1.0 General Information.
1.1 Overview. The Contractor shall provide Custodial Services at Kaserne Areas and Gymnasiums. The work and frequency are defined in the Work Capability Levels table located in paragraph 3.0. These works include, but are not limited to, the following:
cleaning restrooms and kitchens; removing trash and emptying recycle bins; cleaning windows, highchairs, cribs, playpens, and food service areas; vacuuming and spot cleaning carpet, sweeping and mopping floors, and buffing; dusting and scrubbing walls;
cleaning upholstered furniture; and other associated work as directed by the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative
(ACOR).
1.2 Special Event Cleaning. The Contractor shall provide Custodial Services for special events, which shall be outside of the established frequencies for custodial services as directed by the Contracting Officer (KO). These events include, but are not limited to, VIP visits, summer camps, and Inspector General (IG) Team visits. The KO will notify the Contractor of the requirements as soon as it is known, but not less than seventy-two (72) hours prior to the event. The Contractor shall complete all cleaning tasks not less than four (4) hours prior to each event.
1.3 Scope. The Contractor shall provide all management, tools, equipment, industry certified cleaning supplies and labor necessary to ensure that custodial services are performed. The Contractor shall accomplish all cleaning tasks in accordance with (IAW) the Work Capability Levels table, located in paragraph 3.0, in order to meet the requirements of this PWS. The three (3) levels of custodial service include the following:
a. Enhanced Service
b. Standard Service
c. Basic Service
2.0 Basic Services:
2.1 Inspection. The Contractor shall notify the COR for inspection and acceptance after assigned work has been completed.
2.2 Communication. The Project Manager and his foreman is required to have a cell phone by his/her own expense so that the Contracting Officer / COR may send verbal messages to the Project Manager or the foreman by telephone on an immediate basis.
3.0 Recurring Services
3.1 Facility Cleaning Services. Accessible floor surfaces shall be cleaned. Moveable items (chairs, trash receptacles, any and all easily moved item(s) shall be tilted or moved to access the floor surface (to sweep wet mop, vacuum) underneath these items. Moved items shall be returned to their original position after cleaning. Grout on wall and floor tiles shall be free of dirt, scum, mildew, and residue.
3.2 Non-Carpeted Floors (Hard Floors: Vinyl Tile, Ceramic Tile, Wood, Concrete, etc.). Hard floors shall be maintained free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter and other foreign matter by effective routine cleaning. Cleaning shall be accomplished by the most appropriate method (vacuum, sweep, dust mop, wet mop, spot clean, etc.) and with cleaning solutions if applicable, for the specific floor type. Floor surfaces, including grout and any transition, separations or joints in the materials, shall be maintained to have a uniform, clean appearance absent of streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Protective coverings, baseboards, corners, and wall/floor edges shall be clean to same standard.
3.3 Sweep/Wet Mop Floors. The entire area to be swept shall be thoroughly cleaned to remove dust, dry soil, and other litter. After the floor has been swept, the floor surface including corners and abutments shall be free of streaks, litter, and spots caused by spills, with no visible dust, soil, or other litter. Use proper wet floor signage.
Sweep, vacuum or dust mop the floor to remove any large debris prior to wet mopping.
Apply the floor cleaning chemical according to the manufacturer’s directions. After wet mopping, all stains and soils which are water soluble should be removed from the floor, leaving a clean, fresh floor. Floors must have a clean, uniform glossy appearance free of soil, film and stains, streaks, swirl marks, or standing water and/or contamination. All exposed surfaces of baseboards and furnishings must be also free of splash marks and streaks. No mop streaks must remain in the area.
3.4 Stairways/Elevators/Handicap Lifts. All floor surfaces shall be cleaned in accordance with the non-carpeted and carpeted requirements as appropriate. Stair guards, handrails, wall caps and baseboards shall be free from grease and grime. The Contractor shall remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls, up to 2.25 meters height from stair tread level, to provide or maintain a clean, uniform appearance
3.5 Clean Drinking Fountains. Clean and disinfect all porcelain and polished metal surfaces, including the faucet, knobs, orifices and drain as well as outer surfaces of fountain. After cleaning the drinking fountains, the entire drinking fountain shall be free from streaks, stains, spots, smudges, scale, and other obvious removable soil.
3.6 Clean Floor (Walk-Off) Mats. Vacuum and/or clean interior and exterior floor mats. Mats shall be free of all visible lint, litter, debris, soil and other foreign matter. Soil and moisture underneath mats shall be removed and mats returned to their normal location. Area and throw rugs shall receive the same service.
3.7 Trash and Recycling Collection/Removal. All wastebaskets, cigarette butt receptacles, pencil sharpeners and other trash containers within the area shall be emptied and returned to their initial location. This includes exterior wastebaskets and cigarette butt receptacles located directly outside building entrances. Attention: Ashtrays/butt cans/urns may be located within a distance of 20 meters from the building. Sand in cigarette butt receptacles will be strained to remove ashes and debris. Trash receptacles shall be left clean, free of foreign matter and free of odors. The Contractor shall replace any obviously soiled, worn or torn plastic trash can liners. Trash shall be disposed into a designated trash dumpster. Recyclable materials, collected in separate boxes or containers, shall be picked up by the Contractor and disposed at the nearest recycling containers located outside the buildings in accordance with local policy and German law.
The contractor shall not remove large amounts of bulk recyclable materials beyond what a normal person can carry (50 cm x 50 cm or 9 kg) to the recycling containers.
3.8 Regular Dusting. Regular dusting shall be defined as the removal of all dust, lint, litter, dry soil, etc. from the horizontal surfaces of desks, tabletops, bookshelves, file cabinets, and other office furniture shall be free of dust and debris, and other types of office furniture and equipment and from horizontal ledges, window sills, blinds, hand rails, etc. below 1.8 meters from the top of the floor surfaces. After dusting, all such horizontal surfaces shall have a uniform appearance, free of streaks, smudges, dust, lint, litter, fingerprints, coffee/drink stains, and wiped streak-free. Glass and doors free of fingerprints, stains and streaks. Dusting shall be accomplished by removal of soil from the area, not by moving it from one surface to another.
3.9 Wash Interior Glass. Shall be defined as the complete removal of smudges, tape, oily film, and other types of soil from all glass in interior partitions, walls, doors, displays, and other glass areas. The glass shall be rinsed to remove any detergent solution residue. After washing, the glass areas shall be free of dust, smudges, oily film, tape, and all other types of soil, streaks, and watermarks. Glass cleaner splash and drip marks shall be removed from all adjacent surfaces.
3.10 Clean Entrances Exterior and Interior Platforms and steps. Entrances shall be free of dirt, litter, and dry leaves. Rubber polyester entrance mats and stone platforms shall be swept, vacuumed or wet mopped. Soil and moisture underneath entrance mats or mud scrapers shall be removed and all mats shall be correctly reinstalled.
4.0 Restrooms and Locker Rooms and related Cleaning Services
4.1 Clean Restrooms and Disinfect Toilets/Urinals. All surfaces of sinks, toilets, urinals, lavatories, showers, shower mats, dispensers, plumbing fixtures, drinking fountains, saunas, dispensers, doors, walls, partitions, stalls, stall doors, entry doors (including handle, kick plates, ventilation grates, metal guards), walls, and other such surfaces shall be cleaned and disinfected using a germicidal agent and free from water and scale deposits, soil, streaks, and other removable matter. Restrooms shall be left with a clean, pleasant scent/fragrance or no odor at all. Showers, toilets, and urinals will be free of spots, water spots, scale buildup and urine sediments, soap scum, odors, and any other deposits. Mirrors shall be clean and have no streaks or other removable matter.
Partitions shall be smudge and stain free. Vents shall be clean. Walls and grout shall be free of all film, spots, and detergent buildup. No abrasive and/or bowl cleaners are to be used to clean the drinking fountains. Floor inlets shall be filled with fresh water at each service.
4.2 Supplies. Contractor shall ensure restrooms are stocked with supplies including 3-layer toilet tissue, paper towels, liquid hand soap and toilet brushes. Supplies shall be stored in designated areas. Supply shall not run out before the next service date. If supplies run out prior to the next service date, the Contractor shall refill within two hours of notification. The contractor must use the correct detergent against Covid-19.
4.3 Cleaning of lockers. Interior and exterior surfaces of the lockers shall be disinfected, clean and free of all foreign matter.
4.4 Sauna cleaning services. All surfaces of the sauna shall be clean and free of all stains, scum, scale, mineral deposits and foreign matter and disinfected.
4.5 Monthly high pressure cleaning. Wall and floor tiles of shower rooms and saunas shall be lathered with WITTY-Pool or equal, soaked for applicable time according to manufacturer’s instructions and washed down with high pressure cleaner.
4.6 Measures Covid-19 special Cleaning:
4.6.1 Daily Cleaning Restrooms at Installation Admin (COVID 19): All surfaces of sinks, toilets, urinals, lavatories, showers, dispensers, plumbing fixtures, drinking fountains, saunas, doors, walls, partitions, stalls and stall doors, entry doors (including handle, kick plates, ventilation grates, metal guards), walls and other such surfaces shall be cleaned and disinfected using a germicidal agent and free from water and scale deposits, soil, streaks and other removable matter. Restrooms shall be left with a clean, pleasant scent/fragrance or no odor at all. Showers, toilets and urinals will be free of spots, water spots, scale buildup and urine sediments, soap scum, odors and any other deposits. Mirrors shall be clean and have no streaks or other removable matter.

4.6.2 Twice a day Cleaning Restrooms at High use areas (COVID 19): All surfaces of sinks, toilets, urinals, lavatories, showers, dispensers, plumbing fixtures, drinking fountains, saunas, dispensers, doors, walls, partitions, stalls and stall doors, entry doors (including handle, kick plates, ventilation grates, metal guards), walls and other such surfaces shall be cleaned and disinfected using a germicidal agent and free from water and scale deposits, soil, streaks and other removable matter. Restrooms shall be left with a clean, pleasant scent/fragrance or no odor at all. Showers, toilets and urinals will be free of spots, water spots, scale buildup and urine sediments, soap scum, odors and any other deposits. Mirrors shall be clean and have no streaks or other removable matter. Partitions shall be smudge and stain free, vents shall be clean, walls and grout shall be free of all film, spots and detergent buildup. No abrasive and/or bowl cleaners are to be used to clean the drinking fountains. Floor inlets shall be filled with fresh water at each service. (1st svc cleaning at 0900 and 2nd svc at 1300 hrs).
5.0 Services:
5.1 Basic Cleaning. The Contractor shall provide Services for Administrative Areas, Child Care Facilities and Fitness Centers within the USAG Ansbach as stated in a separate Building Chart. Entire accessible floor/wall surface shall be cleaned. Moveable items (chairs, trash receptacles, rugs, any and all easily moved furniture items (all which are not mounted to walls) shall be tilted or moved to access the floor surface underneath these items, by the contractor before the Basic Cleaning starts. All moved items shall be returned to their original position after cleaning. Grout on entire wall and floor tiles shall be free of dirt (to include restrooms/showers), scum, mildew and any other residue.
5.1.1 Stripping/Finishing. Stripping is the complete removal of all finish and/or sealer without damage to the floor surface. Stripping shall also include the complete removal of all marks, scuffs, etc. except in case, which there is damage to the floor surface. Stripping chemical(s) used shall be used according to the manufacturer’s directions. The floors shall be scrubbed with a single disc floor machine equipped with a stripping pad, except those areas in which an auto scrubber can safely and effectively be used; and those areas in which the use of manual scrubbing devices are necessary to completely remove the finish and/or sealer (along walls, in corners, etc.) The stripping solution and rinse water shall be picked-up with a wet/dry vacuum except in areas where its use is impossible or impractical (very small area, areas with low amperage circuits, etc). All floor surfaces to which stripper has been applied shall be thoroughly rinsed with clean water. When a wet/dry vacuum is used, the area should be rinsed at least once after the stripping solution has been removed. If a mop is used to pick-up the stripping solution, the area should be rinsed at least twice. Finishing is the proper application of at least two coats of finish to all trafficked areas and one coat of finish to areas receiving no traffic. The finish shall be applied with a clean, fine strand, rayon mop head. No finish, which has been removed from its original container, shall be returned to that container. After the finish has dried, the reflectance shall be uniform with no streaks, swirls, etc. visible. No stripping solution or finish shall remain on baseboards, doors, or other non-floor surfaces. Chairs, trash receptacles, and other items shall be moved and returned to their original location.
5.1.2. Deep Carpet Cleaning, Water Extraction Method. Carpet cleaning, water extraction method shall be defined as the spot cleaning, vacuuming, operation of the water extraction equipment, and re-vacuuming of all carpet in an area. All vacuuming, both before and after the use of the water extraction equipment shall be done with a medium duty pile lifter vacuum. All stained areas shall be treated with spot cleaning solution, following the directions of the manufacturer of the solution, or treated according to the specific stain involved. Spot cleaning should be continued until as much of the stain as possible has been removed. All instructions provided by the manufacturer of the water extraction equipment and materials shall be followed during their use. After shampooing the carpeted area will be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items
5.1.3. Low Dusting. Low dusting shall be defined as the removal of all dust, lint, litter, dry soil, etc. from the horizontal surfaces of desks, chairs, file cabinets, radiators and other types of office furniture and equipment and from horizontal ledges, window sills, blinds, hand rails, etc. below 1.8 meters from the top of the floor surfaces. After dusting, all such horizontal surfaces shall have a uniform appearance, free of streaks, smudges, dust, lint, litter, etc. Dusting shall be accomplished by removal of soil from the area, not by moving it from one surface to another.
5.1.4. High Dusting. High dusting shall be defined as the removal of dust, cobwebs, oily film, etc., from all fixtures and surfaces above 1.8 meters from the top of the floor surfaces.
This includes lights, grills, light fixtures, pipes, sprinkler system, cables, ledges, walls, ceilings, vents, etc. After high dusting, all areas and surfaces above 1.8 meters from the top of the floor surface shall be free from all types of soil removable by dusting by damp wiping and shall blend in with the area below 1.8 meters high.
5.2 Wash Exterior Glass / Blinds. After washing, the glass areas shall be free of smudges, tape, oily film, cobwebs, dust and all other types of soil, streaks, and watermarks. Glass cleaner splash and drip marks shall be removed from all adjacent surfaces. The cleaning of window frames is included in this position.
5.3 Window Cleaning. Clean windows, including glass surfaces (inside and outside) that are above the norm. The contractor must provide special equipment for his own personnel. The cleaning of window frames is included in this position.
5.4. Window cleaning at Fitness Center. Window/glass wall/sky lights/elevator cleaning. After completion, all windows and glass surfaces/facades up to a maximum height of approx. 9.00 m, to include all frames, blinds, interior and exterior sills, glass walls of the racquetball courts ( h=7.50m ), inside and outside, window blinds and/or shutters, screen openings or window elements etc. shall be clean, bright, and free of foreign matters, and all cleaning materials shall be removed from adjacent surfaces. This includes double frame windows, interior/exterior glass surfaces of entrance roofs/coverings. For inside cleaning the lifting equipment shall NOT exceed a load of 1500 N/m2. All equipment used shall have an approval in accordance DIN 18032-2 for sport floors, and have no black tires.
6.0 Child, Youth and School Services (CYS).
6.1 Child Development Center (CDC), Youth Centers and Gymnasiums.
Designated facilities shall be maintained IAW AR 608-10. The Contractor shall provide additional cleaning after normal operating hours to ensure facilities are in a state of cleanliness prior to opening the following day.
6.2 Child Age Groups. Age groups are defined as follows:
a. Child Development Center – Ages six (6) weeks – five (5) years
b. School Age – Ages six (6) – ten (10) years
c. Middle School and Teen – Ages eleven (11) – eighteen (18) years
6.3 CDC Hours of Operation.
The contract shall perform all required services as a day services from 09:00 am through 02:00 pm, Monday through Friday and regular services between 06:00 pm through 10:00 pm, except US Federal legal holidays.
6.4 Supplies and Solutions. The Contractor shall store all solutions, chemicals, and other potentially dangerous/hazardous products (except bleach water solution) in their original and labeled container. The Contractor shall store all cleaning supplies (mops, brooms, and cleaning buckets, etc.). The Contractor shall store all supplies and solutions in a locked designated area that is inaccessible to children and out of children’s reach at all times.
6.5 Cleaning and Sanitizing. The Contractor shall use industry certified cleaners, disinfectants, germicidal products and water/chlorine bleach solutions in child care centers. Any water and cleaner solutions in buckets or open containers after final use of specific cleaning shall be emptied (IAW state and local environmental requirements), cleaned and stored.
7.0 Special Cleaning Requirements
7.1 Child Development Center (CDC)
The CDC needs a lady or a gentleman to support the CDC with normal daily cleaning tasks on German public holidays.
7.1.1 Duties on German holidays
Identification: all employees shall wear a nametag.
Cleaning Requirements: Physical contact shall not be allowed and Contractor employees shall not be alone with children unsupervised.
Supplies/Solutions: All solutions, chemicals and other potentially dangerous product (except bleach water solutions) and cleaning supplies (trash, mops, brooms, cleaning buckets etc.) must be stored in their original, labeled container in a locket closet inaccessible to children and kept out of children reach at all times. Supplies/Solutions shall be stored in designated areas.
Cleaning and Sanitizing: The contractor shall provide a list of all cleaning products to be used in CDC`s to the COR to ensure that the cleaning products are suitable for use in child care environment. Not permitted are products that include warnings not suitable for use in areas occupied by children. Chemical air fresheners are not permitted.
Clean/Sanitize Food Preparation and Diaper Changing Tables and Adjacent Walls:
The contractor will clean food preparation tables, diaper changing tables, sinks, and adjacent, walls daily, and as needed, with hot water and detergent and then “clean and sanitize”.
Cleaning of Furniture: The contractor shall daily ensure that all top of desks, tabletops, bookshelves, file cabinets and other furniture are free of dust and debris. All horizontal surfaces of furniture are free from fingertips., smudges, coffee / drink stains and wiped streak-free. Interior glass, interior windows and doors free of fingerprints, stains and streaks.
Sweeping/Mopping/Non-Carpeted Floors: The contractor shall sweep and mop “clean and sanitize” the floors around and under all eating tables and adjoining walls (if necessary) after each meal.
Sweep/Mop Children Bathroom Floors: The contractor shall sweep and mop the children bathroom one time after lunch.
Vacuum: The Contractor shall maintain all carpet areas to include traffic mats free from visible soil and vacuumed at least one per day when children are not present in activity rooms.
Trash Cans and Diaper Pails: the contractor shall empty trash cans and diaper pails once a day.
Clean/Sanitize Trash Container and Diaper Pail: The contractor shall disinfect trash containers and diaper pails 3 times weekly, first with hot water and detergent and then “clean and sanitize”.
Stock Restroom / Facility Supplies: The contractor shall ensure restrooms and facility supplies are available and never empty. If supplies run out prior to the next service period, the contractor shall refill within two hours of notification.
