About this file

This is a Technical Aspects and System Capabilities evaluation document for Napa County Office of Emergency Services' Request for Proposal for an Emergency Management and Incident Management Software platform. The County seeks a web-based, cloud-hosted system that will enhance emergency operations center functions and support preparedness, response, and recovery activities across County departments and partnered agencies. The system must be accessible via major browsers and mobile devices (PC, Android, Mac, and iOS) and capable of supporting multiple simultaneous incidents, exercises, planned events, and multiple Emergency Operations Centers, jurisdictions, departments, and partner agencies within a unified platform. Key functional requirements include incident management with real-time collaboration and audit history; integrated communications supporting email, SMS, Teams, and emergency standards (CAP, EDXL, IPAWS); resource management with tracking and approval workflows; task management with mobile field access; situational awareness through configurable dashboards and GIS integration; incident action planning compliant with NIMS standards; damage assessment capabilities; and administration with role-based security, Active Directory integration, and SSO capabilities. The contract term is anticipated to be one year with a not-to-exceed budget of $35,000.

The evaluation criteria allocates 30 points for technical aspects and system capabilities. The vendor must demonstrate secure architecture with 24/7 technical support, uptime guarantees, disaster recovery capabilities, and scalability. Proposers must provide comprehensive system documentation including supported operating systems, browsers, databases, backup capabilities, ADA compliance, licensing model specifications, APIs, third-party integration options, and product enhancement processes. Training and support requirements include user and administrator training, documentation, software updates, and Service Level Agreements. The vendor shall demonstrate independent security review or equivalent cybersecurity certification and compliance with industry cybersecurity best practices. Implementation must include methodology, project management approach, data migration, testing protocols, and estimated deployment timeline.
