About this file
This is an Offer and Acceptance form issued by the City of Tucson, Arizona for the Amphi Housing Resource Center (HRC) Design Build project. The City of Tucson's Business Services Department, Procurement Division is soliciting a qualified design-build firm to execute the adaptive reuse of Fire Station Eight into a low-barrier shelter facility serving 50 to 100 adult bed spaces in the Amphi neighborhood. The facility will include congregate and non-congregate shelter areas, restrooms, showers, laundry facilities, storage, pet-friendly zones, and meal preparation spaces. The project requires comprehensive design and construction services encompassing structural rehabilitation, roofing, electrical and plumbing upgrades, site development, MEP systems design, environmental mitigation for PFAS-impacted soils, and hazardous materials removal. A pre-submittal meeting is scheduled for Wednesday, February 4, 2026, at 8:00 a.m. at 250 W King Rd, Tucson, with statements of qualifications due on Thursday, February 19, 2026, at 2:00 p.m. Arizona time. Proposals will be evaluated using a one-step selection process across five criteria: Team Qualifications and Experience (40 points), Technical Approach and Methodology (35 points), Schedule Management (15 points), References and Past Performance (5 points), and Subcontractor Selection Plan (5 points).
The estimated project cost is $2,800,000, funded through an Economic Development Initiative grant and HUD-related funding sources. Contractors must comply with Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) program provisions and Section 3 of the Housing and Urban Development Act, requiring that at least 25 percent of labor hours be performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Contractors must obtain a City of Tucson Business License, provide performance and payment bonds equal to 100 percent of the negotiated construction value, and maintain specified insurance coverage. The project is subject to federal compliance requirements, including Community Project Funding and Buy America/Build America provisions, and potentially Davis-Bacon prevailing wage standards. Successful contractors must achieve Substantial Completion within an agreed-upon timeframe, with liquidated damages assessed for delays beyond the contract completion date.
