The County seeks a secure, cloud-hosted platform to enhance emergency operations center capabilities, supporting preparedness, response, and recovery functions while serving as a day-to-day operational coordination tool across County departments and partnered agencies. The software must establish a common operating picture, enable real-time situational awareness for both in-person and virtual staff, support multi-agency coordination, improve information sharing and task tracking, and provide scalability for routine operations and unplanned events. The RFP was released July 30, 2026, with questions due August 6, 2026, at 5:00 p.m., question responses provided by August 11, 2026, and proposals due August 21, 2026, at 5:00 p.m. Product demonstrations for qualifying vendors are scheduled September 9, 2026, with notification of intent to award on September 28, 2026, and contract commencement anticipated October 6, 2026. Full system implementation and production deployment must be completed by December 7, 2026. The contract term is one year, continuing through September 30, 2027, subject to successful completion of deliverables. The system must support a minimum of 50 concurrent users across multiple jurisdictions with ability to expand during emergencies and function across major browsers and mobile devices.
The contract value is a fixed amount not to exceed $35,000 through the full contract term, with pricing to remain firm throughout the contract period. Vendors must provide detailed pricing breakdowns including system implementation costs, training expenses, and annual costs through contract duration. Federal funding through FEMA reimbursement is anticipated, which eliminates local vendor preference eligibility. The evaluation criteria include company history and background (15 points), background and experience with incident management software integration (40 points), environmental sustainable business practices (5 points), technical aspects and system capabilities (30 points), and pricing information (10 points), with potential product demonstration scoring (10 points). Vendors must comply with accessibility requirements including WCAG 2.1 Level AA compliance, carry general liability insurance of at least $1 million combined single limit per occurrence, maintain professional liability insurance of at least $1 million per claim, and certify non-debarment and compliance with federal provisions. The contractor must provide 24/7 technical support, maintain uptime guarantees, and ensure disaster recovery capabilities.
