About this file
This Technical Response document is a standardized form submitted by respondents to the Florida Department of Children and Families (DCF) for the Elevator Maintenance and Repair solicitation in the Northwest Region (DCF 2526 058, NWR PMT-59). The form requires respondents to provide comprehensive information regarding their qualifications, experience, and organizational capabilities to perform elevator maintenance and repair services for three hydraulic elevators located in Tallahassee, Quincy, and Marianna. Respondents must document their years in business, number of years providing similar services, and provide references for three comparable service projects of similar size and nature. The solicitation requires responses by January 8, 2026, at 2:00 PM, with a public bid opening scheduled for 3:00 PM the same day via video conference. An optional pre-bid site visit period is available from November 24 through December 12, 2025. The resulting contract will be a five-year term from February 1, 2026, through January 31, 2031, awarded to the responsible and responsive respondent submitting the lowest responsive bid.
The Technical Response form also requires disclosure of related parties, conflicts of interest with State of Florida employees, and any terminated contracts for cause or prior to completion within the last five years. Respondents must identify all proposed subcontractors and their assigned services, along with detailed statements addressing both the respondent's and any subcontractor's ability to successfully complete the work as specified in the solicitation and its appendices. Respondents must hold Florida Building Code and Inspectors Board certification and maintain current state licensing throughout contract performance. The contractor must provide general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, along with workers' compensation and employer's liability insurance. Monthly compensation will include potential annual price adjustments capped at three percent, calculated using a formula allocating 80% to labor and 20% to materials.
