About this file
The document is a Technical Proposal Package for Municipal Stormwater Permit Consulting Services, primarily targeting Charles County, Maryland's National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System Discharge permit requirements. The county is seeking proposals from multi-disciplined professional firms to provide comprehensive services including stormwater engineering, environmental planning, stream monitoring, asset management, inspections, ecological restoration, water quality monitoring, and construction administration. The RFP was released on July 23, 2025, with proposals due by August 27, 2025, at 11:00 am, and a virtual pre-proposal meeting scheduled for August 4, 2025, at 2:00 pm. The contract will have a base period ending September 30, 2028, with two optional one-year renewals at the county's discretion.
The procurement will award multiple contracts, with each firm having a total contract ceiling of $3,000,000 and individual task orders not exceeding $250,000. The estimated total cost for these comprehensive services is $15,000,000, to be funded through County sources across fiscal years 2026-2031. No minimum quantity of work is guaranteed, and task orders will be assigned based on price, experience, capacity, key personnel, availability, approach, and past performance. Proposing firms must have at least ten years of experience in NPDES stormwater permit services and employ registered Professional Engineers licensed in Maryland. The evaluation criteria will use a 100-point scoring system, with 50 points allocated to technical proposal content and 50 points to cost. Comprehensive insurance coverage will be required, and all task orders are contingent upon appropriation and encumbrance of fiscal funding.
