SECTION 01025

MEASUREMENT AND PAYMENT

PART 1 - GENERAL

1.01 GENERAL PROVISIONS

A. Unit Price Contracts: The quantities of work to be done and materials to be furnished under a unit price contract, as given in the Bid Form, are to be considered as approximate only and are to be used solely for the comparison of Bids received and determining an initial Contract Price. The Owner does not expressly, or by implication, represent that the actual quantities involved will correspond exactly therewith; nor shall the Contractor plead misunderstanding or deception because of such estimate or quantities or of the character, location or other conditions pertaining to the Work. Payment to the Contractor will be made only for the actual quantities of work performed or material furnished in accordance with the Drawings and other Contract Documents, and it is understood that the quantities may be increased or diminished as provided in the General Conditions without in any way invalidating any of the unit prices bid.

B. Lump Sum Contracts: The quantities of work to be done and materials to be furnished, including all labor, equipment and incidentals required to complete the Work, are specified in the Contract Specifications and shown in the Contract Drawings. Payment to the Contractor of the lump sum price bid for the Work will be made and shall fully compensate the Contractor for the construction of the Work, completed and ready for continuous operation and use, in the manner contemplated by the Contract Documents.

C. Unit Price and Lump Sum Contracts:

1. All schedules are given for the convenience of the Engineer and the Contractor and are not guaranteed to be complete. The Contractor shall assume all responsibility for the making of estimates of the size, kind, and quantity of materials and equipment included in Work to be done under this Contract.

2. Where fittings are noted on the Drawings, such notation is for the Contractor's convenience and does not relieve him from laying and jointing different or additional items where required.

3. All Contracts shall be subject to retainage as defined in the General Conditions and the

Agreement.

1.02 ALLOWANCES

A. The Contractor’s Total Bid Amount shall include all cash allowances stated hereinafter. Items covered by these allowances shall be supplied for such amounts and by such persons as the Owner may direct.

B. The amount of the allowance shall be adjusted accordingly by Change Order to recognize the actual cost incurred by the Contractor. The Contractor shall submit appropriate documentation to validate the actual cost of the item.

C. For bidding purposes, cash allowances shall be reflected in the Bid Form for the designated item.

1.03 SCHEDULE OF VALUES

A. Scope of Work

1. Submit to the Engineer a Schedule of Values within twenty (20) days after the Notice to

Proceed.

2. A Schedule of Values shall be submitted for both lump sum and unit price contracts and the sum of the values in the schedule shall equal the Total Bid amount.

3. The Schedule of Values shall establish the actual value of the component parts of the Work and, unless objected to by the Engineer, shall be used as the basis for the Contractor's Applications for Payment.

B. Form and Content

1. Type the schedule on the Owner's 8-1/2" x 11" standard form. Contractor's standard forms and computer printout will be considered for approval by the Owner upon Contractor's request.

2. The values listed shall be the installed values of the component parts of the Work, including material, labor, overhead and profit, and all other costs associated with the installed value of each item.

C. Unit Price Contracts: For unit price contracts, the Bid Form shall be used as the basis for the

Schedule of Values. The Contractor shall resubmit the Bid Form in the format described herein, and may, at his option, divide the items in the Schedule of Values into sub-items to provide a more detailed basis of payment.

D. Lump Sum Contracts: For lump sum contracts, the cost of the Work shall be separated into major items and sub-items as outlined below:

1. General Requirements

a. Mobilization, Demobilization, Bonds and Permits

b. Shop Drawing Preparation / Submittal

c. Field Engineering, Exploratory Excavation, Survey and Construction Layout

d. As-built Plans and / or Record Drawing Preparation

e. Indemnification

f. Quality Control (including CCTV inspection of installed storm pipes)

2. Site Work: The cost of the site work, with the exception of earthwork for structures and underground piping, shall be separated by task, with estimated quantities where applicable.

3. Structures: The cost of each structure shall be given separately, and each structure, at a minimum, shall be further separated into the following sub-items: earthwork, concrete forming, concrete reinforcement, concrete, equipment, piping and appurtenances (to a point 5 feet outside of the structure), miscellaneous metals, electrical work (to a point 5 feet outside of the structure) and finishes.

4. Yard Piping: The cost of yard piping shall be separated by pipe size and type, valves and appurtenances. The Contractor's estimated quantities and unit prices shall be included for each sub-item.

5. Electrical Work: The cost of electrical work outside of the structures shall be separated, at a minimum, into the following sub-items: conduit, wire, ductbank, pull boxes, and yard lighting.

E. The Owner reserves the right to delete any item included in the Schedule of Values and decrease the

Contract Price by the scheduled amount for the item deleted.

1.04 APPLICATIONS FOR PAYMENT

A. Applications for Payment shall be submitted by the Contractor to the Owner in accordance with the schedule established by the General Conditions and Agreement between the Owner and the Contractor.

B. Format

1. Submit applications typed on forms provided by the Owner. The Contractor shall prepare itemized continuation sheets using the accepted Schedule of Values and attach them to the Application. Each item shall have an assigned dollar value for the current pay period, and a cumulative value for the project to date. Change Orders executed prior to the date of submission shall be listed at the end of the continuation sheets and shall be totaled separately.

2. The following items shall be included with each copy of the application for payment:

a. Progress Schedule

b. Stored Material Log

c. Partial Release of Liens (for payment for stored material)

d. Consent of Surety

e. Invoices for Stored Material

3. The Contractor shall certify, for each current pay request, that all previous payments received from the Owner, under his Contract, have been applied by the Contractor to discharge in full all obligations of the Contractor in connection with Work covered by prior applications for payment, and all materials and equipment incorporated into the Work are free and clear of all liens, claims, security interest and encumbrances. Contractor shall attach affidavits from all Subcontractors and Suppliers to each application for payment. Contractor shall also attach a "Consent of Surety" to each application for payment. Additionally, a "Partial Release of Lien" from each subcontractor and supplier shall be attached to each application for payment.

4. Submit the required number of copies to the Owner with the required number of original signatures. The Owner shall review the application and verify quantities of installed work and stored materials. When the Owner finds the application properly completed and correct, payment will be made to the Contractor.

C. Work not installed in accordance with the requirements of the Contract Documents or materials not conforming to the Contract Documents will not be approved by the Owner or Engineer for payment.

D. The Application for Final Payment shall be prepared in accordance with the General Conditions and

Agreement between the Owner and the Contractor.

1.05 MEASUREMENT AND PAYMENT

A. Methods of Payment

1. Unit Price Contracts/Items: Payment will be made for actual quantities of work properly installed as approved by the Owner unless otherwise indicated herein.

2. Lump Sum Contracts/Items: Payment will be made for each individual item on a percentage complete basis as estimated by the Contractor and approved by the Owner. Quantities provided in the Schedule of Values are for the purpose of estimating the completion status for progress payments. Adjustments to costs provided in the accepted Schedule of Values may be made only by Change Order.

B. Methods of Measurement

1. Units of measurement shall be defined in general terms as follows:

a. Linear Feet (LF) e. Each (EA)

b. Square Feet (SF) f. Sacks (SK)

c. Square Yards (SY) g. Lump Sum (LS)

d. Cubic Yards (CY) h. Ton (TN)

2. Unit Price Contracts/Items

a. Linear Feet (LF) shall be measured along the horizontal length of the centerline of the installed material, unless otherwise specified. Utility Pipe shall be measured along the length of the completed pipeline, regardless of the type of joint required, without deduction for the length of valves or fittings. Utility Pipe included within the limits of lump sum items will not be measured.

b. Square Feet (SF), Square Yards (SY), Cubic Yards (CY), Each (EA), Sacks (SK) and

Ton (TN) shall be measured as the amount of the unit of measure installed within the limits specified and shown in the Specifications and Drawings. Slope angles and elevations shall be measured using land surveying equipment. Contractor shall provide supporting documentation (i.e. drawings, truck tickets, invoices, etc.) to verify actual installed quantities.

c. No measurement is required for Lump Sum (LS) items.

3. Lump Sum Contracts/Items

a. The Measurement of Work for lump sum contracts and/or items shall be based on the information provided in the Contract Documents and compiled through the Contractor's own field verifications, investigations and testing prior to Bidding.

C. The following describes the specific work and methods of measurement for the items listed in the Bid

Form. Measurement and payment for each Bid Item shall include all labor, materials and equipment required to perform the work included for that respective item to provide a complete and operable installation. Related work not specifically listed or identified, but evidently necessary for satisfactory completion of the item, shall be considered to be included.

D. No separate payment will be made for the following work, and its cost shall be included in the appropriate payment item:

Applications and pulling of all utility and construction permits;

Shop drawings, working drawings and samples;

Field engineering;

Trench excavation, sheeting, shoring and bracing;

Structural fill, backfill, compaction and grading;

Restraining devices for pipe fittings and bends;

Cleanup;

Testing materials and apparatus;

Maintenance of utility service;

Appurtenant work; and Close-out documentation (other than as-built surveys and/or record drawings).

E. The following descriptions will clarify and more specifically define some of the work included for various items as shown in the Bid Form. More specifically, the following descriptions pertain only to Utility Work and those bid items that are not fully encompassed and/or sufficiently described within the FDOT Standard Specifications.

Item 1 – General (Mobilization)

a. Measurement: The lump sum price for Mobilization shall not exceed ten (10) percent of the Total Bid price.

b. Payment: Payment of seventy-five (75) percent of the applicable lump sum price for

Mobilization shall be full compensation for the preparatory work and operations in mobilizing for beginning Work on the project including, but not limited to, those operations necessary for the movement of personnel, equipment, supplies and incidentals to the project site, and for the establishment of field offices, storage sheds, safety equipment and first aid supplies, sanitary and other facilities, as required by these Specifications, and State and local laws and regulations; and any other preconstruction expense necessary for the start of the Work; the cost of bonds, permits and fees, construction schedules, project signs, shop drawings, temporary facilities, laydown storage area, construction aids, erosion control, traffic control including devices and personnel, work associated with the Contractor support during Owner reviews and inspection, reinspections and any rework resulting from same. Payment of the remaining twenty-five (25) percent of the applicable lump sum price for Mobilization shall be full compensation for finalization of this project including demobilization of personnel, equipment, supplies, and incidentals from the project site, project and contract close-out documents, removal of field offices and storage and final site clean-up. The Contractor shall submit invoices substantiating the cost of Mobilization with each pay request. Ten (10) percent of the cost for Mobilization will be withheld until substantial completion, which at that time the Owner may elect to release a portion of that retainage.

Item 2 – General (CCTV Inspection)

a. Measurement: The Work for this item shall include all labor, materials and equipment to provide a complete CCTV Inspection of Installed Storm Pipes in accordance with the applicable Technical Specifications.

b. Payment: Payment of the applicable lump sum price shall be full compensation for furnishing all labor, materials, and equipment necessary for a complete CCTV visual inspection and subsequent report including: qualified personnel; DVD; and all incidentals related to the video inspection.

Item 3 – Indemnification

a. Payment for Indemnification: In consideration of the Contractor’s Indemnity Agreement as set out in the Contract Documents, Owner specifically agrees that such specific consideration shall be $100.00 and other good and valuable consideration, receipt of which is acknowledged upon signing of the Agreement.

Item 4 – Utility Pipe

a. Measurement: The quantity for payment shall be the actual linear feet of pipe of each size, type, and service satisfactorily furnished and laid, as measured along the centerline length of the completed pipeline, regardless of the joint type required, without deduction for the length of valves, fittings and structures. Pipe included within the limits of lump sum pay items will not be measured for payment under this item.

b. Payment: Payment of the applicable unit price shall be full compensation for furnishing all labor, materials and equipment; and constructing the respective pipeline's complete installation including protection of existing utilities, excavation, sheeting, shoring and bracing, dewatering, backfill, compaction, grading, temporary erosion control, all testing (when applicable) and clean-up. Unless a specific line item is provided on the Bid Form, this item also includes all necessary fittings, reducers, bends, tees, wyes, plugs, restraining devices, polyethylene encasement (where required), installation of electronic disc markers (and locator sets), tree protection, connection to (and mechanical restraint of) existing pipes or structures and all other items incidental to the construction of the pipelines.

Item 5 – Butterfly and Gate Valves with Boxes

a. Measurement: The quantity for payment shall be the actual number of butterfly and gate valves with valve boxes satisfactorily furnished and installed complete with covers and concrete collars. Valves included with tapping sleeve and valve assemblies and fire hydrant assemblies will not be measured for payment under this item.

Item 6 – Air Release Valve Assembly (including Off-Set Air Release Valve Assembly)

Item 8 – Portable Pump Connection provide a complete portable pump connection including, but not limited to: joint restrainers;

bedding stone; manifold connections; hose quick connects; concrete pads and collars; and electrical grounding systems.

Item 9 – Conflict Transitions and Mechanical Restraint of Existing Mains provide deflection of existing utility pipes to achieve the required vertical separations between pipe crossings as shown on the Drawings. Where applicable, the Work for this item shall also include provisions for mechanical restraint of existing / proposed mains of each size and type at each of the locations listed in the Bid Form.

SECTION 01400

CLOSED CIRCUIT TELEVISION INSPECTION (CCTV) OF INSTALLED STORM PIPES

1. DEFINITIONS

2. SCOPE OF WORK

The Contractor shall be responsible for completing a CCTV inspection of all newly installed storm pipe as specified within the project bid documents, including both the construction plan general notes sheet and the Bid Form. Unless specified otherwise, CCTV inspection of newly installed storm pipe will be limited to pipelines with inside dimensions of at least 18-inches.

If the Contractor does not have the qualified personnel and equipment to perform the CCTV inspection, a CCTV sub-contractor shall be hired at the Contractor’s sole expense and of the Contractors choosing. Although not a requirement for compliance with the specification for this SBI, it is recommended that the CCTV inspection be performed by personnel who are trained and certified in the use of NASSCO’s Pipeline Assessment and Certification Program (PACP).

3. EXECUTION

3.1 Storm sewer pipes, including catch basin leads and catch basin structures, shall be cleaned and flushed prior to video inspection.

3.2 After cleaning, the manhole sections shall be visually inspected by means of closed-circuit television.

The inspection will be done one manhole section at a time and the flow in the section being inspected will be suitably controlled. For the purposes of complying with the specification for this SBI, flow depth within the pipeline during the CCTV inspection should not exceed 25% of the inside pipe diameter.

3.3 All CCTV inspections shall be performed in accordance with PACP program standards including the specific date and time of inspection.

3.4 The Contractor shall notify the Owner at least two (2) working days in advance of the anticipated date of televising so that a designated representative of the Owner may observe the inspection operations.

The Contractor shall video inspect all proposed storm pipes with the Owner, Owner's representative, and/or Engineer of Record present, or with the Owner's permission to proceed in the absence of the Owner's designated representative.

3.5 The television camera used for the inspection shall be one specifically designed and constructed for such inspection. Lighting for the camera shall be suitable to allow a clear picture of the entire periphery of the pipe. The camera shall be operative in 100% humidity conditions. The camera, television monitor, and other components of the video system shall be capable of producing picture quality to the satisfaction of the Owner and/or Engineer of Record; and if unsatisfactory, equipment shall be removed and no payment will be made for an unsatisfactory inspection.

3.6 The camera shall be moved through the pipeline in either direction at a moderate rate, stopping when necessary to permit proper documentation of the pipeline condition. In no case will the television camera be pulled at a speed greater than 30 feet per minute. Manual winches, power winches, TV cable, and powered rewinds or other devices that do not obstruct the camera view or interfere with proper documentation of the internal conditions shall be used to move the camera through the pipeline.

If, during the inspection operation, the television camera will not pass through the entire manhole

Phase II – Kings Lake, Terra Alta and Cinnamon Bay 01400-2 section, the Contractor shall set up his equipment so that the inspection can be performed from the opposite manhole. If, again, the camera fails to pass through the entire manhole section, the inspection shall be considered complete, noted as "Survey Abandoned" and no additional inspection will be required.

The camera operator shall slow or stop the camera at potential or actual imperfections in the pipeline to obtain a high quality video image. Each location where a potential obstruction or structural deficiency exists shall be identified with accurate distance measurements above ground from the manhole or access hole.

Structural cracking, excessively deflected joints, protruding joint sealing material, corrosion, evidence of reverse slope by ponding of water or dips in pipe alignment and any other defect revealed by the CCTV inspection shall be repaired to the satisfaction of the Owner and/or Engineer of Record at the Contractor’s sole expense.

3.7 When manually operated winches are used to pull the television camera through the line, telephones or other suitable means of communication shall be set up between the two manholes of the section being inspected to insure good communications between members of the crew.

3.8 The importance of accurate distance measurements is emphasized. Measurement for location of defects shall be above ground by means of a meter device. Marking on the cable, or the like, which would require interpolation for depth of manhole, will not be allowed. Accuracy of the distance meter shall be checked by use of a walking meter, roll-a-tape, or other suitable device, and the accuracy shall be satisfactory to the Owner and/or Engineer of Record.

4. SUBMITTALS

At a minimum, documentation of the CCTV inspection shall include the following:

4.1 Television Inspection Logs: Electronic media location records shall be kept by the Contractor and will clearly show the location, by distance in 1/10 of a foot or nearest mm, from the manhole wall, in relation to an adjacent manhole of each defect point observed during inspection. In addition, other points of significance such as: unusual conditions; roots; cracks; fractures; broken pipe; presence of scale and corrosion; and other discernible features; as defined in the PACP defect codes, will be recorded on electronic media and a copy of such records will be supplied to the Owner.

4.2 Digital Photographs: Digital photographs shall be taken by the Contractor to document the pipe condition including any defects. Photographs shall be located by distance in 1/10 of a foot or nearest mm, from the manhole wall, in relation to an adjacent manhole.

4.3 Electronic Media Recordings: The purpose of electronic media recording shall be to supply a visual and audio record of problem areas of the pipelines that may be replayed by the Owner.

Videotape shall be high-quality color VHS format. The capacity of the videotape shall be adequate to record inspection of at least one (1) complete pipe segment. Recording of a single segment shall not extend to more than one (1) videotape.

Recording shall be performed using a four (4) head VHS format VCR recorded in SP or LP modes only.

CCTV inspections may be recorded onto digital media such as DVD with the prior permission of the Owner and/or Engineer of Record.

SECTION 02660

WASTEWATER / RECLAIMED WATER / STORMWATER / TRANSMISSION MAINS

1.01 WORK INCLUDED: The work under this Section includes providing a complete system for wastewater, reclaimed water or stormwater transmission pressure piping and appurtenant items.

1.02 QUALITY ASSURANCE

A. Design Requirements

1. Piping shall be laid with a minimum cover of 36 inches (914mm) below finished grade, unless otherwise indicated.

2. Force main pipelines as specified under this section shall be constructed of PVC Pipe (Section 15064 - PVC

Pipe and Fittings) or Ductile Iron Pipe (Section 15062 - Ductile Iron Pipe and Fittings). Reclaimed water mains shall be constructed of PVC pipe (Section 15064 - PVC Pipe and Fittings) or Ductile Iron Pipe

(Section 15062 - Ductile Iron Pipe and Fittings). Reclaimed water hydrant branches and fittings shall be restrained.

3. Changes in horizontal or vertical alignment of 45 degrees or less may be achieved through use of allowable pipe deflection in lieu of fittings shown on the Drawings at the Contractor's option, but subject to approval of the Engineer as to layout. Said deflection shall not exceed 75 percent of the limits and as recommended by the manufacturer and as set forth in AWWA and other applicable standards.

4. All mains and gravity piping, regardless of size and pipe material, shall be installed with electronic marker disks with locator systems.

a. Electronic Marker Disks: Markers shall consist of a passive device capable of reflecting a specifically designated repulse frequency tuned to the utility (service) being installed. Markers shall be color coded in accordance with the American Public Works Association's "Utility Locating and Coordinating

Council Standards". Colors shall be; Water #1252 Blue, Wastewater #1253 / Stormwater Green and

Reuse Purple. Markers shall be full range. Markers shall be installed directly above the centerline of the respective pipeline at intervals not to exceed 100 feet (30.5 meters), at each fitting (tees, wyes, crosses, reducers, plugs, caps and bends) or change in horizontal direction and at each valve along the pipeline. Markers shall be hand backfilled to one foot (0.31 meters) above the marker and have a finished depth of burial of not less than two feet (0.61 meters) nor more than eight feet (2.44 meters).

On gravity sewer systems, a locator marker shall be placed on all tees or wyes, and on all pipe bends, as well as the terminal end of the service lead. No separate payment shall be made for furnishing and installing the respective frequency and color coded electronic marker disk.

b. Locator System: Marker locator set shall be the EMS II "EMS Marker Locator" Path Tracing Receiver.

The Contractor shall furnish one (1) locator set for each type of service piping installed on the project.

No separate payment shall be made for furnishing marker locator sets. The price for these items shall be included in the price per linear foot. Each unit shall incorporate the following features and accessories:

1. Unit(s) shall be tuned to proper frequency for each type (service) of line.

2. Field strength meter which provides visual indication of the return signal.

3. Function switch for selection of operation mode.

4. Sensitivity control to adjust the receiver gain.

5. Audio speaker for signal response.

6. Battery access panel containing condensed operating instructions.

7. Auxiliary head set and head set jack.

8. Permanently attached shoulder straps.

9. Shockproof/weatherproof storage/carrying case.

System shall be Scotch Mark Locator System, or accepted equal.

5. Pipe Identification/Location

a. All transmission mains shall be installed with a continuous, insulated 10 gauge copper wire installed directly above the pipe for location purposes. Directionally drilled pipe shall be installed with two (2) insulated 10 gauge copper wires.

b. PVC reclaimed water mains shall be either a solid purple color or white with purple lettering. PVC wastewater or stormwater mains shall be either solid green color or white with green lettering. For all

PVC pipes over 12" (305mm) diameter, the pipes shall be solid of the respective color. All lettering shall appear legibly on the pipe and shall run the entire length of the pipe. Lettering shall read as is acceptable for the intended use.

6. All ductile iron mains shall be marked with a continuous stripe located within the top 90 degrees of the pipe.

Said stripe shall be a minimum 2 inches (51mm) in width and shall be oil based paint, green in color for raw wastewater and stormwater, and purple in color for reclaimed water. Backfill shall not be placed for 30 minutes following paint application. At the Contractor's option, the pipe may be stripe marked prior to pipe installation as follows:

Up to 8-inch (203mm) diameter: (2) 2-inch (51mm) wide @ 180E

10 (254mm) to 16-inch (406mm) diameter: (3) 2-inch wide (51mm) @ 120E

18 (457mm) to 24-inch (610mm) diameter: (4) 2-inch (51mm) wide @ 90E

30 (762mm) to 54-inch (1372mm) diameter: (6) 2-inch (51mm) wide @ 60E

b. Polyethylene encasement for ductile iron pipe shall be 8-mils thickness and shall be light green in color

(for wastewater and stormwater) and purple in color (for reclaimed water).

7. Contractor shall install utility markers over the pipe alignment as shown in the plans, or at 985 feet (300 meters) intervals, and at all locations where fittings deflect the pipe alignment in the horizontal plane.

B. Pipe Inspection: The Contractor shall obtain from the pipe manufacturers a certificate of inspection to the effect that the pipe and fittings supplied for this Contract have been inspected at the plant and that they meet the requirements of these Technical Specifications. All pipe and fittings shall be subjected to visual inspection at time of delivery by rail or truck, also just before they are lowered into the trench to be laid, and joints or fittings that do not conform to these Technical Specifications will be rejected and must be removed immediately by the Contractor.

The entire product of any plant may be rejected when, in the opinion of the Owner, the methods of manufacture fail to secure uniform results, or where the materials used are such as to produce inferior pipe or fittings.

C. Prevention of Electrolysis: Where shown on Drawings or deemed necessary, electrolytic action through the contact of dissimilar metals shall be prevented by either:

1. The separation of one material from the other by means of an insulating or dielectric coupling, or

2. The use of alternative materials, as directed by the Engineer.

1.04 SUBMITTALS

A. Shop Drawings shall be submitted to the Engineer, prior to construction for the following:

1. Mill test certificates or certified test reports on pipe

2. Details of restrained and flexible joints

3. Detailed laying schedule for pipe

4. Valves and valve boxes

5. Pipe identification/location systems

B. Acceptance of Material: The Owner reserves the right to sample and test any pipe or fitting after delivery and to reject all pipe and fittings represented by any sample which fails to comply with the specified requirements.

1.05 JOB CONDITIONS

A. Water in Excavation: Water shall not be allowed in the trenches while the pipes are being laid and/or tested. The

Contractor shall not open more trench than the available pumping facilities are able to dewater to the satisfaction of the Engineer. The Contractor shall assume responsibility for disposing of all water so as not to injure or interfere with the normal drainage of the territory in which he is working. In no case shall the pipelines being installed be used as drains for such water, and the ends of the pipe shall be kept properly and adequately blocked during construction by the use of approved stoppers and not by improvised equipment. All necessary precautions shall be taken to prevent the entrance of mud, sand, or other obstructing matter into the pipelines. If on completion of the work any such material has entered the pipelines, it must be cleaned as directed by the Engineer so that the entire system will be left clean and unobstructed. The Contractor shall not leave trenches open overnight.

PART 2 - PRODUCTS

2.01 MATERIALS: All materials furnished for this project shall be in accordance with the “List of Materials and

Approved Manufacturers” as appended to these specifications.

A. Ductile Iron Pipe and Fittings: Ductile iron pipe shall meet the requirements of Section 15062 - Ductile Iron Pipe and Fittings.

B. Polyvinyl Chloride Pipe and Fittings: Polyvinyl chloride (PVC) pipe shall meet the requirements of Section 15064

- Polyvinyl Chloride Pipe and Fittings.

C. Polyvinyl Chloride (PVC) Pipe and Fittings for directional drilling applications shall meet the requirements of

Section 15077.

D. HDPE Pipe and Fittings: HDPE pipe shall meet the requirements of Section 15071.

E. Valves: See Technical Specification Section 15117 for Plug Valves, Section 15103 for Butterfly Valves, and

Section 15101 for Gate Valves.

F. Valve Boxes: See Technical Specification Section 15116.

G. Service Saddles: Service saddles shall be double steel strap, ductile iron fusion epoxy or nylon coated body with stainless steel bolts, nuts and washers. Direct tapping may be utilized in lieu of service saddles with ductile iron pipe for tapping sizes up to 1-inch (25mm) tap size provided that the D.I.P. wall thickness will affect three full

AWWA C-800 Standard threads.

H. Corporation Stops and Curb Stops: Corporation stops and curb stops shall be all brass suitable for 150 psi operating pressure compatible with the connecting service piping type, threaded in accordance with AWWA C800, and shall be of sizes required and/or noted on the Drawings. Stainless steel liners shall be required on all compression connections.

I. Polyethylene Service Pipe: See Technical Specification Section 15071.

J. Air Release Valves: See Technical Specification Section 15122.

K. Fire Hydrants and Valve Assemblies: Fire hydrants shall be as manufactured by Mueller (Super Centurion 200), American (B84 B-6"), or Clow (Medallion F-2545), or an equal.

1. Fire hydrants shall be dry barrel break away type with 5 1/4 inch (133mm) minimum valve opening and shall comply with the current AWWA Standard Specifications C502 for 150 psi (1.034 MPa) working pressure.

Fire hydrants shall be of ample length for 3-1/2 foot (1.07m) depth of bury with necessary extensions to place safety flange the required 3 inches (76mm) above finished grade. Each hydrant shall be made in at least two

(2) sections bolted together. All interior working parts of the hydrant shall be removable from the top of the hydrant to allow repairs without removing the hydrant barrel after it has been installed. It shall be provided with two (2) 2-1/2 inch (63.5mm) hose nozzles and one (1) 4-1/2 inch (114.3mm) pumper nozzle, all having its specific Fire District Standard hose threads. All nozzles shall have caps attached by chains. Operating nuts shall be AWWA Standard. Drain or weep holes shall be permanently plugged by the manufacturer. Fire hydrants shall be painted in accordance with Orange County Public Utilities and Orange County Fire

Department. Three (3) operating wrenches shall be furnished for every ten (10) hydrants installed or relocated.

2. All hydrant assemblies shall incorporate anchoring hydrant fittings, including M.J. Locked Hydrant Tee with split gland to provide the locking together of the entire assembly. Gate valve shall be as specified in

Specification Section 15101.

3. All hydrants shall have a 24-inch (610mm) to 48-inch (1220mm) square by 6-inch (152mm) thick reinforced concrete shear pad as shown in the Drawings.

4. Fire hydrants shall be located in the general location as shown on the Drawings. Final field location of all hydrants shall be as approved by the Owner. All hydrants shall be located no less than five (1.5m) and no more than ten feet (3.0m) from the edge of pavement of the adjacent roadway and no less than five feet (1.5m) from any physical feature which may obstruct access or view of any hydrant unless otherwise approved by the

Owner.

L. Tapping Sleeves and Valves: Tapping sleeves and tapping valves used to make "wet" taps into existing mains shall be provided and installed at locations as shown in the Drawings. Tapping sleeve shall be steel fusion epoxy coated body with stainless steel straps, bolts, nuts and washers. Contractor shall determine the outside diameter of the existing main prior to ordering sleeve. Tapping valve shall be standard resilient seat gate valve meeting the requirements of AWWA C509.

M. Concrete: Concrete shall comply with FDOT specifications.

N. Tie Rods: Steel for tie rods and tie bolts shall conform to the requirements of ASTM Designation A 242, and rods shall be galvanized in conformance with requirements of ASTM Designation A 123.

O. Additional Work: Additional items of construction, necessary for the complete installation of the systems, shall conform to specific details shown on the Drawings and shall be constructed of first-class materials conforming to the applicable portions of these Technical Specifications.

PART 3 - EXECUTION

3.01 PREPARATION

A. Bedding

1. Pipe Cradle: Upon satisfactory installation of the pipe bedding material as specified in Section 02220, a continuous trough for the pipe barrel and recesses for the pipe bells or couplings shall be excavated by hand digging. When the pipe is laid in the prepared trench, true to line and grade, the pipe barrel shall receive con-tinuous, uniform support and no pressure will be exerted on the pipe joints from the trench bottom.

2. Cleanliness: The interior of the pipes shall be thoroughly cleaned of all foreign matter before being gently lowered into the trench and shall be kept clean during laying operations by means of plugs or other methods approved by the Engineer. During suspension of work for any reason at any time, a suitable stopper shall be placed in the end of the pipe last laid to prevent mud or other foreign material from entering the pipe.

3.02 INSTALLATION

A. Pipe

1. Gradient: Lines shall be laid straight, and depth of cover shall vary to provide uniform gradient or slope to pipe, whether grading is completed or proposed at time of pipe installation. When a grade or slope is shown on the Drawings, batter boards with string line paralleling design grade, or other previously approved means, shall be used by the Contractor to assure conformance to required grade.

2. Pipe Joint Deflection: Whenever it is desirable to deflect pipe, the amount of deflection shall not exceed 75 percent of the maximum limits as shown in AWWA Standard C600 for ductile iron pipe and 75 percent of the maximum limits recommended by the manufacturer and as for PVC pipe.

3. Rejects: Any pipe found defective shall be immediately removed and replaced with sound pipe at the

Contractor's expense.

4. Joint Compounds: No sulphur base joint compound shall be used.

5. Anchors: Concrete thrust blocks shall not be allowed. Concrete thrust collars shall conform to the details shown on the Drawings and shall be of Class C concrete. Restrained joints shall be as specified in Section

15062 - Ductile Iron Pipe and Fittings and as specified in Section 15064 - Polyvinyl Chloride (PVC) Pipe and Fittings.

B. Installing Valves and Boxes

1. Valves: Valves shall be carefully inspected, opened wide and then tightly closed and the various nuts and bolts shall be tested for tightness. Install valves with stem position horizontal and vertical. Any valve that does not operate correctly shall be removed and replaced. For all buried valves in which the operating nut is deeper than four feet (1.22m) from the finish ground surface, an extension rod with 2-inch operating nut and upper guide shall be installed permanently in riser section. Extend nut to one foot below finish grade. All buried in-line valves shall be mechanically restrained on each side of the valve for two (2) full pipe joints.

2. Valve Boxes: Valve boxes shall be carefully centered over the operating nuts of the valves so as to permit a valve key to be fitted easily to the operating nut. In unpaved areas, valve boxes shall be set to conform to the level of the finished surface and held in position by a concrete collar placed under the support flange as shown on the Drawings. The valve box shall not transmit surface loads to the pipe or valve. Extensions or risers for valve boxes shall be an integral part of the box. No cut sections of D.I. or PVC pipe shall be used in extending the box to its proper height. Care shall be taken to prevent earth and other material from entering the valve box. Any valve box which is out of alignment or whose top does not conform to the finished ground

Phase 2 – Kings Lake, Terra Alta and Cinnamon Bay 02660-6 surface shall be dug out and reset. Before final acceptance of the work all valve boxes shall be adjusted to finish grade.

3. Concrete Collar: Each valve installed in an unimproved area (outside of pavement, driveways or sidewalks) shall require a 24" (610mm) x 24" (610mm) x 6" (152mm) concrete pad or collar as shown in the Drawings.

4. Identification Disc: Each valve installed shall be identified by a 3" (76mm) diameter bronze disc anchored in the concrete pad or collar in unimproved areas and/or anchored on a 4" (102mm) x 4" (102mm) x 18"

(457mm) long concrete post set flush with the pavement surface in improved areas. The disc shall be stamped with the following information as shown on the Drawings:

a. Size of the valve c. Service

b. Type of Valve d. Direction and number of turns to open

C. Concrete Encasement

1. Concrete encasement shall be constructed in accordance with details shown on the Drawings and shall be constructed of Class C concrete. Encasement shall be constructed where:

a. Indicated on the Drawings.

b. The Owner shall order the line encased.

2. The points of beginning and ending of pipe encasement shall be not more than 6 inches (152mm) from a pipe joint to protect the pipe from cracking due to uneven settlement of its foundation or the effects of superimposed live loads.

D. Flush Out Connections: Flush out connections shall be installed at the locations as determined by the Owner and be full pipe size.

E. Backfilling: Backfilling shall be in accordance with FDOT specifications Section 02220 of these Technical

Specifications.

3.03 CLEANING

A. General: At the conclusion of the work, the Contractor shall thoroughly clean the new pipe lines by flushing with water or other means to remove all dirt, stones or other material which may have entered the line during the construction period.

B. Correction of Non-Conforming Work: All non-conforming work shall be repaired or replaced by the Contractor at no additional expense to the Owner. Non-conforming work shall be defined as failure to adhere to any specific or implied directive of these Technical Specifications and/or the Drawings, including but not limited to pipe not laid straight, true to the lines and grades as shown on the Drawings, damaged or unacceptable materials, misalignment or diameter ring deflection in pipe due to bedding or backfilling, visible or detectable leakage and failure to pass any specified test or inspection.

3.04 FIELD QUALITY CONTROL

A. Flushing: All pipelines shall be flushed to remove all sand and other foreign matter. Flushing shall be accomplished in strict accordance with AWWA C651-92. The velocity of the flushing water shall be at least 2.5 feet per second (.762 m/s). Flushing shall be terminated at the direction of the Engineer. The Contractor shall dispose of the flushing water without causing a nuisance or property damage. The Contractor shall arrange with the

Owner (and pay for) the source of flushing water.

B. Pressure and Leakage Tests of Pressure Piping

1. General: The Contractor shall perform hydrostatic pressure and leakage tests on all pressure piping.

2. Standard: AWWA C600, Section 4, with the exceptions required herein and the exception that the Contractor shall furnish all gauges, meters, pressure pumps and other equipment needed to test the lines.

3. Hydrostatic Pressure Test

a. Test Pressure

1) Wastewater Forcemains: 100 psi (0.689 MPa)

2) Stormwater and Reclaimed Water Mains: 150 psi (1.034 MPa)

b. Test Duration: 24 hours

c. Air Release: Corporation cocks at least 3/4-inch (20 mm) in diameter, pipe riser and angle globe valves shall be provided at each dead-end to bleed air from the line.

4. Hydrostatic Leakage Test

a. General: Following the pressure test, the Contractor shall perform the leakage test. The line shall be filled with water and all air removed for the test. The Contractor shall provide a pump to maintain the test pressure for the entire test period.

b. Test Pressure

1. Wastewater Forcemains: 100 psi (0.689 MPa)

2. Stormwater and Reclaimed Watermain: 150 psi (1.034 MPa)

c. Test Duration: 2 hours.

e. Visible Leakage: All leaks evident at the surface shall be repaired and leakage eliminated regardless of the measured total leakage.

f. Leakage Measurement: The amount of water required to maintain the test pressure is the leakage.

g. Leakage Repair: Repairs to leaks shall be completed in strict accordance with the pipe manufacturer's written recommendations.

h. Whenever the number of leaking pipe joints (as defined herein) exceed 10 percent of the installed number of joints (for each size and material type utilized) the pipe material shall be considered defective and shall be uncovered and removed by the Contractor and replaced with non-defective pipe

Phase 2 – Kings Lake, Terra Alta and Cinnamon Bay 02660-8 materials at no additional cost to the Owner. No consideration will be given to mechanical repair of leaking joints beyond the 10 percent threshold criteria.
