1. This Bid is for Unscheduled Repairs (minor or major) only – not for scheduled Overhaul / HMI.

a. Should a Major Repair become more economically feasible to upgrade to

Overhaul…would the incumbent be tasked to perform that OH using ‘over and above’ pricing?

Overhauls are not anticipated. Any work not specified in the contract as Major (or Minor) repairs and agreed/directed by the government to be performed, would be considered Over & Above to either of the repair actions.

b. Will Repairs under Warranty consideration to the facility performing Overhauls be sent to the winner of this bid, or to the Overhaul provider?

While the Government does not anticipate performing repairs under warranty, all warranty issues will be addressed on a case‐by‐case basis, and in accordance with the 52.212‐4, Contract Terms and Conditions –Commercial Items, of Attachment 2 –Full Text Clauses.

2. Would we see Modules or only complete engines?

Complete engines would be inducted for repair, but the contractor will be required to repair modules or accessories as required.

3. In recent years there has been a PT upgrade to the Turbine that replaces the 3/4 Wheels and a nozzle. We would be interested the proportion of “enhanced” (upgraded) vs “non enhanced”.

The turbines are enhanced configuration, but our PMIC does allow for other wheel PNs that are usable in the –C20J build spec.

5. (similarly) what is current MTBR and hours flown per year fleetwide?

Our MTBR has historically been between 3200 and 4100 with a goal of 80,000 hours. That would be between 19 ‐25 inductions a year.

6. Number of engines in fleet?

130 (115 Installed/15 Spare).

7. Given the change in aircraft to TH‐73A, is it possible that major repair work scopes are set aside late in this Contract (end 2022) versus investing in Repairs?

There is not an anticipated reduction in the TH‐57 engine repair requirements within the Period of Performance of this contract.

8. As the timeline is very limited, we wish to know whether there is a deadline for Bidders to submit formal Bid Questions (whether bid related or technical)?

The Government will attempt to answer all questions in a timely fashion, prior to expiration of the solicitation stated within the request for quote.

If so – would you be answering these questions on a case‐by‐case basis, or replying formally & publicly within on a predetermined date?

The Government will answer questions on a case‐by‐case basis but depending on the nature of the questions, we cannot guarantee that we will provide an answer (i.e. giving an unfair advantage over other offerers). All answered questions will be posted to beta.sam.gov.

9. We noticed on Sam.GOV that an SF30 was not included with this notification ‐ will you be posting a revised SF 30?

This a commercial purchase that uses an SF 1149. However, neither an SF 30 nor a SF 1149 is required to be posted in accordance with FAR part 12 procedures. Offerors will typically just provide a signed quote w/ the CLINs and the prices listed.

10. The following stipulations apply to Major Repairs:

Any components with less than 25% service life remaining are to be replaced.

Any Accessories with less than 100 hours life remaining are to be overhauled.

However, in a case where a part may have 25% or less remaining but its Module (ie Turbine) has less time remaining until overhaul…it would not make sense to change the part during Repair.

Example: Impeller has 500 hours remaining (20% remaining) to expiry. However, the Compressor it is attached to has 400 hours remaining until Overhaul. In this example, it would make more economical sense to change the Impeller at Overhaul, maximizing the hours it has remaining.

Can you confirm this would be acceptable?

No, it is ‘not acceptable’; the part would have to be replaced as identified in the Attachment 1 –Statement of Work.

11. For the O&A Materials cost, are you expecting bidders to show what markup they would apply to account for handling costs, profit, etc.? (example, our answer may be 15% on $750k = $862k)

In regards to Over and Above (O&A) Materials, bidders are expected to multiply the provided estimate for CLINs 0004 and 0104 times the bidders proposed profit rate for those CLINs and then add the profit amount to the provided estimate to arrive at the total prices. Yes, please provide the rate. The Government intends to use the rate to finalize the O&A material ordered. Please refer to Attachment 2 –Full TEXT Clauses, which includes NAVAIR clause 5252.217‐9507, OVER AND ABOVE WORK REQUESTS, for further instructions on how this contract will process OAWR.

12. Referencing CLIN’s 0004 and 0104, is it the Governments intent to have one FFP encompassing all possible material‐related requirements addressing both Major Repair and Repair CLIN’s?

Yes, it is the Governments intent to use the over and above procedures for both labor and materials. As required, the Government will order materials on a NTE basis. These ordered CLINs will be finalized in accordance with the over and above clause.

a) The reason for the question is the quantity of parts required to reassemble an engine, regardless of workscope, is identified on a case‐by‐case basis and not fully known until after the inspection process has completed (i.e., physical, dimensional and non‐ destructive inspections) for each engine, and never are two engines the exact same in terms of the level of final material embodied (including LLP replacements). Therefore, how do we apply a FFP regarding material required and satisfy both Repair vs. Major Repair workscopes for each engine inducted?

The material is in support of the all the over and above and would be ordered on an as needed basis and then will be definitized based on actuals and the rate mentioned from the answer to question 11. Please refer to Attachment 2 –Full TEXT Clauses, which includes NAVAIR clause 5252.217‐9507, OVER AND ABOVE WORK REQUESTS, for further instructions on how this contract will process OAWR.
