About this file

This is a Federal Debarment Certification document applicable to the Napa County Office of Emergency Services' Request for Proposal for an Emergency Management & Incident Management Software platform (Virtual EOC) in California. The certification requires all prospective contractors and their principals to affirm they are not debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from federal transactions by any Federal department or agency. Contractors must certify compliance with Executive Order 12549 and confirm they will not knowingly employ, contract with, or fund any subcontractors or entities that are debarred or ineligible under 44 CFR Part 17. The RFP seeks a web-based platform to enhance emergency operations center capabilities, supporting preparedness, response, and recovery functions while enabling real-time situational awareness, multi-agency coordination, and improved information sharing across county departments and partnered agencies. The contract is anticipated to be for one year with a not-to-exceed amount of $35,000.

Contractors must provide immediate written notice if their certification becomes erroneous due to changed circumstances and agree to include this certification clause in all lower tier covered transactions and solicitations. The certification constitutes a material representation of fact, and any knowing submission of an erroneous certification may result in remedies pursued by the federal government, including suspension and/or debarment. Contractors may rely on certifications from prospective lower tier participants unless they have knowledge that the certification is erroneous, though they are not required to establish formal record-keeping systems to verify eligibility beyond the knowledge normally possessed in ordinary business dealings.
