About this file
This document is Question & Answer #1 for Solicitation TE25003 issued by the Washington State Department of Transportation (WSDOT) for Turnkey Trucks on April 7, 2025. The Q&A addresses 18 specific vendor inquiries concerning technical specifications for plow trucks, including detailed clarifications on frame extensions, power take-off (PTO) configurations, hood mirrors, seat coverings, steering mechanisms, axle configurations, battery covers, wheel specifications, and wheelbase dimensions. Key technical discussions revolve around equipment options such as front versus rear engine PTOs, hub configurations, fuel tank sizes, lighting packages, and compatibility with state operational requirements, with WSDOT demonstrating flexibility by considering alternative proposals that meet core functional needs.
The Q&A document reveals WSDOT's comprehensive approach to truck procurement, emphasizing operational specifics like plow operating speeds (35 MPH), preference for optimized gear ratios through technologies like Allison iSCAAN, and specific requirements for vehicle components. The agency shows openness to vendor alternatives while maintaining core performance standards, such as accepting unitized front hubs instead of oil bath hubs and allowing variations in wheelbase configurations. Vendors are encouraged to engage directly with WSDOT through the email TEFBids@wsdot.wa.gov for further clarifications, indicating a collaborative procurement process designed to secure high-quality, mission-specific winter maintenance vehicles that meet the state's complex operational requirements.

Question & Answer #1
TURNKEY TRUCKS TE25003
This document is posted to capture the questions received during the question & answer period for TE25003 Turnkey Trucks.
Date Issued: April 7, 2025 Purpose of this Amendment: is to provide questions and answers that were received by email.
Questions received by email:
1) Q: Just to verify, when the states requires 96” clear CA, does that mean clear top of frame or sides? Also, just to verify, the 96” is from Back of Cab to the center of the front drive axle (if a tandem axle).
A: 96” back of cab to center of the first rear axle
2) Q: The specs calls out a 20” front frame extension, would an 18” front frame extension be acceptable?
A: If it will allow clearance for the plow to be angled fully in each direction without contact
3) Q: The spec calls out provisions for a front engine PTO(FEPTO), would a rear engine PTO(REPTO) be acceptable? This would protect the PTO from weather and incidental abuse, while also allowing for better availability of radiators to the state since FEPTO’s are not as common and require a cut out of the radiator.
A: Offered alternatives for Rear Engine PTO will be considered.
4) Q: Are the 7.5” sq. hood mirrors to be heated or unheated?
A: Heated
5) Q: Cloth material is called out on the seat covering, but then in the optional items to be bid, it asks for cloth seat coverings to be bid, can I get clarification of the material the state is requesting for the seat covering?
A: Should be listed as vinyl with an option to cloth. Spec’s will be amended after the pre-bib meeting.
6) Q: Under section IV Cab and Related Equipment Item 13b it states ‘Shall have tilt front end’, can you please explain what that is in reference to?
A: Hood shall tilt forward
7) Q: The spec requests 80 gallon fuel tank, I respectfully request that 75 gallons be approved as equal.
A: Offered alternatives for 80 gallon fuel tank will be considered.
8) Q: Amber/Green LED strobes are called out in the lighting section, is the states preference to have amber and green LED contained in the same strobe, amber or green LED strobes, is there a preferred color? Can a part number be provided for reference?
A: Same strobe is preferred. Green/Amber light package described in the body specifications with part numbers
9) Q: Can an example of the battery cover within the battery cover be provided at the pre-bid conference so we can get a better idea of exactly what the state is wanting and if there may be an alternative that would be more cost effective and maintenance friendly?
A: A simple wing nut secured mudflap to the top of the batteries is acceptable.
10) A: The spec calls out for dual steering gears, to decrease the cost of equipment and maintenance and weight of the vehicle would a right hand hydraulic ram for the right side be acceptable?
B: Yes
11) Q: The spec calls out for oil bath hubs on the steer axle, to decrease maintenance and save the state cost could a unitized front hub with a sealed bearing be accepted?
A: Yes
12) Q: In regards to the rear axle ratio, would the state like to see a standard for optimized fuel economy at 65mph or for optimized performance at standard operating speed? And if it’s the latter can the standard operating speed be provided?
A: Plow operating speed is 35 MPH. Would like to have the ability to do an Allison iSCAAN or similar at the time of order for each truck to optimize HP, Torque and Rear End gear ratio based on each truck’s location (flat or mountains) and assumed duty cycle.
13) Q: The spec calls out for the rear wheels to be white in color and steel in material, would the state prefer 5-hand hole for weight savings or 2-hand hole for strength?
A: No preference
14) Q: The section describing the air drier location and what is unacceptable is a little confusing, can that be clarified please?
A: Not to be mounted inside or outside frame on the left side.
15) Q: In the optional item list there is a “Delete WSDOT Radio Effects”, is that is reference to the AM/FM Bluetooth radio or is there a state radio that needs to be installed? If it is the latter can I get more details on what the states radio is and the states preferred installation procedures?
A: Delete for the WSDOT State Radio wiring
16) Q: In the optional items list there is an item, “HD rock guards”, can you elaborate on the location of these and what they are meant to protect?
A: HD Mudflaps
17) Q: Can I please get some clarification on the requested wheelbase in the specifications? The specifications call for a 175-181” wheelbase, I believe that may be the wheelbase for a 4x2 axle configuration. For example, the demos we built are a 206” wheelbase and those were short, if we trimmed those another foot/foot and a half the body would have to be pretty small to fit.
A: The top half of chassis specs are for the 40,000 pound chassis and the bottom half is for the 6x4 which would be the correct wheelbase of 206. WSDOT is open to multiple wheelbase options depending on the requirements of the different body builders.
18) Q: May we please get the Lightbar Drawing for the slip in hopper?
A:
