About this file

This is a Statement of Work (SOW) for Task Order #2 under an IDIQ scaffolding services subcontract (#382472-BM) issued by Fermi Forward Discovery Group, LLC (FFDG) on behalf of Fermilab, a U.S. Department of Energy facility. The work involves design, rental, delivery, installation, and removal of specialized scaffolding systems for the Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) project at the Sanford Underground Research Facility (SURF) in Lead, South Dakota.

The subcontractor must provide four distinct scaffolding locations underground at the 4850' and 4910' levels: (1) a cryogenic walking/working platform measuring 195-205 feet long and 6-8 feet wide with safety railing; (2) a mezzanine steel installation platform of similar length at 4 feet wide and 2-3 feet high; (3) a pipe hanger installation platform measuring 30-40 feet long, 4 feet wide, and 10 feet above Location 2, with modular design for relocation; and (4) two mezzanine steel installation sled systems, each 18-20 feet long, 4-5 feet wide, and 2-3 feet high. All scaffolding must include compliant safety railing and subcontractor-provided stamped engineering designs requiring Fermilab approval prior to installation. The estimated service period is five months, with installation beginning January 1, 2027, and removal by June 1, 2027. Deliverables include scaffolding details and price proposals, stamped design drawings, delivery/installation/removal schedules, qualified lead contacts, ESH and QC documents, technical requirements documentation, and scaffold identification assignments. All documentation must be submitted electronically via Procore in searchable PDF format and accompanied by a Scaffold Location/Detail Log serving as backing documentation for invoicing.

1 Introduction

1.1 Purpose of SOW

The objective of this Statement of Work (SOW) is to detail the technical requirements relating to Task Order #2 against the scaffolding services IDIQ subcontract 382472-BM. This work will be conducted underground at the 4850’ and 4910’ level of the SURF site. The work will be performed at the SURF site, located in Lead South Dakota.

1.2 Assumptions

The Subcontractor shall be responsible to the Laboratory for the acts and omissions of their employees, agents or sub-tier Subcontractors.

The SURF site location is 100 Ross Rd, Lead SD 57754.

FFDG reserves the right to make minor, non-structural changes to the scaffolding when operational need dictates. Any minor changes shall be made by an FFDG Competent Person with prior coordination and communication with the Subcontractor.

1.3 Timeline

A kickoff meeting shall be scheduled at a mutually agreed upon date, time, and location as soon as practical after award of the Task Order. The primary purpose for this meeting is to confirm that the project participants understand the SOW, the specifications and drawings, the safety and the quality assurance requirements, and the work activities involved with each task.

2 Applicable Documents

Applicable documents for a specific task order, as provided by FFDG, will be provided with the Task Order against this IDIQ subcontract and shall include:

Number of scaffold sections (units) being ordered

Specific location

Anticipated rental period

Any relevant drawings or designs

3 SOW Performance Requirements

The Subcontractor shall provide all labor, supervision, materials, tools, equipment and transportation necessary to provide the design, rental, delivery, installation and removal of the scaffolding associated

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US Page 4-2 with this Task Order. All work shall be performed in accordance with applicable federal, state and local laws, and regulations, including those governing the requirements listed in this Statement of Work (SOW).

4 Required Tasks

4.1 Schedule

Task Order #2 scaffolding shall be required for five months, with an estimated installation date of January 1, 2027, and an estimated removal date of June 1, 2027.

Specific schedules for this Task Order shall be coordinated directly between the Subcontractor and FFDG Technical Representative.

4.2 Task 4: Task Order #2 - Scaffold Services

The Subcontractor providing the scaffolding shall be required to deliver, install and remove scaffolding as requested by FFDG and comply with all requirements in IDIQ subcontract #382472-BM. Listed below are the steps and considerations relating to the FFDG scaffolding requirements for Task Order #2.

Scaffolding Size and Type

Location 1 – Cryogenic Walking/Working Platform

Length: 195 - 205 ft

Width: 6 - 8 ft to accommodate technician traffic and task workspace.

Final platform width shall be determined by the subcontractor to meet cantilever requirements and anchorage to the top of the cryogenics steel structure. All designs must include subcontractor engineering approval and a certified engineering stamp, followed by Fermilab approval.

Platform design must account for the future installation of Location 2 below, which will be positioned on top of this structure to support mezzanine and overhead hardware installation.

All scaffolding must include standard, compliant safety railing.

Location 2 – Mezzanine Steel Installation Platform

Length: 195 - 205 ft

Width: 4 ft; subcontractor to determine total width required to meet cantilever design requirements on Location 1. Subcontractor engineering-stamped approval and Fermilab approval are required before installation.

Height: 2 - 3 ft (final dimension subject to engineering approval) to facilitate mezzanine steel installation.

Platform design must consider the installation of Location 3, which will be placed on top of this platform during overhead work.

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US Page 5-3

All scaffolding must include standard, compliant safety railing.

Location 3 – Pipe Hanger Installation Platform

Length: 30 - 40 ft, modular design allowing relocation along the full length of the cryogenic chamber during installation.

Width: 4 ft; platform to be installed on top of Location 2. Subcontractor to determine total width required to meet cantilever design requirements originating from Location 1. Engineering-stamped approval and Fermilab approval required before installation.

Height: 10 ft above Location 2 (total height of 12 ft above cryogenic steel). Special consideration needs to account for technician working area and traffic under this platform.

All scaffolding must include standard, compliant safety railing.

Location 4 – Mezzanine Steel Installation Sled System (Quantity: 2)

Length: 18 - 20 ft, modular sled-style design allowing movement along the cryogenic chamber during installation.

Width: 4 - 5 ft

Height: 2 - 3 ft elevated steps to support mezzanine steel installation activities.

All scaffolding must include standard, compliant safety railing.

Sled systems shall be capable of anchoring securely to the top of the cryogenic steel beams.

General Location

Installation at the 4850 & 4910 ft level in the South Cavern.

Engineering/Design

Subcontractor shall provide stamped engineering designs, detailing installation locations and any special considerations. Fermilab will need to review & approve subcontractors’ engineering designs prior to installation of any scaffolding.

5 Deliverables
