About this file
This document is an Invitation for Bid (IFB) Amendment #2 for the Washington State Department of Transportation (WSDOT) Turnkey Trucks solicitation (No. TE25003). The amendment modifies the original solicitation to extend key deadlines, with the question and answer period now ending on 4/30/25 and bid submissions due by 5/22/25. The procurement seeks comprehensive winter road maintenance vehicles, including dump truck chassis (43,000 and 68,000 GVW), hopper sanders, contractor bodies, municipal bodies, snow plow frames/hitches, and hydraulic packages. WSDOT typically purchases 15-20 chassis annually, primarily plow trucks, and is seeking new, current production model vehicles that meet all manufacturer and safety requirements.
The amendment provides detailed specifications for various truck components and systems, with a focus on pricing transparency and comprehensive evaluation. Bidders must include all cost components in their pricing, with the total price for the turnkey plow truck to be the submitted bid price, with no additional costs permitted. The solicitation allows for various options and configurations, including different hydraulic packages, plow hitches, and body types. Pricing will be evaluated for reasonableness, with the primary evaluated configuration being a 68,000 lb chassis with a 10-yard contractor box, 14-foot slip-in hopper, Hydraulic Package B, and flat plate hitch. The amendment emphasizes WSDOT's flexibility in accepting alternative configurations that meet the intent of the specifications, giving vendors significant latitude in their proposed solutions while maintaining core performance requirements.
