About this file
This document is a comprehensive tunnel inspection report for the Massachusetts Bay Transportation Authority (MBTA) Blue Line, specifically focusing on Tunnel Inventory Number (TIN) BLW-EB-AM-102, which runs from Station 92+08 to Station 134+50 in the East Boston Tunnel. The 4,242-foot tunnel inspection was conducted between January 10, 2022, and May 1, 2022, with multiple access periods during non-revenue and diversion times. The inspection covered various structural and mechanical elements, including the cast-in-place concrete tunnel liner, concrete portal, safety walk, tunnel niches, drainage system, utility rooms, lighting systems, ventilation system, and emergency egress. The overall tunnel condition was rated at 3.9, with multiple defects identified across different elements, including concrete spalling, cracking, leakage, and corrosion.
The inspection report includes a detailed preliminary repair cost estimate totaling $218,771.50, with repair urgencies categorized as immediate ($0), as soon as possible ($4,635.00), and prioritized ($214,136.50). Key findings include unsupported rail sections, abandoned utilities, fractured conduit supports, and various structural deficiencies in the concrete liner, lighting fixtures, and utility rooms. The report recommends repairs to address condition state defects, with the goal of bringing the tunnel elements to a "state of good repair." The inspection methodology involved de-energizing the electrified third rail, using hi-rail equipment, and conducting both visual and hands-on assessments of the tunnel's infrastructure. No critical findings were reported, but numerous recommendations were made for maintenance and repair across multiple tunnel elements.

Track & Electric Power Description This TIN contains a single westbound track. There is an electrified third rail T-2B Power Section supplying power throughout the length of the TIN.
TUNNEL ORIENTATION
Directional references (left and right) used within this report are made with respect to facing in the upstation direction. Station placards are located at approximately 100’ intervals along the left wall. For locations along the cast-in-place tunnel liner, hands of the clock shall be used to indicate the areas of deterioration, also with respect to facing in the up-station direction.
ACCESS NOTES
Location & Method of Access Right of Way (ROW) access was gained though the Airport Station Truck Pad along the northern fence to the west of the tunnel. Airport Station Truck Pad is approximately 3500’ from the eastern limits of TIN BLW-EB-AM-102.
Access Time Inspection Start Date: 1/10/2022 Inspection End Date: 5/1/2022
The tunnel was accessed during a combination of Non-Revenue (1:30 AM – 4:30 AM) and Diversion (24 hour) requests. Dates accessed are as follows:
Non-Revenue:
1/10/2022 3/1/2022 3/2/2022
Diversion:
4/25/2022 4/26/2022 4/29/2022 5/1/2022
De-energization The electrified third rail was de-energized and tested prior to vendor Hi-Rail equipment and inspection teams accessed the ROW.
Inspection Procedures and Equipment Used Inspection of overhead elements was performed with the use of a hi-rail bucket truck. Inspection of ground and wall elements was performed on foot by walking along the track surface. Utility rooms and tunnel egress were accessed on foot from within the track ROW.
CRITICAL FINDINGS
No critical findings were reported during the inspection. During the diversion, inspectors provided a list of overhead delaminations, spalls, and leakage areas for repair.
ELEMENT CONDITION STATES
Refer to the charts on pages 53-103 for a complete list of condition state ratings (overall and system element) and individual element defects and condition states.
INSPECTION FINDINGS & RESULTS
There is an unsupported rail that deflects under live load between Stations 132+79 and 132+94. The left (north) rail has two (2) missing ties with two (2) ties with rot to the west of the missing ties and three (3) ties with rot to the east of the missing ties (see Photo 3). This results in a 16’ length of unsupported rail. The MBTA was notified via email on May 4, 2022.
There are abandoned/unidentified utilities and utilities servicing power, track, and signals throughout the tunnel.
These have not been quantified under any element. Only field identified in-service elements have been included in the element summaries. Numerous locations of unidentified utility conduits have fractured supports resulting in up to 30’-0” of unsupported conduit that is encroaching on the train envelope. There is a 6-1/2” diameter steel pipe at 11:00 starting at Station 123+20 and continuing beyond the east limit of the TIN. The pipe is not in service.
In this section, only CS1 and CS2 defects are listed. For a full list of defects, refer to the charts described in the section above.
Structural / Civil (S) Elements Tunnel Liner - 10001 - Cast-In-Place Concrete - Condition State: 4.8 There is a reinforced cast-in-place (CIP) concrete liner from Station 92+46 to 134+50. The Left Wall is located between 7:00 and 9:00 o’clock and the roof is located between 9:00 and 12:00 o’clock.
There are scattered areas of damp surfaces, concrete patches, hairline longitudinal, transverse, and map cracks (see Photo 9), some with efflorescence, stalactites and standing drips throughout the tunnel. There are numerous locations of transverse and longitudinal cracks greater than 0.03” wide (see Photo 4), some with active leakage (see Photos 5, 7, and 8) and moderate to heavy efflorescence (see Photo 6), some with rust staining. Several locations of cracks have pressure injection ports, some with leakage (see Photos 7 and 8). There are scattered delaminations up to 3’-0” long x up to 3’-0” wide (see Photo 10) and isolated spalls up to 4’-0” long up to 2’-0” long x up to 7” deep, some with exposed and broken rebar in the roof and walls (see Photos 11 and 12).
• The total quantity of tunnel liner defects is approximately 25,672 SF.
