About this file
This is a Conceptual Land Use Plan document prepared by the City of Tucson for the Amphi Housing Resource Center project, involving the adaptive reuse of the former Fire Station #8 located at 250 West King Road in Tucson's Ward 2 (North Stone neighborhood). The project encompasses 1.05 acres (Parcel 106-02-225A) and proposes a zoning change from R-2 (Medium-Density Residential) to PAD (Planned Area Development) to accommodate a Village Housing District. The facility will feature a congregate shelter with non-congregate shelter and support services totaling 7,000 square feet, designed to serve 50 to 100 adult bed spaces with restrooms, showers, laundry facilities, storage, pet-friendly zones, and meal preparation areas. The proposed design allows for a maximum building height of 30 feet with specified setbacks (10 feet on north, east, and west sides; 20 feet on south) and includes a 5-foot tall masonry and wrought iron screening on property lines. The project requires five parking spaces per PAD requirements and a 10-foot to 20-foot landscape border depending on adjacent zoning. The City of Tucson's Business Services Department, Procurement Division is seeking a qualified design-build firm, with a pre-submittal meeting scheduled for February 4, 2026, at 8:00 a.m. and statements of qualifications due February 19, 2026, at 2:00 p.m. Arizona time.
The estimated project cost is $2,800,000, funded through an Economic Development Initiative grant and HUD-related funding sources. Evaluation criteria include Team Qualifications and Experience (40 points), Technical Approach and Methodology (35 points), Schedule Management (15 points), References and Past Performance (5 points), and Subcontractor Selection Plan (5 points). The project requires compliance with Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) set-aside programs, along with Section 3 of the Housing and Urban Development Act, mandating at least 25 percent of labor hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Contractors must obtain a City of Tucson Business License, provide performance and payment bonds equal to 100 percent of negotiated construction value, and maintain specified insurance coverage. The scope includes comprehensive design and construction services encompassing structural rehabilitation, roofing, electrical and plumbing upgrades, site development, MEP systems design, environmental mitigation for PFAS-impacted soils, and hazardous materials removal. The project is subject to federal compliance requirements including Community Project Funding and Buy America/Build America provisions, with potential Davis-Bacon prevailing wage standards applicable. Contractors must achieve Substantial Completion within an agreed-upon timeframe, with liquidated damages assessed for delays beyond the contract completion date.
