About this file
The document is a Technical Specifications file for Pinellas County Utilities' Sanitary Sewer Pump Station Repair, Rehabilitation, and Improvements Contract (PID No. 000964A). The contract is an annual, unit-priced contract for rehabilitating existing pump stations throughout Pinellas County, Florida. The work encompasses comprehensive pump station repairs including installing new pumps, bases, piping, control panels, remote telemetry units, valves, vaults, hatches, concrete coatings, and associated electrical systems. The contract will be executed through individual work orders, with the County reserving the right to prioritize and assign tasks geographically to minimize mobilization costs. The contract term appears to cover fiscal years 2025-2028, with work to be performed as specific pump stations require rehabilitation.
The contract utilizes a unit price bidding structure with multiple specific pay items ranging from mobilization and excavation to specialized installations like wet well liners, control panels, and pump replacements. Pricing will be determined by individual line items, with the County maintaining flexibility to delete portions of work or entire sections as needed. Contractors will be required to provide detailed documentation, including flow diversion plans, manufacturer certifications, and final installation reports. The contract emphasizes strict technical specifications, requiring high-quality materials, precise installation methods, and comprehensive testing protocols. Contractors must adhere to extensive environmental, safety, and operational guidelines, with provisions for immediate correction of any deficiencies and potential contract termination for unsatisfactory performance.

Dispose of all water 26 removed from the excavation in such a 27 manner so as not to endanger any portion 28 of the Work under construction or 29 completed. Convey water from the 30 excavations in a closed conduit. Before 31 discontinuing dewatering operations or 32 permanently permitting the rise of the 33 ground water level, computations shall be 34 made to show that any structure affected by 35 the water level rise is protected by backfill 36 or other means to sustain uplift. Use a 37 safety factor of 1.25 when making these 38 computations.
39 b. Dewatering operations shall not be 40 discontinued without the prior authorization 41 of the Engineer.

Place all backfilling in pipe trenches which are 17 below structures, other pipes, or paved areas, in 18 horizontal layers not exceeding 6-inches in depth 19 and thoroughly compact each before the next 20 layer is placed. In other pipe trenches, compacted 21 layers shall be 6-inches up to the pipe center line 22 and 8-inches thereafter.
23 2. Prior to the installation of pipes which are to be 24 installed in fill sections, place the fill as described 25 herein, until a minimum height of two feet above 26 the soffit of the pipe is reached, unless otherwise 27 required in other Sections. The fill for the trench 28 width shall then be excavated and the pipe 29 installed and backfilled. The remainder of the fill 30 shall then be placed.
31 3. Pipeline trenches may be backfilled prior to 32 pressure testing, but no structure shall be 33 constructed over any pipeline until it has been 34 tested.
35 4. All pipe, except plastic pipe, shall be placed on a 36 minimum 6-inch thick layer of granular 37 embedment material. The granular embedment 38 material shall extend 12-inches above the top of 39 the pipe. CPVC, PVC, HDPE pipes and FRP 40 ducts shall be placed on a minimum 6-inch layer 41 of sand. Sand shall extend to 12-inches above 42 top of pipe and to the trench walls on each side of 43 the pie, unless otherwise noted.
44 5. Embedment materials both below and above the 45 used, and placement and compaction of 46 embedment materials shall conform to the
00 75 00-13
1 following requirements.
2 a. Granular embedment shall be spread and 3 the surface graded to provide a uniform 4 and continuous support beneath the pipe 5 at all points between bell holes or pipe 6 joints. It will be permissible to slightly 7 disturb the finished sub grade surface by 8 withdrawal of pipe slings or other lifting 9 tackle. After each pipe has been graded, 10 aligned, placed in final position on the 11 bedding material and shoved home, 12 sufficient pipe embedment material shall 13 be deposited and compacted under and 14 around each side of the pipe and back of 15 the bell or end thereof to hold the pipe in 16 proper position and to maintain alignment 17 during subsequent pipe jointing and 18 embedment operations. Embedment 19 materials shall be deposited and 20 compacted uniformly and simultaneously 21 on each side of the pipe to prevent lateral 22 displacement. The embedment material 23 shall then be placed and compacted to an 24 elevation 12-inches above the top of pipe.
25 b. Compacted backfill shall be required for 26 the full depth of the trench above the 27 granular pipe embedment material.
28 Where the trench for one pipe passes 29 beneath the trench for another pipe or 30 electrical duct bank, the lower trench shall 31 be compacted to the level of the bottom of 32 the upper trench.
33 c. Each layer of embedment material shall 34 be compacted by at least two complete 35 coverages of all portions of the surface of 36 each lift using approved compaction 37 equipment. One coverage is defined as 38 the conditions reached when all portions 39 of the fill lift have been subjected to the 40 direct contact of the compacting surface 41 of the compactor.
42 d. The method of compaction and the 43 equipment used shall be appropriate for 44 the material to be compacted and shall 45 not transmit damaging shocks to the pipe.
