1.1 Introduction

This Statement of Work (SOW) defines the requirements for performing repairs and major repairs for the TH-57 250-C20 engines manufactured by Rolls-Royce.

1.2 Background

The Department of the Navy Program Executive Officer for Tactical Aircraft Programs, PMA-273 Naval Undergraduate Flight Training Systems requires the repair and major repair of TH-57 250-C20 engines in order to provide Chief of Naval Air Training (CNATRA) with available aircraft necessary for pilot production. The Government will provide the Contractor with TH-57 250-C20 engines manufactured by Rolls-Royce for repair and major repair. The Contractor shall provide all labor, engineering, configuration management, equipment, tools, facilities, technical data, parts, and material to accomplish the repair and major repair of TH-57 250-C20 engines.

Repair is defined as restoring an engine inducted for discrepancies such as failing power assurance tests, leaking oil, making smoke or other items not functioning properly. The engine will be restored to the full Original Equipment Manufacturer (OEM) condition and ready for fielding.

Major Repair is defined as major restoration of an engine assembly due to metal discovered in the engine oil, or after a catastrophic event, and includes replacing any components with less than 25% service life remaining.

Engines are inducted for repair or major repair on-condition. Induction of engines for repair and/or major repair is defined as when the item is received at the Contractor’s facility. Engine accessories shall be overhauled only if the accessory is a causal factor to the engine failure and/or the remaining time to overhaul is less than 100 hours.

2. Applicable Documents

The following specifications, standards and documents are applicable to this SOW. Unless otherwise specified in the contract, the version shown at the time of contract award shall apply.

3. Requirements

3.1 Engine Repair and Major Repairs (CLINs 0X01 and 0X02)

3.1.1 The Contractor shall ensure that all engine parts and/or components are Federal Aviation Administration (FAA) and OEM approved.

3.1.2 The Contractor shall deliver each repaired engine to the Government within 90 days of induction for all repairs and major repairs. Early deliveries are acceptable at no additional cost to the Government.

3.1.3 Repair or the major repair of TH-57 engines and related components shall be performed in accordance with (IAW) Rolls-Royce M250-C20 Series Operation and Maintenance Manual 10W2, Rolls-Royce M250-C20 Series Overhaul Manual 10W3, and Rolls-Royce M250-C20 Series Illustrated Parts Catalog 10W4 using appropriately licensed and FAA certified personnel and facilities with ratings applicable to the work being performed.

3.1.4 The Contractor shall obtain from the Navy Fleet Support Team (FST) the most current Government Maintenance Engineering Directives (MEDs), Local Engineering Specifications (LESs), Technical Directives (TDs) and Illustrated Parts Catalog (IPC) for use in the Repair and Major Repair. The Contractor shall implement any FAA Airworthiness Directives (ADs) not already incorporated in an engine. The Contractor shall implement, as part of the Over & Above (O&A) work, any OEM Service Bulletins after date of induction and after receiving direction from the TH-57 Integrated Product Team Lead (IPTL).

3.1.5 The Contractor shall obtain necessary technical data and engineering dispositions from the OEM to complete any engine repairs not covered in the existing OEM structural repair manuals.

3.1.6 The Contractor shall report all TH-57 250-C20 Engine Repair and Major Repair summaries per Contract Data Requirements List (CDRL) A001.

3.2 Schedule (CLINs 0X01 and 0X02)

3.2.1 The Contractor shall provide packaging, handling, shipping and transportation of repaired TH-57 engines.

Upon work completion and Defense Contract Management Agency (DCMA) release, the Contractor shall return the engine to the Contractor Logistics Support (CLS) contractor at Naval Air Station (NAS) Whiting Field. All shipping costs shall be included in the cost of the repair or major repair.

3.2.2 The Contractor shall perform an engine material condition receiving inspection to ensure all components and records are inventoried and accurate and notify the Government if any discrepancies exist. The Contractor shall notify the Government of any shipping damage, missing records, or other problems affecting the ability to meet contract requirements prior to induction IAW CDRL A002.

3.2.3 The Contractor shall ensure that all engine assemblies are returned to OEM condition(s) and ready for immediate fielding.

3.2.4 The Contractor shall return major repaired engines and accessories to OEM specifications and to the latest configuration established by direction of the Government. This includes FAA Airworthiness Directives (ADs), OEM Component Repair Manuals and Service Bulletins (SBs), and Government Technical Directives (TDs), Maintenance Engineering Directives (MEDs), Local Engineering Specifications (LESs) and Illustrated Parts Catalog (IPC).

3.2.5 The local DCMA AIMO at the Contractor’s facilities will perform government process inspection and acceptance inspection of CLINs.

3.3 Project Management (CLINs 0X01 and 0X02)

3.3.1 The Contractor shall designate a single program management Point of Contact (POC). This POC shall develop management plans to ensure that all elements of this effort are successfully executed within the program budgets and schedules to include acquisition and subcontract management and to ensure successful accomplishment of this effort.

3.3.2 The Contractor shall host a Post Award Meeting at the Contractor’s facility within 30 days of contract award.

3.3.3 The Contractor shall participate in weekly Integrated Product Team (IPT) teleconference calls with CNATRA, PMA-273, and the TH-57 CLS provider to discuss the status of engine requirements and repairs.

3.3.4 The Contractor shall manage and report the status of all Government Furnished Equipment (GFE) in accordance with CDRL A004.

3.3.5 The Contractor shall submit a contract funds status report IAW CDRL B001.

3.3.6 The Contractor shall provide Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE) Engine Transaction Report (DECKETR) reporting status of engines in accordance with the direction provided in Attachment 2 and NAVAIRINST

13700.15F DECKETR.

3.4 Over and Above Engine Repair and Major Repairs (CLINs 0X03 and 0X04)

3.4.1 Engine Repair and Major Repair Over and Above (O&A) charges that are above and beyond the Fixed Price Repair and Fixed Price Major Repair pricing may include, but are not limited to:

(a) Mechanical Failure (cracked or broken gearing/gear teeth) of the Gearbox Assembly

(b) Mechanical Failure (cracked or broken compressor or power turbine wheel assemblies)

(c) Foreign Object Debris (FOD) damage

(d) Drive System Sudden Stoppage

(e) Mishap Damage (i.e., hard landing)

(f) Engine Over-temp (i.e., hot start)

(g) Shipping container repairs

3.4.2 The fixed price labor hour CLIN 0X03 shall include all O&A labor costs for O&A engine repairs.

3.4.3 CLIN 0X04 shall include all O&A material costs associated with O&A engine repairs.

3.4.4 The local DCMA AIMO at the Contractor’s facilities will perform government process

3.5 Engineering Investigation Support (CLIN 0X05)

3.5.1 The Contractor shall support Engineering Investigations (EIs). EI support will consist of hosting a Government representative(s) who will perform a 100% observation (to include documenting/photographing) of the disassembly and inspection process of the inducted engine.

The Contractor shall deliver a Teardown Report IAW CDRL A003.

3.5.2 The local DCMA AIMO at the Contractor’s facilities will perform government process
