Combined Synopsis/Solicitation for TH-57 Engine Major Repair

RFQ N6134020R0064

This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The simplified acquisition procedures using the program for certain commercial items, as authorized by FAR Part 13.5, are applicable to this procurement.

Reference solicitation N61340-20-R-0064 is issued as a request for quotation (RFQ) and incorporates the provisions and clauses in effect from regulations posted to https://www.acquisition.gov/content/regulations inclusive, but not limited to Federal Acquisition Circular (FAC) number 2005-101. Based on the Market Research analysis, the Government has identified multiple Businesses who qualify as capable. The companies deemed capable have previously performed and/or are currently performing repairs on Rolls-Royce M250-C20J engines. As such, in accordance with FAR 15.101-2, this requirement will be a Lowest Price Technically Acceptable using Full and Open Competition.

It is anticipated that this award will be for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) CLINs. The North American Industrial Classification System (NAICS) code for this solicitation is 336412 (Aircraft Engine and Engine Parts Manufacturing), which has a size standard of 1,500 employees. The Product Service Code is J028, which is for Maintenance, Repair and Rebuilding of Equipment: Engines, Turbines and Components. The Government is issuing this Combined Synopsis/Solicitation as Full and Open Competition.

This requirement was previously performed under contract N61340-19-D-1033.

Pricing shall include all cost related to this requirement to include shipping. Shipping shall not be priced separately. The ordering period will be from 1-September-2020 through 31-August-2022. Quotes shall price the following CLINs by providing the per-unit price and calculated total prices using each CLIN’s quantity value. The quoter shall multiply the provided estimate for CLINs 0004 and 0104 times the quoter’s proposed profit rate for those CLINs and then add the profit amount to the provided estimate to arrive at the total prices. The rate proposed shall be utilized when definitizing the over and above (O&A) material CLINs.

This Combined Synopsis/Solicitation is seeking a provider for the TH-57 Engine Repairs.

The Department of the Navy Program Executive Officer for Tactical Aircraft Programs, PMA-273 Naval Undergraduate Flight Training Systems requires repair and major repair of TH-57 250-C20 engines manufactured by Rolls-Royce. The Contractor shall provide all labor, engineering, configuration management, equipment, tools, facilities, technical data, parts, and material to accomplish the repair and major repair of TH-57 250-C20J engines.

Repair is defined as restoring an engine inducted for discrepancies such as failing power assurance tests, leaking oil, making smoke or other items not functioning properly. The engine shall be restored to the full Original Equipment Manufacturer (OEM) condition and ready for fielding.

Major Repair is defined as major restoration of an engine assembly due to metal discovered in the engine oil, or after a catastrophic event, and includes replacing any components with less than 25% service life remaining.

Engines are inducted for repair or major repair on-condition. Induction of engines for repair or major repair is defined as when the item is received at the Contractor’s facility. Engine accessories shall be overhauled only if the accessory is a causal factor to the engine failure and/or the remaining time to overhaul is less than 100 hours.

NAVAIR is seeking a company that can meet the following requirements and provide the following engine repair services:

Engine Repair and Major Repair (CLINs 0X01 and 0X02)

1. All engine parts and/or components shall be FAA and OEM approved.

2. The Contractor shall repair TH-57 engines on a Firm Fixed Price basis. The Contractor shall deliver each repaired engine within 90 days of induction for all repairs and major repairs. Early deliveries are acceptable at no additional cost to the Government.

3. Repair or major repair of TH-57 engines and related components shall be performed in accordance with (IAW) Rolls-Royce M250-C20 Series Operation and Maintenance Manual 10W2, Rolls-Royce M250-C20 Series Overhaul Manual 10W3, and Rolls-Royce M250-C20 Series Illustrated Parts Catalog 10W4 using appropriately licensed and FAA certified personnel and facilities with ratings applicable to the work being performed.

4. The Contractor shall obtain from the Navy Fleet Support Team (FST) the most current Government Maintenance Engineering Directives (MEDs), Local Engineering Specifications (LESs), Technical Directives (TDs) and Illustrated Parts Catalog (IPC) for use in the Repair and Major Repair. The Contractor shall implement any FAA Airworthiness Directives (ADs) not already incorporated in an engine. The Contractor shall implement, as part of the Over & Above (O&A) work, any OEM Service Bulletins after date of induction and after receiving direction from the TH-57 Integrated Product Team Lead (IPTL).

5. The Contractor shall obtain necessary technical data and engineering dispositions from the OEM to complete any engine repairs not covered in the existing OEM structural repair manuals.

6. The Contractor shall report all TH-57 250-C20 Engine Repair and Major Repair summaries IAW Contract Data Requirements List (CDRL) A001.

Schedule (CLINs 0X01 and 0X02)

1. The Contractor shall provide packaging, handling, shipping and transportation of repaired TH-57 engines.

2. Upon work completion, the Contractor shall return the engine to the Contractor Logistics Support (CLS) contractor at Naval Air Station (NAS) Whiting Field. All shipping costs shall be included in the cost of the repair or major repair.

3. The Contractor shall perform an engine material condition receiving inspection to ensure all components and records are inventoried and accurate and notify the Government if any discrepancies exist. The Contractor shall notify the Government of any shipping damage, missing records, or other problems affecting the ability to meet contract requirements prior to induction

IAW CDRL A002.

4. The Contractor shall ensure that all engine assemblies are returned to OEM condition(s) and ready for immediate fielding.

5. The Contractor shall return major repaired engines and accessories to OEM specifications and to the latest configuration established by direction of the Government. This includes FAA Airworthiness Directives (ADs), OEM Component Repair Manuals and Service Bulletins (SBs), and Government Technical Directives (TDs), Maintenance Engineering Directives (MEDs), Local Engineering Specifications (LESs) and Illustrated Parts Catalog (IPC).

Program Management (CLINs 0X01 and 0X02)

1. The Contractor shall designate a single program management Point of Contact (POC). This POC shall develop management plans to ensure that all elements of this effort are successfully executed within the program budgets and schedules to include acquisition and subcontract management and to ensure successful accomplishment of this effort.

2. The Contractor shall host a Post Award Meeting at the Contractor’s facility within 30 days of contract award.

3. The Contractor shall participate in weekly Integrated Product Team (IPT) teleconference calls with CNATRA, PMA-273, and the TH-57 CLS provider to discuss the status of engine requirements and repairs.

4. The Contractor shall manage and report the status of all Government Furnished Equipment

(GFE) IAW CDRL A004.

5. The Contractor shall submit a contract funds status report IAW B001.

6. The Contractor shall provide Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE) Engine Transaction Report (DECKETR) reporting status of engines.

Over and Above Engine Repair and Major Repairs (CLINs 0X03 and 0X04)

1. Engine Repair and Major Repair Over and Above (O&A) charges that are for labor and material costs of repaired/replaced items that exceed the pricing thresholds identified in the FFP CLINs.

This may include, but is not limited to:

− Mechanical Failure (cracked, worn, or broken gearing/gear teeth) of the Gearbox

Assembly − Mechanical Failure (cracked, worn, or broken compressor or power turbine wheel assemblies) − Foreign Object Debris (FOD) damage − Drive System Sudden Stoppage − Mishap Damage (i.e., hard landing) − Engine Over-temp (i.e., hot start) − Shipping container repairs

2. The fixed price labor hour CLIN 0X03 shall include all O&A labor costs for O&A engine repairs.

3. CLIN 0X04 shall include all O&A material costs associated with O&A engine repairs.

Engineering Investigation Support (CLIN 0X05)

1. The Contractor shall support Engineering Investigations (EIs). EI support will consist of hosting a

Government representative(s) who will perform a 100% observation (to include documenting/photographing) of the disassembly and inspection process of the inducted engine.

The Contractor shall deliver a Teardown Report IAW CDRL A003.

Evaluation Criteria: The Government will award a Single Award IDIQ, with subsequent Task/Delivery Orders resulting from this combined synopsis/solicitation to the responsible quoter whose quote, conforming to this notice, will be the most advantageous, representing the best value to the Government and meets the technical requirements (FAA Part 145 Certification for aircraft engines, Certified by Rolls Royce as an authorized repair center) as stated in the Attachment 1 -Statement of Work (SOW). If multiple quotes are received, the Government will award on a lowest price technically acceptable basis to the quoter meeting the specifications of this combined synopsis/solicitation. The total evaluated price will be the sum of all the CLINs' unit quanities multiplied by the contractors per unit price for each CLIN.

To be considered for award, a quoter must submit the following:

1. Proof of FAA Part 145 Certification by Rolls Royce as an authorized repair center; and

2. Pricing information submitted in accordance with the terms stated in this RFQ.

The failure of a quoter to provide information sufficient to determine conformance with the technical requirements and pricing information with the combined synopsis/solicitation may result in the quoter being ineligible for award.

All quoters MUST BE IN THE SYSTEM FOR AWARD MANAGEMENT (SAM). Information concerning SAM registration requirements may be viewed via the Internet at https://sam.gov/SAM/.

Going forward, all new entities registering in GSA’s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days. Therefore, interested parties should be proactive in maintaining the SAM registrations in an “Active” status as the government cannot award to an entity without an “Active” SAM registration.
