Summary: Steerman Well Plugging Project Technical Specifications

This technical specifications document from the West Virginia Department of Environmental Protection (DEP), Office of Oil and Gas, describes a well plugging and site remediation project for an abandoned oil and natural gas well located in Upshur County, Crawford, West Virginia (API# 47-097-00729). The project involves comprehensive plugging services for a well drilled in 1962 and previously plugged in 1970, with a total depth of 1,570 feet and multiple casing sizes (10-inch, 8-inch, and 5-inch). The scope of work encompasses site preparation, well plugging operations, site reclamation, and restoration of the well location approximately 60 feet from the intersection of Cherry Fork Road and Ingo Road. The project requires a minimum three-person rig crew and includes 37 distinct technical specification line items covering equipment, materials, labor, and specialized services necessary for full well remediation and site restoration in compliance with West Virginia Code 22-6-23 and 22-6-24.

The contract is structured as a cost-reimbursement arrangement with individual line items for services and materials, including hourly rates for rig and crew operations, heavy equipment, and specialized tools; lump-sum pricing for site preparation and reclamation; and per-unit pricing for consumables such as cement, gravel, casing, and disposal services. Work shall be conducted Monday through Friday with a maximum ten-hour workday, and the contractor is responsible for daily time and material tracking with DEP confirmation. A project coordinator from the DEP's Abandoned Well Plugging Program will oversee contract execution and serve as the primary point of contact. The DEP will obtain all necessary local, state, and federal permits and incorporate the proposed plugging work plan into the permit conditions. Upon contract award, the well will be transferred to and registered under "UNKNOWN - DEP PAID PLUGGING CONTRACT" as the responsible party.

Cherry Fork of Little Kanawha River. The location is across the road from the Ingo Church which sits in front of the stream. An entrance road shall be established, and any trees and brushed removed will be stacked between the well site and the stream.

2.0 Well-specific considerations:

2.1 API# 47-097-00729

The Office of Oil and Gas does have a well record for the subject well API# 47-097-00729 (see

Appendix A). The subject well was drilled in 1962 and plugged in 1970. There is 10” casing visible at the surface. Records indicate a total depth of 1570’ with multiple showings of oil, gas, and water at various depths. Additionally, records indicate 10”, 8 ¼”, and 5 ½” casing sizes at various depths.

V. PROJECT WORK PLAN

Contract work may require site remediation of the well site prior to the commencement of plugging operations.

Project will commence, generally, as follows:

1. Pre-mobilization site remediation, if necessary,

3. Connect rig to well,

4. Clean out well to total depth,

5. Set prescribed plugs and monument,

6. Reclaim site including removal of stream crossings, and

7. Submit invoice to DEP.

Site Preparation Plan

Two hundred (200) feet of silt fence will need to be installed between the location and the existing stream. A 20” culvert shall be installed at the entrance of the original access road from the county road. The original access road will need to be opened up with stone applied as needed for stabilization. Brush and trees from the location shall be cleared and stacked to the lower side as to create a brush barrier between Cherry Fork. Stone shall be applied to the location for stabilization as needed.

Proposed Plugging Work Plan:

1. Notify Project Coordinator (PC) within 24 hours of plugging commencement.

2. Move in and rig up to existing 10” casing.

3. Drill out cement with 8 ¼” bit to 425’.

4. Find the top of the 5 ½” casing.

5. Mill the top of the 5 ½” until open.

6. Enter the 5 ½” casing with work string.

7. Run in hole to 1400’.

8. Circulate hole with water.

9. Run 2 sacks of gel followed by 40 sacks of cement.

10. Pull up to 500’ or stay in casing. Wait on cement (WOC).

11. Tag plug and pull up to 600’. Run 40 sacks of cement and trip out hole (TOH).

12. WOC, tag plug, cement to surface.

13. Set monument and reclaim site.

NOTE.. Any casing found in the well without cement in the annulus that cannot be retrieved must be perforated and cemented at all saltwater, freshwater, coal, oil, gas, casing shoe and elevation points. In addition, every attempt should be made to enter 5 ½”casing or mill casing at or below elevation.

Site Reclamation Plan
