About this file
This is a Conceptual Site Plan document prepared by RPM Architectural-Engineering for the City of Tucson's Amphi Housing Resource Center (HRC) Design Build project located at 250 W King Road, Tucson, Arizona. The site plan illustrates the adaptive reuse of Fire Station Eight into a low-barrier shelter facility designed to accommodate 50 to 100 adult bed spaces. The facility layout includes a 8,400 gross square foot dormitory with 100 beds, a 6,400 gross square foot navigation center, a modular restroom building, a two-bin trash enclosure measuring 40 feet by 8 feet, vehicular access with a privacy gate, and landscape features including retained existing trees and a 10-foot setback from the property line. The property is bounded by existing adjacent multi-family residential units, single-family residences, and commercial properties, with an existing concrete masonry unit wall and five-foot sidewalk visible along W King Road. A pre-submittal meeting is scheduled for Wednesday, February 4, 2026, at 8:00 a.m. at the project site, with statements of qualifications due on Thursday, February 19, 2026, at 2:00 p.m. Arizona local time.
The project is estimated at $2,800,000 and is funded through an Economic Development Initiative grant and HUD-related funding sources. The design-build procurement process utilizes a one-step selection method evaluating teams across five criteria: Team Qualifications and Experience (40 points), Technical Approach and Methodology (35 points), Schedule Management (15 points), References and Past Performance (5 points), and Subcontractor Selection Plan (5 points). Contractors must comply with Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) set-asides, with mandatory compliance to Section 3 of the Housing and Urban Development Act requiring at least 25 percent of labor hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Additional requirements include obtaining a City of Tucson Business License, providing performance and payment bonds equal to 100 percent of the negotiated construction value, maintaining specified insurance coverage, and achieving Substantial Completion within an agreed-upon timeframe with liquidated damages assessed for delays. The project scope encompasses comprehensive design and construction services including structural rehabilitation, roofing, electrical and plumbing upgrades, site development, MEP systems design, environmental mitigation for PFAS-impacted soils, and hazardous materials removal.
