About this file

This Phase I Environmental Site Assessment (ESA) report was prepared by Triad Engineering, Inc. for the Calhoun County Solid Waste Authority regarding the Former Cabot Station property located at 2427 West Little Kanawha Highway in Grantsville, West Virginia. The assessment was conducted on May 12, 2016, in general conformance with ASTM Standard Practice E1527-13 to identify recognized environmental conditions (RECs) at the 6.59-acre site and to satisfy all appropriate inquiry requirements under CERCLA. The Phase I ESA was performed as a due diligence requirement prior to the Calhoun County Solid Waste Authority accepting donation of the property from Dominion Transmission, Inc. The assessment included comprehensive records review of federal and state regulatory databases, historical aerial photographs and topographic maps dating from 1907 to 2014, site reconnaissance, and interviews with the current site manager.

The assessment identified three RECs at the site: (1) the site's operation as a carbon black manufacturing facility from 1898 through the 1920s; (2) operation as a natural gas compressor station from the 1920s through the mid-1980s, which included an explosion in the mid-to-late 1940s, reconstruction in the 1950s, and operation of a machine shop and mercury meter workshop with unknown specific activities and waste management practices; and (3) an off-site natural gas compressor station located to the south-southwest and upgradient of the property. The assessment also identified two non-ASTM scope considerations: potential presence of asbestos-containing materials and lead-based paint based on the age of site structures. No controlled RECs, historical RECs, business environmental risks, or de minimis conditions were identified. The report recommends that surface and subsurface soil and groundwater investigations be performed to determine if past uses have impacted the property.

Non-ASTM Scope Considerations

The following non-ASTM scope considerations were identified at the site:

Based on the age of the site structures, asbestos-containing materials (ACMs) may be present.

Based on the age of the site structures, lead-based paint (LBP) may be present.

1.2 Conclusions

Triad has performed this Phase I ESA in conformance with the scope and limitations of ASTM

Practice E1527-13 of the Former Cabot Station site located at 2427 West Little Kanawha

Highway in Grantsville, Calhoun County, West Virginia. Any exceptions to, or deletions from, this practice are described in Section 2.8 of this report. This assessment has revealed no evidence of recognized environmental conditions in connection with the property with exception for the following:

The site was the location of a carbon black manufacturing facility from the time of site development in 1898 through the 1920’s. Specific activities, chemicals used, and waste management practices are unknown.

A natural gas compressor station operated at the site from the 1920’s through mid to late

1940’s, at which time an explosion occurred. The site was reconstructed in the 1950’s and operated as a compressor station through the mid 1980’s. The reconstructed compressor station also included a machine shop and mercury meter workshop.

Specific activities, chemicals used, and waste management practices are unknown.

A natural gas compressor station is located off-site to the south-southwest and upgradient of the site. It is unknown when the station first began operating; however, To address the recognized environmental conditions listed above, Triad recommends surface and subsurface soil and groundwater investigations be performed at the site to determine if past uses have impacted the property.

2.0 INTRODUCTION

2.1 Location and Legal Description

The site is located at 2427 West Little Kanawha Highway in Grantsville, Calhoun County, West

Virginia. Coordinates for the site are 38° 55’ 47.96” North and 81° 6’ 35.96” West. The site encompasses approximate 6.59 acres currently owned by Dominion Transmission, Inc. The

Deed Book and Page Number are unknown. Site vicinity maps, including a topographic map, aerial photograph, and tax map are included in Appendix A, Site Vicinity Maps.

2.2 Purpose

The purpose of this Phase I Environmental Site Assessment (ESA) was to identify recognized environmental conditions (RECs) at the site with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation, and Liability Act

(CERCLA) and petroleum products. Therefore, as defined in ASTM Practice E1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site

Assessment Process:

“this practice is intended to permit a user to satisfy one of the requirements to qualify for the innocent landowner, contiguous property owner, or bona fide prospective purchaser limitations on CERCLA liability that is, the practice that constitutes “all appropriate inquiry into the previous ownership and uses of the property consistent with good commercial or customary practice” as defined in 42

USC §9601(35)(B).

As further identified in ASTM Practice E1527-13, the goal of the Phase I ESA is to identify

RECs, which means:

“the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property. The term includes hazardous substances or petroleum products even under conditions in compliance with laws. The term is not intended to include de minimis conditions that generally do not present a threat to human

July 5, 2016 health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies.

Conditions determined to be de minimis are not recognized environmental conditions.”

2.3 Scope of Services

Triad performed the Phase I ESA in accordance with the scope and limitations of ASTM

Practice E1527-13, Standard Practice for Environmental Site Assessments: Phase I

Environmental site Assessment Process, unless otherwise described within this report.

As outlined in ASTM Practice E1527-13, Triad reviewed reasonably ascertainable and practically reviewable Standard and Additional Environmental Record Sources and Physical

Setting Sources. In addition, Triad reviewed available Standard Historical Sources, which included aerial photographs, property tax files, and information obtained from State and Federal

Agencies, as available.

Triad performed site reconnaissance activities and obtained digital photographs to document current site conditions and to identify RECs. This Phase I ESA report documents the findings of our investigations and has been prepared in accordance with the provisions of ASTM Practice

E1527-13.

Limited visual observations were made for the potential presence of asbestos-containing materials (ACMs), lead-based paint (LBP), evidence of mold growth, and wetlands. However, our scope of services did not include assessing or testing for the potential presence of radon, lead in drinking water, petroleum or chemicals in soil or groundwater, ecological resources, or endangered species. Our scope of services did not include determining the regulatory compliance of the site, the presence of cultural or historic resources, evaluating industrial hygiene, health and safety issues, indoor air quality, or biological agents.

2.4 Significant Assumptions

No access limitations were encountered during the site reconnaissance and it is assumed that

Triad could adequately assess the site in general accordance with ASTM Practice E1527-13.

Although Triad did not enter adjoining or adjacent properties to inspect for the presence of

July 5, 2016 potential RECs, Triad was able to visually observe at a minimum the exterior portions of structures and associated exterior land-uses at the adjoining and adjacent properties. It is assumed that adjoining land-uses were consistent with the activities that could be readily observed from the adjoining property boundaries or from public roads.

2.5 Limitations and Exceptions

This report has been prepared by Triad for the exclusive use of the Calhoun County Solid

Waste Authority (CCSWA) and their assigns as a Phase I ESA report for the Former Cabot

Station site located at 2427 West Little Kanawha Highway in Grantsville, Calhoun County, West

Virginia. The opinions and conclusions expressed in this report are based upon the results of our Phase I ESA work tasks.

For the purposes of this Phase I ESA, the terms “subject site” and “site” refer to the land within the subject site boundaries. The term “general site vicinity” typically refers to properties within a one-mile radius of the site. The term “adjoining properties” refers to land contiguous to the site.

The term “immediate site vicinity” or “neighboring properties” refers to land proximal to the site.

It is important to note that environmental evaluations are inherently limited in the sense that conclusions are drawn and opinions developed, in part, from information obtained from our limited research and visual observations. For these types of evaluations, it is often necessary to utilize information prepared by others and as such, Triad cannot be responsible for the accuracy of such information and we do not assume responsibility for conditions that were not divulged to us during the preparation of this report. It is also important to note that the preparation of this report does not mean that an all exhaustive assessment was performed. Triad’s evaluation of the subject site was limited to the budgetary constraints, time constraints, and the agreed upon scope of services as outlined in our proposal. We do not assume responsibility for conditions that were not divulged to us during the preparation of this report.

It should also be noted that our assessment is considered to be valid only at the time and locations investigated and that conditions within the site may vary with time. The nature and extent of these variations may only become evident during the course of future investigations or development. This report was not and is not intended to establish the compliance status of the subject site with federal, state, or local environmental regulations. We have performed our

July 5, 2016 services in general accordance with ASTM Practice E1527-13 for conducting a Phase I ESA and make no other warranty, either expressed or implied, as to the professional services and advice contained herein.

2.6 Special Terms and Conditions

There were no special terms and conditions in-place with regard to the findings, conclusions, or our expressed opinion regarding RECs potentially associated with the site.

2.7 User Reliance

Triad performed the Phase I ESA work tasks in general accordance with ASTM Practice E1527-

13, unless otherwise noted in this report. As such, the user may rely upon the findings and recommendations of the Phase I ESA report, subject to the scope of services, significant assumptions, limitations and exceptions, and special terms and conditions as described in the

Phase I ESA report. Triad emphasizes that this Phase I ESA does not guarantee that unobserved conditions, undocumented incidents, or information withheld concerning environmental conditions at the site will not affect the level of environmental risk or potential liability at the site.

2.8 Deviations

Triad has performed this Phase I ESA at the subject site in general conformance with the scope and limitations of ASTM Practice E1527-13. Deviations to that scope include visual observations for the potential presence of ACM, LBP, mold growth, and wetlands.

3.0 USER PROVIDED INFORMATION

In accordance with the Environmental Protection Agency (EPA) All Appropriate Inquiries (AAI)

Final Rule (40 CFR Part 312), to qualify for LLP to CERCLA liability, the User must provide (if available) information to the environmental professional to assist in the identification of RECs at the site. Refer to the attached Appendix B, User Questionnaire.

3.1 Environmental Liens and Activity/Use Limitations

The User did not provide Triad with any information regarding environmental liens or activity and use limitations (AULs) for the site. In accordance with ASTM-1527-15, Triad did not review

July 5, 2016 recorded land title records or judicial records for environmental liens and AULs or voluntary cleanups against the site.

3.2 Title Records

A Title Records search was not provided to Triad by the User, nor was a current title records search conducted. The site is owned by Dominion Transmission, Inc., as referenced in the donation agreement provided in Appendix C, Donation Agreement.

3.3 Specialized Knowledge

The User did not provide Triad with any specialized knowledge regarding the site.

3.4 Valuation Reduction for Environmental Issues

The User indicated that Dominion Transmission, Inc. is donating the property; therefore, purchase price of the site is not applicable. ASTM E1527-13 “does not require that a real estate appraisal be obtained in order to ascertain fair market value of the property.”

3.5 Commonly Known or Reasonably Ascertainable Information

The User is aware the site operated as a carbon black manufacturing facility in the late 1890’s to early 1900’s and then a natural gas compressor station through the 1980’s.

3.6 Reason for Performing Phase I ESA

The Phase I ESA was performed as a due diligence requirement prior to accepting donation.

3.7 Historical Documentation Review

The User did not provide Triad with any historical documentation regarding the site.

4.2 Regulatory Database Summary

A computerized search of federal and state environmental databases was compiled by

Environmental Data Resources, Inc. (EDR) on May 5, 2016 (Inquiry No. 4611108.2s). EDR compiled the search of federal and state databases that included records of hazardous waste permits and activities, compliance histories and documented on-site contamination within the specified radius. This report was designed to assist parties seeking to meet the search requirements of the EPA’s Standards and Practices for All Appropriate Inquiries (40 CFR Part

312), the ASTM Standard Practice for Environmental Site Assessments E1527-13, or custom requirements developed for the evaluation of environmental risk associated with a parcel of real estate.

The following table is a summary of the properties identified by the EDR database report. If the subject site was identified on the EDR database report, then the “Yes” column is marked and is further explained below. Likewise, if a neighboring, adjoining, or adjacent property is identified on the database report, the environmental threat potential to the subject site is assessed and marked in the “Yes” column. Databases searched by EDR which did not contain listings for any properties within the search radii are not included in the following table but are listed in the EDR

Radius Map™ Report. Only those properties that have the assessed potential to environmentally threaten or pose an environmental impact to the site will be further summarized in the following subsections, if any such properties are identified. The EDR Radius Map™

Report with GeoCheck database report is attached in Appendix D, Environmental Data

4.2.1 Orphan Summary

The EDR database report contains regulatory file listings for orphan locations that were not mapped due to an inadequate physical address or accurate mapping information. In some cases the orphan summary list may contain the site or neighboring properties.

According to the database report, four orphan sites were identified. However, based on available address information, the orphan sites do not appear to be located on adjoining or adjacent properties or were determined to lie beyond the ASTM search radii for the site and/or does not appear to represent a REC or environmental risk to the site.

4.3 Regulatory Agency File and Records Review

Triad reviewed information provided by EDR in The EDR Radius Map™ Report with GeoCheck.

Sufficient information was obtained to assist the Environmental Professional in determining the

July 5, 2016 presence of RECs, HRECs, CRECs, and de minimis conditions at the site. An additional regulatory file review did not appear warranted.

4.6 Sanborn Fire Insurance Maps

Triad contracted with EDR to identify Sanborn Fire Insurance Maps for the site and surrounding vicinity. The Sanborn Map Report, which is included in the attached Appendix G, Sanborn

Fire Insurance Maps, reported the area as unmapped.

4.7 City Directories

Triad did not review city directory listings as part of the Phase I ESA activities.

4.8 Review of Prior Environmental Reports or Investigations

Neither the User nor the property owner or managers provided Triad with any historical reports or documents for the site.

4.9 Historically Significant or Environmental Findings

Based on review of the historical resources, the site was undeveloped until construction of the carbon black manufacturing facility in 1898, which operated through the 1920’s. During the

1920’s, a natural gas compressor station operated at the site until an explosion occurred in the mid to late 1940’s. A new compressor station was constructed in the 1950’s and operated through the mid 1980’s. The site remained vacant until the 1990’s, at which time an entrepreneur began transforming the site into a manufacturing facility; however, the type of manufacturing was unknown and never began operations. The CCSWA has occupied the site as a recycling collection facility since 2002. The structures immediately surrounding site include a Hope Gas natural gas compressor station and a storage facility for Dominion, both facilities are located upgradient of the site.

5.0 SITE RECONNAISSANCE

5.1 Methodology and Limiting Conditions

Access to the site was unrestricted; therefore, there were no significant limiting conditions that affected the completeness of site reconnaissance activities. The objective of the site observations and reconnaissance was to obtain information indicating the likelihood of identifying RECs in connection with the site. As part of the site reconnaissance activities, Triad obtained digital photographs to document current on site conditions and use. These photographs are included in this report in Appendix H, Site Photographs.

Date of Reconnaissance May 12, 2016

Field Personnel Shannon Cox of Triad Engineering, Inc.

Weather Conditions Temperature in the 60’s and overcast.

Site/Owner Representatives

Tom Degen with the CCSWA.

Observation Procedures

The reconnaissance was conducted by walking around the perimeter and interior of the site. In addition, adjoining and neighboring properties were visually observed to the extent possible from the site boundaries and from public rights of way.

The following sections identify uses and current conditions observed at the site consistent with the ASTM Standard E1527-13, Section 9.0 Site Reconnaissance, Subsection 9.4 Uses and

Conditions. The environmental professional conducting the site reconnaissance is obligated to note the uses and conditions specified in the ASTM standard to the extent visually and/or physically observed, or obtained through interviews with knowledgeable parties during the site visit. If an environmental threat or concern is identified, a detailed explanation will follow.

5.2 Current Use of the Property

The site is currently occupied by the CCSWA, a recycling collection facility. The facility allows for recyclable materials to be dropped by area residents 24 hours a day. The materials are then crushed, shredded, or bailed prior to being shipped to a recycling facility. Four structures are present at the site; however, the CCSWA only uses the 25,000-square foot, main structure for their day-to-day operations. 6.0 INTERVIEWS

Triad conducted various interviews to assist in the identification of RECs in connection with the site. Copies of interview logs are included in the attached Appendix I, Other Documentation and pertinent information is summarized below.

6.1 Interview with Current Owner

Triad did not interview the current owner of the site as part of this Phase I ESA.

6.2 Interview with Site Manager

Triad interviewed Mr. Tom Degen, executive director of CCSWA, as part of the Phase I ESA investigation. The following information was provided:

The site was occupied by the largest carbon black factory in the world around the turn of the 20th century.

A compressor station was operated at the site and was the location of Cabot’s first natural gas well drilled in West Virginia.

During the mid to late 1940’s, the compressor station exploded following the installation of new equipment or new equipment parts that is believed to have been an incompatible metal. There were two fatalities as a result.

A new compressor station was constructed during the 1950’s and operated through the mid 1980’s.

July 5, 2016

The facility had its own machine shop that made everything needed for the compressor station. There was a 30-foot lathe among other equipment. The location of the machine shop was where the current high pressure gas lines converge near the driveway.

The site remained unoccupied following the closure of the compressor station through the 1990’s, at which time, an entrepreneur began constructing a manufacturing facility, which never operated.

Two autoclaves remain within the main structure of the site. They were brought to the site during the 1990’s and the addition to main structure was built around them. They were never used and the owner is unknown.

The site is located within a flood plain. During the flood of 1968, one inch of water covered the floor of the main structure.

The facility provides 24-hour recycling drop off. The recyclable materials are crushed, shredded, or bailed and stored at the site prior to being shipped to a recycling facility.

Electronics and batteries are also stored at the facility prior to being disposed at a recycling facility.

The following utilities are currently connected to the site: MonPower (electric), Dominion

Hope (gas), and Pleasant Hill Public Service District (Water). The sanitary sewer service provider is unknown.

6.3 Interview with Occupants

Triad interviewed the site manager of the property; see 6.2 Interview with Site Manager.

6.4 Interview with Previous Owner, Operator, Occupants

No interviews were conducted with a previous owner, operator, or occupants as part of the

Phase I ESA.

6.5 Interviews with Local Government Officials

No interviews were conducted with local government officials as part of the Phase I ESA.

6.6 Interviews with Others

No other interviews were conducted as part of the Phase I ESA.
