TECHNICAL QUOTATION INFORMATION PACKET
Please provide responses to each of the Decisional Rule Criteria below.
The quoter’s quotation will be evaluated in three areas: Technical, Past Performance, and Price. Technical areas are more important than Past Performance, which in turn is more important than Price. Quoters should recognize that Price, although of lesser importance than Technical and Past Performance, might contribute substantially to the Source Selection Authority’s (SSA’s) contract award decision. As the evaluation of competing quotations in the Technical and Past Performance areas become more equal in rating, the more important Price will be come in selecting the best value for the Government. Technical and Past Performance areas will be evaluated in accordance with FAR 13.106-2(b)(3), Evaluation of Quotations or Offers.
The quoter’s quotation must clearly demonstrate, at the time of submission, unless otherwise stated, the capability to meet the Decisional Rule criteria. Quotations will be rated based on the Decisional Rule criteria. Quotations shall clearly demonstrate the capability to meet all of the following Decisional Rule criteria:
1. The quoter has experience working with law enforcement professionals and demonstrates understanding of the unique challenges of law enforcement professionals and culture. Quoter must submit a documentation of EAP services provided to current or previous law enforcement clients.
2. The quoter demonstrates a protocol for service connection that includes ensuring timely appointments with counselors and substance abuse treatment providers. Quoter must submit a plan to ensure three (3) appointment options (to include telepsychology) are provided to a participant within 72 hours of the service request.
3. The quoter demonstrates a stringent process for evaluating the qualifications of network providers of counseling and substance abuse counseling providers. Quoter must submit a sample review of five prospective EAP providers’ (names and identifying information redacted) qualifications to include requirements for education, license/certification, experience, availability, and malpractice insurance.
4. The quoter demonstrates a stringent process for routinely evaluating the availability of network providers to provide in-person counseling and substance abuse services. Quoter must submit a plan to ensure ongoing availability of the full range of in-person EAP services for staff located at all BOP institutions and duty stations.
5. The quoter demonstrates the ability to provide counseling and substance abuse counseling services via telepsychology. The quoter demonstrates a stringent process for routinely evaluating the availability of telepsychology providers. The quoter must submit a plan outlining how a full range of telepsychology options will be made available to participants, and how participants will be apprised of the telepsychology options available to them when they request counseling or substance abuse counseling services.
6. The quoter demonstrates the ability to develop and provide promotion materials designed to educate and engage participants. The quoter must submit a sample EAP promotion brochure, a sample EAP promotion pamphlet, and a sample EAP promotion wallet card.
7. The quoter clearly demonstrates the ability to provide effective didactic interactive training events. The quoter must submit a lesson plan for a one-hour (minimum) training event on some aspect of work-life balance.
8. The quoter clearly demonstrates the ability to analyze utilization data, recognize trends, and make recommendations to the agency to maximize program effectiveness and enhance employee well-being. The quoter must submit a sample utilization reports describing program activities, utilization rates, and demographics.
9. The quoter demonstrates the ability to develop and maintain a comprehensive and integrated website and applications for smartphones and tablets to support service access (e.g., live chat, email), archived webinars, training resources, informational materials, and health/wellness tools. The quoter must provide access to a currently maintained portal demonstrating participant access to the full range of services and resources, or a sample portal with representational examples of service, training resources, informational materials, and health/wellness tools.
