An optional in-person pre-bid conference is available from November 24 through December 12, 2025. Written questions are due by January 8, 2026, at 10:00 a.m., with the Department's responses anticipated by January 15, 2026. The corrected response due date is January 22, 2026, at 2:00 p.m., with a public bid opening scheduled for 3:00 p.m. the same day. The Notice of Intent to Award is anticipated for January 29, 2026. Respondents must submit three mandatory documents: Required Certifications (PMT-58), Technical Response (PMT-59), and Cost Proposal (PMT-60), along with Appendix 1 - Performance Guarantees, Exhibit A - Schedule of Initial Base Hourly Rates for Contractor's Personnel, and Exhibit B - Contractor's Schedule of Unit Prices. Vendors must hold certification from the Florida Building Code and Inspectors Board and be registered with the Florida Department of State. The Department reserves the right to reject any or all responses and intends to award the contract to the responsible and responsive respondent submitting the lowest responsive bid. The contract includes provisions for monthly compensation with potential annual price adjustments capped at three percent, allocated 80% to labor and 20% to materials. Contractors must maintain general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, along with workers' compensation and employer's liability insurance.
