and Bridge Construction.

5.2.2 Quality Control Recommendations for Mast Arm Foundations

ECS should be retained to perform the construction material testing and observations required for this project, to verify that our recommendations have been satisfied. We are the most qualified to address problems that may arise during construction, since we are familiar with the intent of our recommendations for engineering design.

Since drilled shafts are "cast-in-place", the quality of the pile foundation is dependent upon the skill, experience, and techniques used by the foundation contractor. Since problems during installation are not as evident and easily observed as with driven piles, we recommend that a geotechnical engineer or experienced engineering technician, acting under the supervision and

ECS Project No. 56:1887 Page 8 direction of the engineer, observe and monitor the drilled shaft installations. Construction phase observations should consist of, but not be limited to, the following:

1. Verify the shafts are installed to the design tip bearing level.

2. Record the volume of concrete required to construct the shafts.

3. Monitor the installation of steel reinforcement to verify that the size, length, configuration, and placement of the steel conforms to the project specifications.

6.0 CLOSING

Our geotechnical exploration has been performed, our findings obtained, and our recommendations prepared, in accordance with generally accepted geotechnical engineering principles and practices. ECS is not responsible for any independent conclusions, interpretation, opinions, or recommendations made by others based on the data contained in this report.

Our scope of services was intended to evaluate the soil conditions within the zone of soil influenced by the proposed mast arm structures, roadway, and utility installations. Our scope of services does not address geologic conditions, such as sinkholes or soil conditions existing below the depth of the soil borings.

If any of the project description information discussed in this report is inaccurate, either due to our interpretation of the documents provided or site or design changes that may occur later, ECS should be contacted immediately in order that we can review the report in light of the changes and provide additional or alternate recommendations as may be required to reflect the proposed construction.

We recommend that ECS be allowed to review the project’s plans and specifications pertaining to our work so that we may ascertain consistency of those plans/specifications with the intent of the geotechnical report.

Field observations, monitoring, and quality assurance testing during earthwork and foundation installation are an extension of and integral to the geotechnical design recommendation. We recommend that the owner retain these quality assurance services and that ECS be allowed to continue our involvement throughout these critical phases of construction to provide general consultation as issues arise.

ECS is not responsible for the conclusions, opinions, or recommendations of others based on the data in this report.

REFERENCE NOTES FOR BORING LOGS

MATERIAL1,2

1Classifications and symbols per ASTM D 2488-17 (Visual-Manual Procedure) unless noted otherwise.

2To be consistent with general practice, “POORLY GRADED” has been removed from GP, GP-GM, GP-GC, SP, SP-SM, SP-SC soil types on the boring logs.

3Non-ASTM designations are included in soil descriptions and symbols along with ASTM symbol [Ex: (SM-FILL)].

4Typically estimated via pocket penetrometer or Torvane shear test and expressed in tons per square foot (tsf).

5Standard Penetration Test (SPT) refers to the number of hammer blows (blow count) of a 140 lb. hammer falling 30 inches on a 2 inch OD split spoon sampler required to drive the sampler 12 inches (ASTM D 1586). “N-value” is another term for “blow count” and is expressed in blows per foot (bpf). SPT correlations per 7.4.2 Method B and need to be corrected if using an auto hammer.

6The water levels are those levels actually measured in the borehole at the times indicated by the symbol. The measurements are relatively reliable when augering, without adding fluids, in granular soils. In clay and cohesive silts, the determination of water levels may require several days for the water level to stabilize. In such cases, additional methods of measurement are generally employed.

7Minor deviation from ASTM D 2488-17 Note 14.

8Percentages are estimated to the nearest 5% per ASTM D 2488-17.
