About this file
This document is a detailed tunnel load rating report prepared by AECOM for the Massachusetts Bay Transportation Authority (MBTA) covering the Washington Street Tunnel on the Orange Line in Boston, Massachusetts. The report comprehensively evaluates the structural integrity and load-bearing capacity of a two-cell concrete box tunnel located at two specific stations: Station 271+55 (under Commuter Rail Tracks 5 & 7) and Station 272+87 (under I-90 East and West Bound lanes). The tunnel rating analysis was conducted on January 24, 2022, with a final rating date of June 12, 2024, using load factor methods and assessing various vehicle types including highway trucks, rail cars, and transit vehicles.
The analysis revealed that all evaluated vehicles rate above statutory levels at both inventory and operating levels, with the load rating controlled by flexure in the top slab. No safety-related items, emergency structural repairs, or monitoring programs for severely deteriorated structural members were identified. The report recommends completing all action items from the routine tunnel inspection report dated March 12, 2024, and maintaining regular inspection and maintenance to prevent tunnel component deterioration. The tunnel was constructed in 1987 and consists of a rigid two-cell reinforced concrete frame with an internal wall, utilizing concrete with a compressive strength of 3000 psi and reinforcing steel with a yield strength of 40 ksi.

Tunnel OLN-WS-PC-800 carries I-90 over the MBTA Orange Line and the Commuter Rail over the
MBTA Orange Line in Boston, MA, between Back Bay Station and Tufts Medical Center Station. The tunnel consists of a rigid two-cell reinforced concrete frame with an internal wall. Dimensions are based on design and drawings.
A review of the MBTA tunnel plans and the Structures Inspection Field Report dated 03/01/2024 confirmed the tunnel structure is in good condition. No reduction in capacity was considered for this rating.
In accordance with the scope of work and the MassDOT Bridge Manual – Part I, Section 7.2.4.2B, this rating was performed using the Load Factor Method. Rating values have been calculated using the standard MassDOT load rating vehicles (H20, Type 3, Type 3S2, HS20, SU4, SU5, SU6 and SU7) and the MBTA TBusA, TBusB and TBusC vehicles at both the inventory and operating levels. Load ratings were calculated for the EV2 and EV3 trucks at the operating level only. Rating values were also calcu-lated using the standard AREMA Cooper E-80, F40PH-Modified Engine, 286K Rail Car, HSP-46 En-gine, CSX 315K Rail Car, and ES44AC for 315K CSX Rail Car loadings. Statutory levels are 80 kips per axle for the AREMA Cooper E-80, 280 kips for the MBTA F40PH-Modified Engine, 286 kips for the 286K Rail Car, 296 kips for the HSP-46 Engine and 315 kips for the CSX 315K Rail Car.
Rating Assumptions
The assumptions used in rating the tunnel components are based on information available on the tunnel plans and are as follows:
1. The following material properties were used in the analysis at STA 271+55 Commuter Rail Tracks 5 & 7 over Orange Line and STA 272+81 I-90 over Orange Line based on information provided in the tunnel inspection reports, MBTA Guidelines for Load Rating Transit Bridges and the AASHTO MBE:
MBTA Orange Line Boston, MA Washington Street Tunnel (South Section Northbound) OLN-WS-PC-800
AECOM 14
Reinforcing Steel: fy = 40,000 psi
Modulus of Elasticity of Steel: Es = 29,000 ksi
Unit Weight of Steel: ws = 490 pcf
Compression Strength of Concrete: f’c = 3000 psi
Unit Weight of Concrete: wc = 150 pcf
Unit Weight of Soil: ws = 120 pcf
2. The two-cell rigid frame tunnel structure was modeled using AASHTOWare BrR version 6.8.4. The tunnel was analyzed as a reinforced concrete box culvert; therefore, all structural components were evalu-ated.
Boston, MA Washington Street Tunnel (South Section Northbound) OLN-WS-PC-800
AECOM 15
TUNNEL RATING ANALYSIS ASSUMPTIONS AND CRITERIA (CONT'D)
3. MassDOT Part 1 section 7.2.4.3B specifies that the EV2 and EV3 trucks should be analyzed using BrR as a Permit Operating truck with a Type 3S2 truck placed in the adjacent lane. However, it was found that BrR does not support this method for analyzing box culverts. The EV2 and EV3 trucks were then conservatively applied as Design Loads and load ratings were reported at the operating level only.
7. The tunnel self weight, vertical earth pressure, lateral earth pressure and live load surcharge loads were all calculated by BrR. The live load surcharge equivalent depth was taken as 2 feet in accordance with the AASHTO SSHB section 3.20.3.
8. The corner haunches of the tunnel are included for dead load only. The bottom corner haunches are ignored, and the height of the culvert is conservatively taken as the maximum height between the top and bottom slab.
9. The tunnel has no fatigue sensitive details and the fatigue limit state was not evaluated.
4. Live load distribution was determined by BrR.
5. Live load impact was taken as 10% in accordance with AASHTO SSHB section 3.8.2.3.
6. Internal live loading from the Orange Line in the tunnel would apply only to the bottom slab of the tunnel and would produce opposite bending than the dead and earth loads. Therefore, only highway load-ing acting on top of the tunnel is considered in this analysis.
TUNNEL RATING EVALUATION
All trucks rate above statutory at both the inventory and operating levels. The load rating is controlled by
Flexure in the Top Slab atx=9.24ft for all trucks. See the table below for specific load ratings:

AASHTO BrR Input Parameters
Described below are all relevant input parameters for the modeling and analysis of TIN OLN- WS-PC-800. Output parameters are discussed in calculation OLN-WS-PC-800.02. All the following categories are to be checked on screen/paper as required.
1. Materials
a. Concrete:
i. f’c = 3000 psi per MassDOT Bridge Manual 7.2.5.11 and AREMA Chap. 8, Part 19, Section 19.4.1.1.
ii.normal weight of reinforced concrete: w.c=0.15 kcf
b. Reinforcing Steel:
i.fy = 40 ksi per MBE 6B.5.3.2 and AREMA Table 8-19-2
c. Soil:
i.Unit Weight: γs = 0.120 kcf from AASHTO BrR Library - standard soil 1
2. Geometry
a. Tunnel Dimensions:
b. Skew angle: assume 59.84 degree conservatively per structure alignment plan.
3. Rating Approach/Assumptions:
a. Corner haunch are included for dead load but not for stiffness in the structural analysis. Bottom corner haunch are ignored, and conservatively using the maximum vertical clearance between the two cells. Therefore, any other mechanical (including dynamic equipment loads) and architectural systems supported by the tunnel can be

b. Internal live loading on the box tunnel is only applicable to the bottom slab (traffic is driving directly on the bottom slab). Application of this live load will put the slab into opposite flexure as the dead load and soil load reaction forces. Therefore, worst case scenario does not include internal tunnel live load acting down on the bottom slab.
c. There are no signs of distress or deterioration; therefore, the box tunnel is considered to be in satisfactory physical condition.
d. Load Factor Design (LFD) method to be used for this tunnel rating.
e. A 5 ft fill depth is assumed based on the profile on Plan CE-4.
f. Wearing surface was assumed to have the same unit weight as the soil. Therefore, the weight is included with the soil vertical loads, consequently the vertical earth pressure load factors are applied for the wearing surface.
