About this file
This is an Offer and Acceptance form for the City of Tucson, Arizona, related to the Amphi Housing Resource Center (HRC) Design Build project. The City of Tucson's Business Services Department, Procurement Division is soliciting a qualified design-build firm to adaptively reuse Fire Station Eight into a low-barrier shelter facility with 50 to 100 adult bed spaces. The project includes comprehensive design and construction services encompassing structural rehabilitation, roofing, electrical and plumbing upgrades, site development, MEP systems design, environmental mitigation for PFAS-impacted soils, and hazardous materials removal. The solicitation requires a pre-submittal meeting on Wednesday, February 4, 2026, at 8:00 a.m. at 250 W King Rd, Tucson, with statements of qualifications due on Thursday, February 19, 2026, at 2:00 p.m. local Arizona time. Proposals will be evaluated using a one-step selection process based on five criteria: Team Qualifications and Experience (40 points), Technical Approach and Methodology (35 points), Schedule Management (15 points), References and Past Performance (5 points), and Subcontractor Selection Plan (5 points).
The estimated project cost is $2,800,000, funded through an Economic Development Initiative grant and HUD-related funding sources. The project is subject to federal compliance requirements, including Buy America/Build America provisions and potentially Davis-Bacon prevailing wage standards. Contractors must comply with Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) program provisions, with specific requirements that at least 25 percent of labor hours be performed by Section 3 workers and 5 percent by Targeted Section 3 workers under the Housing and Urban Development Act. Contractors must obtain a City of Tucson Business License, provide performance and payment bonds equal to 100 percent of the negotiated construction value, and maintain specified insurance coverage. Successful contractors will achieve Substantial Completion within an agreed-upon timeframe, with liquidated damages assessed for delays beyond the contract completion date.
