About this file
This is a Conceptual Land Use Plan document prepared by the City of Tucson for the Amphi Housing Resource Center (HRC) Design Build project. The plan delineates the development of a 1.05-acre parcel (Parcel 106-02-225A) located at 250 West King Road in Tucson's Ward 2 neighborhood. The proposed project involves the adaptive reuse of the former Fire Station #8, with zoning changes from R-2 (Medium-Density Residential) to PAD (Planned Area Development) to accommodate a Village Housing District. The facility will feature both congregate shelter space (7,000 square feet) and non-congregate shelter with support services, establishing a low-barrier shelter with approximately 50 to 100 adult bed spaces. Design and construction services are requested, including structural rehabilitation, roofing, electrical and plumbing upgrades, site development, MEP systems design, environmental mitigation for PFAS-impacted soils, and hazardous materials removal. The project specifications include a maximum building height of 30 feet, with setbacks of 10 feet on the north, east, and west sides (residential zones) and 20 feet on the south side (non-residential use), along with a 5-foot tall masonry and wrought iron screen on the property line. A pre-submittal meeting is scheduled for Wednesday, February 4, 2026, at 8:00 a.m. at the project site, with statements of qualifications due on Thursday, February 19, 2026, at 2:00 p.m. local Arizona time. Parking requirements total five spaces per the PAD provisions.
The estimated project cost is $2,800,000, funded through an Economic Development Initiative grant and HUD-related funding sources. The project is subject to federal compliance requirements, including Community Project Funding, Buy America/Build America provisions, and Davis-Bacon prevailing wage standards. Contractors must comply with Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) program participation requirements and Section 3 of the Housing and Urban Development Act, mandating that at least 25 percent of labor hours be performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Successful contractors must obtain a City of Tucson Business License, provide performance and payment bonds equal to 100 percent of the negotiated construction value, and maintain specified insurance coverage. The proposal evaluation will utilize a one-step selection process across five criteria: Team Qualifications and Experience (40 points), Technical Approach and Methodology (35 points), Schedule Management (15 points), References and Past Performance (5 points), and Subcontractor Selection Plan (5 points). Contractors must achieve Substantial Completion within the agreed-upon timeframe, with liquidated damages assessed for delays beyond the contract completion date.
