About this file
This is a Conceptual Site Plan document prepared by RPM Architectural-Engineering for the City of Tucson's Amphi Housing Resource Center (HRC) Design Build project located at 250 W King Road, Tucson, Arizona. The site plan illustrates the adaptive reuse of Fire Station Eight into a low-barrier shelter facility featuring an 8,400 gross square foot dormitory with 100 bed capacity, a 6,400 gross square foot navigation center, a modular restroom building, and a two-bin trash enclosure. The design preserves existing site features including trees and concrete masonry unit walls while incorporating a 10-foot landscape and building setback from the property line. Vehicular access includes a privacy gate, and the plan accommodates the facility's integration within the Amphi neighborhood adjacent to multi-family residential, commercial, and single-family residential properties. A pre-submittal meeting is scheduled for February 4, 2026, at 8:00 a.m. on-site, with statements of qualifications due February 19, 2026, at 2:00 p.m. Arizona time.
The project requires comprehensive design-build services valued at approximately $2,800,000, funded through an Economic Development Initiative grant and HUD-related sources. Contractors must comply with Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) participation requirements, including Section 3 Housing and Urban Development Act provisions mandating that 25 percent of labor hours be performed by Section 3 workers and 5 percent by Targeted Section 3 workers. The procurement process employs a one-step selection across five criteria: Team Qualifications and Experience (40 points), Technical Approach and Methodology (35 points), Schedule Management (15 points), References and Past Performance (5 points), and Subcontractor Selection Plan (5 points). Selected contractors must obtain a City of Tucson Business License, provide performance and payment bonds equal to 100 percent of the negotiated construction value, maintain specified insurance coverage, comply with Buy America/Build America and Davis-Bacon prevailing wage standards, and achieve Substantial Completion within an agreed-upon timeframe with liquidated damages assessed for delays.
