About this file
This is a Conceptual Site Plan prepared by RPM Architectural-Engineering for the City of Tucson's Amphi Housing Resource Center (HRC) Design Build project located at 250 W King Road, Tucson, Arizona. The plan illustrates the adaptive reuse of Fire Station Eight into a low-barrier shelter facility designed to serve 50 to 100 adult bed spaces. The site plan depicts key facility components including an 8,400 gross square foot dormitory structure with 100 beds, a 6,400 gross square foot navigation center, a modular restroom building (20 feet wide), and a 2-bin trash enclosure (40 feet by 8 feet). The design incorporates a 10-foot landscape and building setback, vehicular access with a privacy gate, and retains existing trees and concrete masonry unit walls. The project requires comprehensive design and construction services including structural rehabilitation, roofing upgrades, electrical and plumbing systems, site development, MEP systems design, and environmental mitigation for PFAS-impacted soils. A pre-submittal meeting is scheduled for Wednesday, February 4, 2026, at 8:00 a.m. at the project site, with statements of qualifications due Thursday, February 19, 2026, at 2:00 p.m. Arizona time.
The estimated project cost is $2,800,000, funded through an Economic Development Initiative grant and HUD-related funding sources. The City of Tucson's Procurement Division is conducting a one-step selection process evaluating proposals across five criteria: Team Qualifications and Experience (40 points), Technical Approach and Methodology (35 points), Schedule Management (15 points), References and Past Performance (5 points), and Subcontractor Selection Plan (5 points). Design-build contractors must comply with Small Business Enterprise and Disadvantaged Business Enterprise program provisions, with mandatory good faith efforts to include small and disadvantaged businesses. Section 3 of the Housing and Urban Development Act requirements mandate that at least 25 percent of labor hours be performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Contractors must obtain a City of Tucson Business License, provide performance and payment bonds equal to 100 percent of negotiated construction value, and maintain specified insurance coverage. The project is subject to federal compliance requirements including Buy America/Build America provisions and Davis-Bacon prevailing wage standards, with liquidated damages applicable for delays beyond the contract completion date.
