About this file
This is a Conceptual Land Use Plan for the Amphi Housing First Resource Center Pad North Project located at 250 West King Road in Ward 2 of Tucson, Arizona. The 1.05-acre project involves the adaptive reuse of the former Fire Station #8 site to develop a low-barrier shelter serving 50 to 100 bed spaces primarily for adults experiencing homelessness. The facility will include congregate shelter space and a non-congregate semi-permanent structure with climate control, electricity, restrooms, showers, laundry facilities, storage, pet-friendly areas, and meal preparation facilities. The proposed zoning change is from R-2 (Medium-Density Residential) to PAD (Planned Area Development) to support the Village Housing District designation. The design includes a maximum building height of 30 feet with specified setbacks ranging from 10 to 20 feet depending on adjacent zoning, landscape borders of 10 to 20 feet, and a 5-foot tall masonry and wrought iron screening on the property line. The project requires five parking spaces per PAD standards.
The project will address critical structural issues including roofing, electrical, and plumbing systems through partial demolition and rehabilitation. An Economic Development Initiative grant will provide partial funding for the rehabilitation work. Secondary improvements include sidewalk and lighting installations to enhance site safety and accessibility. Environmental review for the project is currently underway with the City of Tucson. The facility design will maximize available space and funding to serve the local Amphi neighborhood, which currently has limited resources for individuals experiencing homelessness and presents an opportunity to address a significant community gap in shelter and supportive services.
