This is a Request for Proposal (RFP) for an Indefinite Delivery, Indefinite Quantity (IDIQ) subcontract for temporary scaffolding engineering, rental, installation, and removal services in South Dakota. The solicitation, numbered LBNF-382472-BM, is issued by Fermi Forward Discovery Group, LLC (FFDG) under Prime Contract No. 89243024CSC000002 with the U.S. Department of Energy for management and operation of Fermi National Accelerator Laboratory. The work will support the Long Baseline Neutrino Facility (LBNF)/Deep Underground Neutrino Experiment at the Sanford Underground Research Facility (SURF) in Lead, South Dakota. Proposals must be submitted via email to Brian McKenzie at mckenzie@fnal.gov no later than 5:00 p.m. Mountain Time on November 24, 2026, with award anticipated by December 22, 2026. The IDIQ subcontract has a minimum guaranteed value of $20,000.00 and an estimated maximum total value of $3,900,000.00 with performance spanning from award through December 21, 2029 (base year plus two option years).
The subcontract will be awarded on a firm-fixed-price (FFP) basis for services. Task or Delivery Orders will be issued against the IDIQ using labor rates and other direct costs from Attachment J-2, with pricing escalation allowed between contract years. Offerors must attend a mandatory pre-proposal meeting on October 28, 2026, at 8:30 a.m. Mountain Time (in-person in Lead, SD with underground site tour or virtual option), and must submit RSVPs by October 20, 2026. Technical evaluation will consider staffing and mobilization capability, past experience on similar projects valued at $500,000 or more within the past three years, environmental/safety/health programs, and quality assurance capabilities. Cost will be significantly more important than technical factors in the best-value source selection. Offerors must provide completed representations and certifications, safety documentation, a small business subcontracting plan (if applicable), and pricing proposals using two simulated task orders for evaluation purposes only. All work requires compliance with SDSTA Risk Transfer Protocols and insurance requirements for work at the underground facility.
