About this file
This is a Technical Proposal Package for Municipal Stormwater Permit Consulting Services issued by Charles County, Maryland, seeking multi-disciplined professional engineering firms to provide comprehensive stormwater-related services. The county is establishing multiple task order contracts to support National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System Discharge permit requirements. Requested services encompass stormwater engineering, environmental planning, stream monitoring, asset management, inspections, ecological restoration, water quality monitoring, and construction administration. The RFP was released on July 23, 2025, with proposals due by August 27, 2025, at 11:00 a.m., and a virtual pre-proposal meeting scheduled for August 4, 2025, at 2:00 p.m. The contract will have a base period ending September 30, 2028, with two optional one-year renewal periods at the county's discretion.
Qualifying firms must demonstrate a minimum of ten years of active engagement in NPDES stormwater permit services and provide project summaries for ten representative projects completed over the past decade. The evaluation will employ a 100-point scoring system allocating 50 points to technical proposal content and 50 points to cost. Each awarded firm will have a total contract ceiling of $3,000,000, with individual task orders not exceeding $250,000, with no guaranteed minimum work quantity. Task order assignment will be based on price, experience, capacity, key personnel, availability, approach, and past performance. The procurement requires registered Professional Engineers licensed in Maryland and a Senior Environmental Scientist with a minimum of seven years of Maryland NPDES municipal stormwater permit experience. Comprehensive insurance coverage, including general liability and professional liability insurance, will be mandatory. The estimated total cost for these services is $15,000,000, funded through County sources across fiscal years 2026-2031, with all task orders contingent upon appropriation and encumbrance of fiscal funding and requiring a written Notice-to-Proceed and Purchase Order before work commencement.
