Technical Specifications for 26PW01 - SE Stephens Paving and Curb Ramp Improvements - Phase 1
This technical specifications document outlines requirements for the City of Portland, Oregon's paving and curb ramp improvement project on SE Stephens Avenue. The project encompasses pavement rehabilitation, curb ramp construction to meet Americans with Disabilities Act (ADA) standards, and associated site work. The specifications detail materials, construction methods, and quality standards for asphalt paving, portland cement concrete curbs and ramps, drainage systems, and traffic control measures. Key specifications include requirements for asphalt mix design, compaction standards, concrete strength ratings, proper slope and drainage installation, and ADA-compliant curb ramp dimensions and surfaces. The work must comply with Portland's Standard Specifications for Construction, current City of Portland standards, and applicable state and federal regulations. The project area includes specific street segments with defined limits of work, and contractors must coordinate with existing utility locations and minimize disruption to adjacent properties and traffic.
The specifications establish performance standards and inspection requirements throughout the construction process, including material testing, compaction verification, and quality assurance checkpoints. Contractors must provide detailed submittals for materials, equipment, and construction methodologies prior to work commencement. The document specifies warranty periods for completed work, typically 12 months for workmanship defects, and establishes remedies for non-compliance including removal and replacement of substandard materials or work. Traffic control during construction must maintain public safety and access, with specific signage, lane closure, and detour requirements outlined. All work must be completed in compliance with environmental regulations, erosion control requirements, and noise/dust mitigation measures to protect surrounding neighborhoods.

i. “Pass” = All fibers exist in an Individual State and no Undistributed Clips or Agitated Bundles of fiber are detected.
ii. “Fail” = One or more Undistributed Clips or Agitated Bundles are detected.
2. If a sample is rated as “Fail”, adjust mixing operations to improve fiber dispersion and repeat Step 1 above.
3. If Visual Test results in three consecutive “Fail” ratings, stop production until a plan for corrective action is approved by the Engineer.
4. In addition to Visual Test, use a shovel to inspect the fiber reinforced mix in the back of first three trucks and every tenth truck thereafter to confirm adequate blending of the fiber.
5. Remove any observed fiber bundles from placed mixture and adjust operations per the manufacturer’s recommendation to eliminate future fiber bundle development, and repeat Steps 1 through 3 above to confirm adequate aramid fiber dispersion.
