About this file
Summary
This is a Conceptual Land Use Plan document prepared by the City of Tucson for the Amphi Housing First Resource Center PAD North Project, which involves the adaptive reuse of the former Fire Station #8 located at 250 West King Road in Ward 2. The project encompasses 1.05 acres and proposes rezoning from R-2 (Medium-Density Residential) to PAD (Planned Area Development) to accommodate a Village Housing District with a maximum building height of 30 feet. The site will feature congregate shelter and non-congregate shelter with support services, with the non-congregate shelter occupying approximately 7,000 square feet in a climate-controlled structure. Setback requirements range from 10 feet for residential zones to 20 feet for non-residential uses, and a 5-foot tall masonry and wrought iron screen will be required along property lines. A pre-submittal meeting is scheduled for February 4, 2026, at 8:00 a.m., with qualifications due February 19, 2026, at 2:00 p.m. Arizona time. The project requires five parking spaces and is subject to environmental review currently underway by the City of Tucson.
The design-build project is estimated at $2,800,000 and is funded through an Economic Development Initiative grant and HUD-related funding sources, with federal compliance requirements including Community Project Funding, Buy America/Build America provisions, and Davis-Bacon prevailing wage standards. Evaluation criteria include Team Qualifications and Experience (40 points), Technical Approach and Methodology (35 points), Schedule Management (15 points), References and Past Performance (5 points), and Subcontractor Selection Plan (5 points). Contractors must comply with Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) set-aside programs and Section 3 of the Housing and Urban Development Act, requiring at least 25 percent of labor hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Performance and payment bonds equal to 100 percent of the negotiated construction value and specified insurance coverage are required, with liquidated damages assessed for delays beyond the contract completion date.
