About this file
The document is an Evaluation Criteria document for Municipal Stormwater Permit Consulting Services issued by Charles County, Maryland. The county is seeking proposals from multi-disciplined firms to provide professional services related to stormwater engineering, planning, monitoring, asset management, and inspection tasks. The evaluation process will use a 100-point scoring system, with 50 points allocated to technical proposal content and 50 points to cost, though the county is requesting a deviation from the strict 50/50 split.
The technical evaluation will assess four key areas: project understanding and approach (15 points), experience of key staff and project team (20 points), firm representative projects and depth (20 points), and examples of innovative watershed solutions (5 points). The cost component is weighted at 40 points. The county anticipates awarding multiple firms for task-oriented services, which will allow them to request multiple proposals for each specific task and select the lowest-priced, most beneficial proposal. The deviation from the standard point distribution is justified by the need to emphasize technical competence and expertise as central to the desired workmanship.

If applicable, describe why a deviation from the 50/50-point distribution is being requested:
A deviation from the 50/50-point distribution is requested for the following reasons: (1) most importantly competence and technical expertise are central to the workmanship desired, and (2) we anticipate to award multiple firms for task oriented services, so will have the opportunity to request multiple proposals at time of each task which will allow the selection of the lowest priced, most beneficial proposal and approach.
