Performance Requirements Summary
This is a Performance Requirements Summary (PRS) document that establishes performance standards and quality metrics for calibration services to be provided at Dugway Proving Ground (DPG). The contractor must coordinate four annual onsite calibration visits to DPG, covering all travel expenses and providing necessary calibration equipment. The contractor is required to operate a laboratory formally accredited to ISO 17025 by A2LA and provide certified service technicians with documented education, training, and experience in calibrating analytical balances, flow meters, flow controllers, digital thermometers, and analytical weight sets. All personnel performing services at DPG must undergo required training and complete training documentation submission at least 24 hours before initial service; US citizenship verification must be sent to the Contracting Officer's Representative within 24 hours of scheduling onsite service.
The technical performance requirements mandate specific calibration standards: analytical balances must verify linearity, repeatability, and eccentricity; digital thermometers must be calibrated at 4°C with confirmed accuracy and resolution; flow meters and controllers must be calibrated using SI-traceable standards across a 0–2 L/min range at five test points with documented measurement uncertainty; and Class 1 weight sets must be calibrated using nationally traceable equipment, either onsite or at the contractor's facility with a 14-day return requirement. All calibration reports must be submitted to the COR within five business days, include ISO 17025 compliance documentation, and be accompanied by physical calibration stamps on instruments. Equipment calibration cycles are annual for most items, biennial for digital thermometers, and triennial for weight sets. All performance standards require zero deviation from requirements, with non-conformance resulting in nonconformance reports and potential negative CPARS entries.

PRS#1. Schedule
Coordination with the
Government (PWS para.
5.2.1)
Schedule Coordination with the Government: The
Contractor will coordinate with the Government to schedule four annual on-site calibration visits to
Dugway Proving Ground
(DPG), covering all associated travel expenses and providing all necessary calibration equipment. Prior to each visit, the Contractor shall verify that their equipment is fully functional, recently calibrated and traceable to
NIST or equivalent standards, and appropriate for calibrating the specific
DPG equipment scheduled for service.
Base Year: Coordinate with the Government to confirm dates and the number/type of equipment available for calibration during each visit.
Option Years: Utilize a record of the number and type of equipment calibrated in the previous year to proactively propose a calibration schedule to the Government for review and approval. This schedule will be designed to ensure all equipment is calibrated within its annual calibration cycle and prevent any overdue calibrations, facilitating efficient planning and minimizing scheduling conflicts.
Zero deviation from the standard.
Contractor compliance rate shall be utilized as objective evidence of contract compliance and documented into the CPAR system;
contractor shall re-perform the service
Non-conforming services will result in non-conformance reports issued to
Contractor and potential negative
CPARS report.
PRS #2. On-site support from certified ISO 17025 technician
PWS para. 5.2.2
On-site support from certified ISO 17025 technician: The contractor shall operate a laboratory that is formally accredited to ISO 17025 by a recognized accreditation body A2LA. This accreditation confirms that the lab meets international standards for competence in testing and calibration.
The contractor shall provide service technicians
The proposal package shall include documentation demonstrating the contractor’s
ISO 17025 accreditation by a recognized accreditation body, such as A2LA, as well as proof of relevant training and qualifications for each service technician performing calibrations on the specified equipment types.
The contractor shall include in their proposal package a summary of the ISO 17025 calibration procedures intended for use on each equipment type (analytical balances, flow meters, flow controllers, digital thermometers, and analytical weight sets).
This will provide the Government with visibility into the calibration process, ensuring alignment with ISO 17025 standards and traceability to appropriate standards; detailed technical specifics are not required, but a clear

Contractor compliance rate shall be utilized as objective evidence of contract compliance and documented into the CPAR system;

overview of the documented procedures is necessary.
The contractor shall verify US citizenship of their personnel who will perform the service at Dugway. This verification must be sent to the Contracting Officer's Representative
(COR) via email within 24 hours after scheduling an onsite service.
The standard doesn't apply if the same person/service technician of the contractor comes to Dugway to perform the service the second time.
PRS # 3. Training (PWS.
5.2.3)
Prior performing services at DPG, the contractor shall complete all required training in section 1.6.19 of this PWS.
Submit training completion documentation to the COR at least 24 hours before the initial on-site service at DPG.
Contractor compliance rate shall be utilized as objective evidence of contract compliance and documented into the CPAR system;
in non-conformance reports issued to
Contractor and

Flow Meter & Flow
Controller Calibration:
The contractor shall perform the calibration of flow meters and controllers using a flow standard traceable to national or international references. Confirm accuracy, linearity, and repeatability, and conduct calibrations across multiple flow rates in
Calibration of 0–2 L/min flow devices must be conducted using standards traceable to the
International System of Units (SI), such as those certified by a national metrology institute like NIST. Calibration must include an estimation and documentation of measurement uncertainty, which is especially critical at low flow rates where small errors have greater impact. Devices should be tested at five points across their range (e.g., 0.0 to
2.0 L/min) to assess linearity and accuracy.
Contractor compliance rate shall be utilized as objective evidence of contract compliance and documented into the CPAR system;
in non-conformance reports issued to
Contractor and accordance with ISO/IEC
17025 requirements.
PRS#8. On-site
Weight Set Calibration
(On-Site or Off-Site): The contractor shall perform the calibration of Class1 weight sets either on-site at
DPG or at the contractor’s facility.
Calibrate weight sets using measurement equipment traceable to national standards, in compliance with ISO17025 requirements.
For off-site: The Government will securely package and ship weight sets to the
Contractor’s facility for calibration, with the
Contractor responsible for all shipping costs to and from DPG. Calibrated weight sets must be returned to DPG within 14 days of receipt at the Contractor’s facility.
Contractor compliance rate shall be utilized as objective evidence of contract compliance and documented into the CPAR system;
in non-conformance reports issued to
Contractor and
PRS#9. Deliverables
(PWS 5.2.6)
The Contractor shall provide the following deliverables for each calibration event:
• ISO 17025
Calibration Report: A detailed ISO 17025 compliant report of calibration for each instrument, including all relevant data and traceability information.
• Calibration
Stamp: A physical stamp affixed to each calibrated instrument indicating the new calibration date and
ISO 17025 accreditation.
• Calibration
Cycle: Equipment will be calibrated annually, except for digital thermometers
(every two years) and weight sets (every three years).
• Submit all calibration reports to the
COR within five business days of completing the calibration services.
• Apply a new calibration label/stamp to each instrument immediately following calibration.
Contractor compliance rate shall be utilized as objective evidence of contract compliance and documented into the CPAR system;
in non-conformance reports issued to
Contractor and
