About this file

This is a Request for Quotation for a Phase III Environmental Site Assessment issued by the West Virginia Department of Environmental Protection (WVDEP), Division of Land Restoration, Office of Environmental Remediation (OER). The project involves conducting a Phase III Environmental Site Assessment to delineate the horizontal and vertical extent of mercury contamination in soil at the Former Cabot Station located at 2427 West Little Kanawha Highway, Grantsville, Calhoun County, West Virginia. The site historically operated as a carbon black manufacturing facility (1898–1920s), natural gas compressor station (1920s–mid-1940s), and later as a recycling collection facility (2002–present). A Phase II ESA identified mercury concentrations exceeding WVDEP's residential soil de minimis value of 3.1 mg/kg in surface soil samples near the former mercury meter workshop. All work must be completed within ninety calendar days of issuance of the Notice to Proceed. Vendors must submit a proposed Sampling and Analysis Plan at least ten working days prior to field work, with a revised plan submitted at least three working days before beginning field work. WVDEP will secure all necessary rights of entry, and vendors must notify WV811 prior to any earth-disturbing activities.

The contract will be awarded to the vendor providing the lowest overall total cost for all Contract Services. Pricing shall be submitted on designated Pricing Pages as a flat fee per task, with vendors responsible for all associated labor, materials, equipment, travel, and transportation costs. Laboratory analysis charges are not included in this contract and will be direct-billed to WVDEP through the designated contract laboratory. Vendors must meet minimum qualifications, including supervision by an Environmental Professional as defined by 40 CFR 312.10 and completion of 40-hour health and safety training in accordance with 29 CFR 1910.120 for all on-site personnel. The vendor is responsible for all nonhazardous Investigation Derived Waste removal, disposal, and recycling costs. Invoices are to be submitted upon completion of each event or combination of events to Travis Cooper at the Division of Land Restoration office in Charleston, West Virginia. Payment will be made according to West Virginia state payment procedures.

REQUEST FOR QUOTATION

Phase III Environmental Site Assessment

Revised 12/12/2017

SPECIFICATIONS

1. PURPOSE AND SCOPE: The West Virginia Department of Environmental Protection is soliciting bids to conduct a Phase III Environmental Site Assessment to delineate the horizontal and vertical extent of mercury contamination in soil at the Former Cabot Station, located at 2427 West Little Kanawha Highway, Grantsville, Calhoun County, WV. There will be no engineering services for this contract.

The Site was undeveloped until construction of a carbon black manufacturing facility in 1898, which operated through the 1920s. During the 1920s, a natural gas compressor station operated at the Site until an explosion occurred in the mid to late 1940s. A new compressor station was constructed in the 1950s and operated through the mid-1980s. The Site remained vacant until sometime during the 1990s, at which time an entrepreneur began transforming the

Site into a manufacturing facility; however, the type of manufacturing planned for the Site is unknown and operations never began. The Calhoun County Solid Waste Authority currently occupies the Site and it has operated as a recycling collection facility since 2002.

A Phase I ESA, dated July 5, 2016 (Exhibit B), was performed at the site and determined that recognized environmental conditions (REC) were present. Subsequently, a Phase II ESA, dated September 7, 2017 (Exhibit C), was performed to evaluate the property for the presence of residual environmental contamination. Seven surface soil samples, ten subsurface soil samples, and two groundwater samples were collected and analyzed for the presence of volatile organic compounds (VOC), polynuclear aromatic hydrocarbon (PAH) compounds, and RCRA 8 metals. Analytical results were compared to applicable regulatory criteria published by WVDEP, and it was determined that mercury was present at a concentration greater than the WVDEP residential soil de minimis value of 3.1 mg/kg in surface soil sample

SS-3, located near the former mercury meter workshop (mercury concentration = 36 mg/kg).
