About this file
This is a Conceptual Site Plan document prepared by RPM Architectural-Engineering for the City of Tucson's Navigation Center project located at 250 W King Road, Tucson, Arizona. The site plan, dated January 8, 2025, illustrates the layout for a low-barrier shelter facility featuring a 100-bed dormitory building (8,400 gross square feet), a 6,400 gross square foot navigation center building, a modular restroom facility, and a two-bin trash enclosure. The plan indicates vehicular access points, a privacy gate, landscaping and building setbacks of 10 feet, and retention of existing trees and CMU walls. The property is bounded by existing adjacent multi-family residences, single-family residences, and commercial properties, with an existing five-foot sidewalk along W King Road. A pre-submittal meeting is scheduled for February 4, 2026, at 8:00 a.m. at the project site, with statements of qualifications due February 19, 2026, at 2:00 p.m. Arizona time.
The estimated project cost is $2,800,000, funded through an Economic Development Initiative grant and HUD-related funding sources. The design-build project requires compliance with Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) program provisions, with participation set-asides for small and disadvantaged businesses. Contractors must comply with Section 3 of the Housing and Urban Development Act, requiring at least 25 percent of labor hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers. The project is subject to federal compliance requirements including Buy America/Build America provisions and Davis-Bacon prevailing wage standards. Successful contractors must obtain a City of Tucson Business License, provide performance and payment bonds equal to 100 percent of the negotiated construction value, maintain specified insurance coverage, and achieve Substantial Completion within an agreed-upon timeframe, with liquidated damages assessed for contract delays.
