Solicitation #TFSAIAF14R0003 – Amendment 000001:

Question 1. Could you please provide the company name and contract amount for the audit firm and grant data verification?

Answer 1. Audit firm is Experts Conseils & Associes/Judex Avignon – IDIQ contract not-to-exceed $413,000 (services, travel and workshops) Data verifier is Frandz Nelson – IDIQ contract not-to-exceed $613,000 (services, travel and conferences)

Question 2. Section B.2 states the minimum value for the contract. Could you provide an approximate estimate of the ceiling for this award?

Answer 2. This will be established at the time of award, based on evaluated prices and not-to-exceed travel and conference costs.

Question 3. Given that Offerors do not have information related to technical capacity of each grantee, can you please specify the amount of Technical Support (workshop, training) that should be included for each partner in the proposed budget?

Answer 3. As stated in the solicitation, monitoring required is a minimum of 2 visits per year per grantee, but some may require more. Workshops are usually annual. Training is usually not carried out by the LLAS but rather is subcontracted through the contract on a case-by-case basis.

The best way to determine the hours worked is to look at the total hours in the solicitation and the % estimated for administrative and program time. Hours are also estimated for consultants already in the solicitation.

Question 4. If a diagnostic assessment or capacity building plan already exists for each grantee, could you please share it so that Offerors have a reasonable basis for estimating costs given the fixed price nature of this contract?

Answer 4. The contractor will provide technical assistance only within and not more than the hours stipulated in the solicitation, and agreed to in the Task Order and monthly work plans.

Question 5. Can we assume that the 11 organizations already in the program have had a diagnostic assessment done, capacity building plans, and M&E plans?

Answer 5. No, you cannot assume that this has been done; nor can you assume that it should be done by the IAF or its contractors. Each grantee is responsible for incorporating the majority of these activities into their grants.

Question 6. Should bidders propose in the budget cost estimates for workshop and dissemination related-activities or could you clarify if this will be subject to separate tasks orders that will be priced separately?

Answer 6. No estimates are to be included, as these details will only be established at the task order level.

Question 7. Same question for outreach and communication activities?

Answer 7. Outreach and communications are included as part of the total estimated hours for the contract.

Question 8. Section B.4 (p. 3) indicates that it is anticipated that successful implementation of the Statement of Work will require the equivalent of approximately one full-time position (1820 work hours per year, p. 27). Section B.4.2 indicates that successful implementation of the Statement of Work may require a part-time administrative assistant. - Question: If the contractor chooses to present a team of two: a full-time project coordinator and a part-time administrative assistant, could you clarify if the work hours for the administrative assistant should be deducted from the 1820 work hours?

Answer 8. Yes, if offerors propose additional labor categories, the offeror shall show the labor mix and identify the percentage of work (of the 1820 hour estimate) for each category (see B.3 and B.4).
