Project Specifications Summary
This is a technical specifications document for the City of Daytona Beach's Tomoka Farms Road & Belleview Avenue Watermain Realignment Project. The project involves the removal of approximately 154 linear feet of existing 12-inch Ductile Iron Pipe watermain and installation of 218 linear feet of 12-inch PVC pipe and 82 linear feet of 12-inch DIP along Tomoka Farms Road and Bellevue Avenue. The scope includes replacement of all water services, water meters, and meter boxes along the route, with 1-inch services provided at vacant lot locations. Additional work includes valve installations, main extensions, and system switchover coordination to ensure seamless transition from existing to proposed infrastructure. The specifications establish comprehensive requirements across 15 divisions, covering general requirements, site work, and mechanical systems, with detailed provisions for mobilization, dewatering, traffic maintenance, erosion and sedimentation control, and project coordination. A non-mandatory pre-bid conference will be held via Teams, with questions submitted through the procurement platform by the deadline specified in the timeline. Bids must be submitted electronically through the City's procurement platform at https://procurement.opengov.com/portal/codb, with bid opening conducted virtually.
Payment is structured on a unit price and lump sum basis for identified bid items, including mobilization/demobilization (not to exceed 5 percent of total bid), survey/layout and as-builts, dewatering, maintenance of traffic, silt fence installation, turbidity barriers, pipe removal and installation, fittings, valves, and sodding. The contractor must furnish all labor, materials, equipment, and incidentals necessary for project completion, including construction surveying, trench excavation, pavement restoration, temporary removal and replacement of infrastructure, cleanup, and testing. All costs for temporary facilities, utilities, permits, and preconstruction expenses are included in the applicable pay items. Retainage will be applied to progress payments, with final payment withheld until acceptable as-built drawings are delivered and all work including demobilization is completed. The contractor is responsible for obtaining NPDES permits, Stormwater Pollution Prevention Plans, and compliance with all federal, state, and local regulations, with minimum 30 days advanced notice required for any system shutdowns.
