About this file

This document is an Addendum #1 issued by the West Virginia Department of Environmental Protection in conjunction with the Calhoun County Solid Waste Authority regarding a Phase II Environmental Site Assessment (ESA) for the Former Cabot Station property located at 2427 West Little Kanawha Highway in Grantsville, Calhoun County, West Virginia. The addendum distributes comprehensive documentation related to a Phase II environmental investigation performed by Triad Engineering, Inc. The project involved the collection and laboratory analysis of 7 surface soil samples, 10 subsurface soil samples, and 2 groundwater samples from the 7.59-acre site, with field work conducted on July 25-26, 2017. The ESA was performed in accordance with ASTM Practice E 1903-11 standards and includes detailed soil boring logs, laboratory analytical reports, and data validation documentation. The property, currently owned by Dominion Transmission, Inc., has a complex industrial history including previous operations as a carbon black manufacturing facility (1898-1920s), natural gas compressor station (1920s-1980s), and recycling collection facility (2002-present).

The laboratory analytical results, provided by ALS Environmental, a West Virginia Department of Environmental Protection certified laboratory located in South Charleston, were compared to applicable West Virginia Department of Environmental Protection regulatory criteria for residential soil use and groundwater protection. Key findings indicate that arsenic was detected in all surface and subsurface soil samples but remained below the natural background level of 13 milligrams per kilogram for West Virginia soils and therefore was not classified as a contaminant of concern. However, mercury was detected in surface soil sample SS-3 at 36 milligrams per kilogram, exceeding the residential soil de minimis value of 3.1 milligrams per kilogram, requiring further investigation and remediation in the vicinity of the former mercury meter workshop. Additional contaminants of potential concern identified in soil samples include polynuclear aromatic hydrocarbons (naphthalene, 1-methylnaphthalene, 2-methylnaphthalene) and inorganic compounds (barium, cadmium, lead, selenium, and benzo(b)fluoranthene). No contaminants of concern were detected in groundwater samples above applicable de minimis values. The Phase II ESA report recommends characterizing the extent of mercury contamination, removal of impacted soil, and collection of confirmation samples to ensure complete remediation.

Former Cabot Station Triad Project No: 04-15-0248 September 7, 2017 Page 1

1.0 EXECUTIVE SUMMARY

This report presents the results of a Phase II Environmental Site Assessment (ESA) performed by Triad Engineering, Inc. (Triad) at the Former Cabot Station property (the Site), located at

2427 West Little Kanawha Highway in Coaldale, Mercer County, West Virginia. Triad performed the Phase II ESA investigation in accordance with the American Society of Testing and

Materials (ASTM) Practice E 1903-11, Standard Practice for Environmental Site Assessments:

Phase II Environmental Site Assessment Process, unless otherwise noted in the report.

The Former Cabot Station Site encompasses approximately 7.59 acres and consists of two tax parcels identified on the Center District 1, Tax Map 13, as Parcels 44 and 45 on file at the

Calhoun County Courthouse. The Site is currently owned by Dominion Transmission, Inc.

The Site was undeveloped until construction of a carbon black manufacturing facility in 1898, which operated through the 1920’s. During the 1920’s, a natural gas compressor station operated at the Site until an explosion occurred in the mid to late 1940’s. A new compressor station was constructed in the 1950’s and operated through the mid 1980’s. The Site remained vacant until sometime during the 1990’s, at which time an entrepreneur began transforming the

Site into a manufacturing facility; however, the type of manufacturing planned for the Site is unknown and operations never began. The Calhoun County Solid Waste Authority (CCSWA), the current occupant, has operated a recycling collection facility at the Site since 2002.

A Phase I ESA performed by Triad, dated July 5, 2016, identified the following recognized environmental concerns (RECs):

The Site was the location of a carbon black manufacturing facility from the time of Site development in 1898 through the 1920’s. Specific activities, chemicals used, and waste management practices are unknown.

A natural gas compressor station operated at the Site from the 1920’s through the mid to late 1940’s, at which time an explosion occurred. The Site was reconstructed during the

1950’s and operated as a compressor station through the mid 1980’s. The reconstructed compressor station also included a machine shop and mercury meter workshop. Specific activities, chemicals used, and waste management practices are unknown.

September 7, 2017 Page 2

To investigate the potential for residual environmental contamination at the Site, Triad collected

7 surface soil samples, 10 subsurface soil samples, and 2 groundwater samples which were analyzed for volatile organic compounds (VOC), polynuclear aromatic hydrocarbons (PAH), and

RCRA 8 metals.

The laboratory analytical results were compared to applicable regulatory criteria published by the WVDEP to determine if residual contamination is present at the Site. Based on the laboratory analytical results:

Arsenic was detected at concentrations exceeding its WVDEP residential soil de minimis value of 0.43 milligrams per kilogram (mg/kg) in all surface and subsurface soil samples collected. However, arsenic did not exceed its natural background level of 13 mg/kg in

West Virginia soils; therefore, arsenic would not be considered a contaminant of concern

(COC) at the Site.

Mercury was detected at a concentration greater than its WVDEP residential soil de minimis value of 3.1 mg/kg in surface soil sample SS-3 (36 mg/kg), near the former mercury meter workshop.

Based on the results of this Phase II ESA, further investigation is recommended to characterize the extent of mercury contamination in surface soil in the vicinity of the former mercury meter workshop. Once delineated, Triad recommends removing mercury impacted soil and collecting confirmation soil samples to ensure all impacted soil has been removed from the Site.

2.0 INTRODUCTION

This report presents the results of the Phase II ESA performed by Triad at the Former Cabot

Station Site located at 2427 West Little Kanawha Highway in Grantsville, Calhoun County, West

Virginia.

Previously, Triad performed Phase I ESA investigations at the Site, which were summarized in the Phase I Environmental Site Assessment report dated July 5, 2016. As summarized in that report, recognized environmental conditions were identified. Triad performed the Phase II ESA investigation in accordance with ASTM Practice E 1903-11, Standard Practice for

Environmental Site Assessments: Phase II Environmental Site Assessment Process, unless otherwise noted in this report.

2.1 Purpose

The purpose of the Phase II ESA investigation was to evaluate the property and to provide technically sound data that allow both an environmental professional and the data user to determine whether hazardous substances or petroleum products are present. In addition, the

Phase II ESA is intended to provide sufficient information regarding the nature and extent of any contamination to assist the user in making informed business decisions regarding the property.

The Phase II ESA is not intended to satisfy the level of inquiry necessary to support remedial solutions if they are required.

2.2 Special Terms and Conditions

Triad has prepared this Phase II ESA report on behalf of WVDEP and the CCSWA. The information, data, conclusions, and opinions presented in this Phase II ESA report reflect results of the Site investigations performed under contract to WVDEP. There were no special terms and conditions in-place with regard to the findings, recommendations, or our expressed opinion regarding recognized environmental conditions associated with the Site.

2.3 Limitations and Exceptions

Triad has prepared this report for the exclusive use of the WVDEP and CCSWA and their assigns as a Phase II ESA report on the subject property herein described as the Former Cabot

Station Site. The opinions and conclusions expressed in this report are based on the results of our Phase II ESA work tasks.

September 7, 2017 Page 4

For the purposes of this Phase II ESA, the terms “subject site,” “subject property,” and “Site” refer to the land within the property boundaries. The term “surrounding vicinity” generally refers to properties within a one-mile radius of the Site. The term “adjoining properties” refers to land contiguous to the Site. The term “adjacent properties” refers to land proximal to the Site.

The conclusions of the Phase II ESA are inherently limited by the nature and scope of the site characterization field investigation. Furthermore, the design and subsequent implementation of the Phase II ESA investigation is often based on information and data obtained from others.

Therefore, Triad cannot be responsible for the accuracy of such information and assumes no responsibility for conditions that were not divulged to us during the preparation of this report.

It should also be noted that our assessment is considered to be valid only at the time and locations investigated and that conditions within the Site may vary with time. The nature and extent of these variations may only become evident during the course of future investigations or development. This report was not intended to establish the compliance status of the subject property with respect to Federal, State, or Local environmental regulations.

Triad has performed its services in general accordance with ASTM E 1903-11, Standard Guide for Environmental Site Assessments: Phase II Environmental Site Assessment Process for conducting a Phase II ESA and make no other warranty, either expressed or implied, as to the professional services and advice contained herein.

2.4 Limiting Conditions and Methodology Used

Triad performed the Phase II ESA work tasks in general accordance with ASTM Practice E

1903-11, unless otherwise noted in this report. As such, the user may rely upon the findings and opinions of the Phase II ESA report, subject to the scope of services, significant assumptions, limitations and exceptions, and special terms and conditions as described in the

Phase II ESA report. Triad emphasizes that this Phase II ESA does not guarantee that unobserved conditions, undocumented incidents, or information withheld concerning environmental conditions at the Site will not affect the level of environmental risk or potential liability at the Site.

3.0 BACKGROUND

3.1 Site Description and Features

The Site is located at 2427 West Little Kanawha Highway in Grantsville, Calhoun County, West

Virginia. The Site encompasses approximately 7.59 acres and is owned by Dominion

Transmission, Inc. Four structures are present at the Site: an approximate 25,000-square foot main structure, an approximate 150-square foot former steam boiler room, an approximate 800-square foot former mercury meter workshop, and an approximate 1,024-square foot covered platform in the former pipe yard. The CCSWA only uses the 25,000-square foot main structure for their day to day operations.

The Site can be accessed from West Little Kanawha Highway from the west. There are no other improvements present at the Site. The location of the Site is depicted on the attached

Figure 1, Site Location Map on the Grantsville, W.Va. 7.5-minute topographic quadrangle map.

3.2 Physical Setting

The topography of the Site and immediately surrounding areas is flat lying to steeply sloping to the southeast toward the Little Kanawha River. Current land-uses in the area adjoining and adjacent to the Site are light industrial.

3.3 Site History and Land Use

The Site was undeveloped until construction of a carbon black manufacturing facility in 1898, which operated through the 1920’s. During the 1920’s, a natural gas compressor station operated at the Site until an explosion occurred in the mid to late 1940’s. A new compressor station was constructed in the 1950’s and operated through the mid 1980’s. The Site remained vacant until the 1990’s, at which time an entrepreneur began transforming the Site into a manufacturing facility; however, the type of manufacturing was unknown and never began operations. The CCSWA has occupied the Site as a recycling collection facility since 2002.

3.4 Adjacent Property Land Use

West – The Site is bound to the west by West Little Kanawha Highway (County Route 5).

3.5 Summary of Previous Assessments

A Phase I ESA, dated July 5, 2016, was prepared by Triad. The following RECs were identified:

The Site was the location of a carbon black manufacturing facility from the time of Site development in 1898 through the 1920’s. Specific activities, chemicals used, and waste management practices are unknown.

A natural gas compressor station operated at the Site from the 1920’s through the mid to late 1940’s, at which time an explosion occurred. The Site was reconstructed during the

1950’s and operated as a compressor station through the mid 1980’s. The reconstructed compressor station also included a machine shop and mercury meter workshop. Specific activities, chemicals used, and waste management practices are unknown.

4.0 PHASE II ACTIVITIES

4.1 Scope of Assessment

4.1.1 Supplemental Record Review

No supplemental record reviews were conducted as a part of this assessment.

4.1.2 Sampling Plan

Based on the previous uses of the Site, the Phase II ESA investigation consisted of collecting surface soil, subsurface soil, and groundwater samples from various locations throughout the Site. A summary of the sample media, types, and locations is provided in

Table 1, Sample Summary.

4.1.3 Chemical Testing Plan

Based on the findings of the Phase I ESA, contaminants of potential concern (COPC) consisted of VOC, PAH, and RCRA 8 metals.

September 7, 2017 Page 7

4.1.4 Deviations from the Work Plan

Triad had initially intended to collect five groundwater samples from various locations throughout the Site; however, drill rig refusal was encountered at approximately 32 feet below ground surface (bgs) on sandstone prior to reaching the water table at two of the five locations (GW-4 and GW-5) and the samples could not be obtained. In addition, Triad intended to collect two subsurface soil samples and one groundwater sample along the western side of the main structure; however, Dominion personnel that were on-Site prior to initiating drilling activities indicated that there are several underground gas lines running through the area and advised Triad to avoid drilling. Therefore, the two subsurface soil samples (SB-9 and SB-10) and one groundwater sample (GW-3) were eliminated. Surface soil and subsurface soil sample location (SS-7/SB-7) was moved approximately 50 feet east of the originally intended location due to underground lines detected in the area.

4.2 Field Explorations and Methods

During July 25-26, 2017, Triad collected 7 surface soil samples, 10 subsurface soil samples, and 2 groundwater samples from various locations throughout the Site. EnviroCore, under contract to Triad, advanced a total of 10 borings using DPT. The sample locations are illustrated on the attached Figure 2, Sample Location Map.

4.2.1 Test Borings

To collect the surface and subsurface soil samples, EnviroCore collected continuous soil cores within approximately two-inch diameter clear PVC sleeves that were four feet in length. Triad visually described the soil samples within each core in the field in general accordance with the USCS. Surface soil samples were collected from the uppermost two feet of soil at select boring locations. Two of the borings were advanced to the depth that groundwater was encountered and the remaining borings were terminated from approximately 12 feet bgs to 32 feet bgs. A PID was used to screen the soil samples for evidence of VOC. The subsurface soil sample selected for laboratory analysis was determined based on field observations, which included discoloration, odor, depth to groundwater, and/or results of PID field screening. Soil descriptions, PID measurements, and sample location depths are included on the boring logs in Appendix

1, Soil Boring Logs. The DPT sampling equipment was decontaminated with

Liquinox® soap and distilled water between each boring.

September 7, 2017 Page 8

4.2.2 Groundwater Samples

The groundwater grab samples were collected by advancing a Geoprobe® brand screenpoint water sampler into the saturated zone and then exposing the well screen at the bottom of the boring. Once the screen was exposed to the saturated horizon, clean polyethylene bailer was used to collect a groundwater sample.

4.3 Sampling and Chemical Analysis and Methods

4.3.1 Soil

Soil samples were collected in accordance with standard operating procedures included in Appendix C of the Sampling and Analysis Plan. The soil samples were placed in clean, laboratory supplied sample containers and delivered via courier to a WVDEP certified laboratory, ALS Environmental (ALS) located in South Charleston, West

Virginia, with chain-of-custody documentation. The samples were placed on ice and a temperature of 4°C plus or minus was maintained in the shipping container. The soil samples were analyzed for the following:

VOC by EPA method 8260B;

PAH by EPA method 8270C; and

Total RCRA 8 Metals by EPA method 6010B.

4.3.2 Groundwater

Groundwater samples were collected in accordance with standard operating procedures included in Appendix C of the Sampling and Analysis Plan. The VOC sample containers were filled first to minimize volatilization. The metals samples were field filtered using a

0.45-micron groundwater filter connected to the end of the sample tubing. The groundwater samples were collected in clean, laboratory supplied sample containers and delivered via courier to a WVDEP certified laboratory, ALS, located in South

Charleston, West Virginia, with chain-of-custody documentation. The samples were placed on ice and a temperature of 4°C plus or minus was maintained in the shipping container. The groundwater samples were analyzed for the following:

VOC by EPA method 8260B;

SVOC by EPA method 8270C; and

Dissolved RCRA 8 Metals by EPA method 6010B/7471A.

September 7, 2017 Page 9

5.0 EVALUATION AND PRESENTATION OF RESULTS

5.1 Subsurface Conditions

5.1.1 Geologic Setting

The Site is located primarily within the Hackers soil type. This soil component is characterized as being deep and moderately deep, moderately well and well-drained soils with moderately coarse textures.

Based on the current site investigation, the southern portion of the Site is covered with approximately one foot of gravel fill material. Silty clay or silty sandy clay was encountered below the fill material and at the surface in the northern portion of the Site to depths ranging from approximately 16 feet bgs to 24 feet bgs. Sandy clay was encountered greater than 16 feet bgs.

5.1.2 Hydrogeologic Conditions

Based on the current site investigation, saturated zones were present in the southwestern portion of the Site at approximately 24 feet bgs. No groundwater monitoring wells or piezometers were installed during this investigation, therefore a site specific groundwater gradient could not be determined. However, groundwater is expected to flow in a southeasterly direction toward the Little Kanawha River, which borders the Site to the east-southeast.

5.2 Laboratory Analytical Results

5.2.1 Surface Soil

Surface soil data were compared to residential land-use de minimis values and migration to groundwater values under the West Virginia VRRA program.

value of 0.43 mg/kg in surface soil samples SS-1 (5.8 mg/kg), SS-2 (7.3 mg/kg), SS-3

(5.6 mg/kg), SS-4 (8.3 mg/kg), SS-5 (8.2 mg/kg), SS-6 (4.9 mg/kg), and SS-7 (6.2 mg/kg). However, arsenic did not exceed its natural background concentration of 13 mg/kg in West Virginia soil. Mercury was detected at a concentration greater than its

WVDEP residential soil de minimis value of 3.1 mg/kg in surface soil sample SS-3 (36 mg/kg).

September 7, 2017 Page 10

Benzo(b)fluoranthene, barium, cadmium, lead, and selenium were identified as surface soil COPC exceeding the migration to groundwater de minimis values.

A comparison of the laboratory analytical data to residential soil and migration to groundwater de minimis values is provided in Table 2, Laboratory Analytical

Summary – Surface Soil. The laboratory analytical reports are included as Appendix

2, Laboratory Analytical Report.

5.2.2 Subsurface Soil

Subsurface soil data were compared to residential land-use de minimis values and migration to groundwater values under the West Virginia VRRA program.

value of 0.43 mg/kg in subsurface soil samples SB-1 (8.2 mg/kg), SB-2 (4.6 mg/kg), SB-

3 (5.4 mg/kg), SB-4 (4.9 mg/kg), SB-5 (6.7 mg/kg), SB-5 FD (6.3 mg/kg), SB-6 (6.9 mg/kg), SB-7 (7.2 mg/kg), SB-8 (5.5 mg/kg), SB-11 (4.9 mg/kg), and SB-12 (7.8 mg/kg).

However, arsenic did not exceed its natural background concentration of 13 mg/kg in

West Virginia soil.

1-Methylnaphthalene, 2-methylnaphthalene, naphthalene, barium, lead, and selenium were identified as subsurface soil COPC exceeding the migration to groundwater de minimis values.

A comparison of the laboratory analytical data to the residential soil and migration to groundwater de minimis is provided in Table 3, Laboratory Analytical Summary –

Subsurface Soil. The laboratory analytical reports are included as Appendix 2, Laboratory Analytical Report.

5.2.3 Groundwater

Groundwater data were compared to West Virginia Maximum Contaminant Level (MCL) de minimis values under the West Virginia Groundwater Protection Act or values under the VRRA program.

September 7, 2017 Page 11

No COPC analyzed were detected at concentrations greater than their respective groundwater de minimis values.

A comparison of the laboratory analytical data to the groundwater de minimis is provided in Table 4, Laboratory Analytical Summary – Groundwater. The laboratory analytical reports are included as Appendix 2, Laboratory Analytical Report.

5.3 Data Validation

Triad validated 100% of the laboratory analytical data in accordance with the WVDEP, Office of

Environmental Remediation (OER) Quality Assurance Program Plan (WVDEP, September 21, 2016). The validation was performed in accordance with the National Functional Guidelines for

Superfund Organic Data Review (USEPA, June 2008) and National Functional Guidelines for

Inorganic Data Review (USEPA, 2014). The results are included in the attached Appendix 3, Data Validation Report.

6.0 DISCUSSION OF FINDINGS AND CONCLUSIONS

Triad performed the Phase II ESA investigation in accordance with ASTM Practice E 1903-11, Standard Practice for Environmental Site Assessments: Phase II Environmental Site

Assessment Process, unless otherwise noted in the report.

A previous Phase I ESA, performed by Triad, dated July 5, 2016, identified potential RECs due to previous uses of the Site. Based on the results of this Phase II ESA investigation, evidence of residual environmental contamination was identified in surface soil at the Site.

COPC investigated in surface soil, subsurface soil, and groundwater included VOC, PAH, and inorganics. COC were selected based on the identification of analytes that exceeded their respective benchmark values. A conceptual site model, which is presented on the attached

Figure 3, Conceptual Site Model, was developed to identify potential routes of exposure that could impact human health or ecological receptors.

Arsenic exceeded the residential soil de minimis values in all surface and subsurface soil samples collected at the Site. However, these concentrations were detected below the natural background levels for arsenic in soils in West Virginia soils and therefore, would not be

September 7, 2017 Page 12 considered COC. Mercury was detected at a concentration greater than its WVDEP residential soil de minimis value in surface soil sample SS-3, which is near the former mercury meter workshop.
