1.1 SUMMARY
This Section covers the following line items:
Line Item: 001 Record Drawings
Description - This item shall govern for the preparation and submittal of record drawings.
The unit of measure for recording drawings shall be for “EACH SET OF RECORD DRAWINGS”. Drawings are to include surveyed information with elevations, angles, and distances. Surveying calculations should be stamped by a registered surveyor.
Payment shall be at the contract unit price per each for record drawings.
1.2 RECORD DRAWINGS
Record drawings shall be a record of the construction as installed and completed by the Contractor. They include all the information reflected on the delivery order scope of work and a record of all deviations, modifications, or changes from the scopes of work, however minor, which were incorporated in the work; all additional work not reflected in the scope of work; and all changes which are made after final inspection of the delivery order work. The location and size of all uncharted existing utilities encountered shall be included. Microstation files shall conform to the Microstation requirements of Fort Hood and shall be demonstrated to work on the designated Government computer systems. Microstation files shall be error and virus free.
1.2.1 Submittals of Preliminary Record Drawings
For each delivery order, the Contractor shall, within 30 days after the final acceptance inspection, produce from the working drawings two sets of blue line or black line prints to show all requirements of the scope of work, all changes from the scope of work which are made in the work or additional information which might be uncovered in the course of construction, including uncharted utilities, shall be accurately and neatly recorded as they occur by means of details and notes. All changes and/or required additions to the preliminary record drawings shall be clearly identified in a color contrasting to the blue or black line drawings and which is compatible with reproduction of the preliminary record drawing.
Blue or black line prints shall be full size, 22" by 34" image on 24" by 36" sheets. Drawings shall be produced at a scale acceptable to the Contracting Officer. All blue or black line prints shall exhibit good readable print with clear, sharp, dark lines, and shall not be smeared, faded, double imaged, or have torn or ragged edges. The blue or black line drawings will be jointly inspected for accuracy and completeness by the assigned representative of the Contractor's Quality Control Organization and the Contracting Officer's representative (COR) prior to submission. If upon review, the drawings are found to contain errors and/or omissions, they will be returned to the Contractor for corrections. Failure of the Contractor to make timely delivery of the preliminary record drawings on any or all items of work will be cause for the Government to delay substantial completion and to assess liquidated damages in accordance with the terms and conditions of the contract. The record drawings shall show the following information, but not be limited thereto:
1.2.1.1 The location and description of any utility lines or
other installation of any kind or description known to or found to exist within the construction area. The location of exterior utilities includes actual measured horizontal distances from utilities to permanent facilities/ features. These measurements shall be shown at sufficient points to permit easy location of utilities for future maintenance purposes. Measurements shall be shown for all change of direction points and all surface or underground components such as valves, manholes, drop inlets, cleanouts, meter, etc. The general depth range of each underground utility line shall be indicated. The description of exterior utilities includes the actual quantity, size, and material of utility lines.
1.2.1.2 Correct grade or alignment of roads, structures or
utilities if any changes were made from delivery order working drawings.
1.2.1.3 Correct elevations if changes were made in site grading.
1.2.1.4 Changes in details of design or additional information obtained from working drawings prepared by the Contractor including but not limited to fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc.

The original drawings are part of the permanent records of this project and the Contractor shall be responsible for the protection and safety thereof until returned to the Contracting Officer.
1.2.2.1 Verifying the Accuracy of Measurement and Location of Site Location in reference to the Fort Hood Data Base
The accuracy of the final record drawing shall be verifiable.
There are two types of project site locations that are distinguished by their proximity to permanent facilities. One type of a project site location is in a location that is in eye contact with existing permanent facilities. The other type of project site location is in a remote area without eye contact with existing permanent facilities. The following procedures shall be engaged such that accuracy of work and verification of site locations are verifiable.
1.2.2.1.1 Project Site Locations near Existing Permanent
Facilities
Place a #3 bar, 6-inches in length, painted orange, flush with the ground at the perimeter of the work zone in a location that will not be disturbed. Employing an Electronic Distance Meter, reference this point by angel and distance to three building corners that are more than 90 degrees apart. Also, reference from the same reference point a minimum of ten distinct construction elements by distinctive points. A few examples are: north-east corner of headwall, back of curb, start of radius of curb return, center of cleanout, center of manhole, etc.
1.2.2.1.2 Project Site Locations in Remote Area not in
eye contact with Existing Permanent Facilities
In this situation start at the nearest hard surfaced road that is identifiable on the Fort Hood Data Base. Place two #3 bar, 6-inches in length, painted orange flush with the ground, 100 feet apart at a location that will not be disturbed. At each of these points place cross-ties to aide with relocating the points. Employing a Electronic Distance Meter create a coordinate route to the project site location. At each turn in the coordinate route place a #3 bar painted orange flush with the ground at a location that will not be disturbed. Upon reaching the site location record the angle and distance to a minimum of ten distinct construction elements.
1.2.2.2 Drafting
All additions and corrections to the contract drawings shall be neat, clean, and legible and shall match the adjacent existing line work and/or lettering being annotated in type, density, size, and style.
All drawings, modifications and new drawings shall conform to applicable requirements of the Southwestern Division Architectural and Engineering Instruction Manual available from the DPW-Master Planning Office. The Contracting Officer will review all record drawings for accuracy and conformance to the above specified drafting and standards.
The Contractor will make all corrections, changes, additions, and deletions required to meet these standards.
1.2.2.3 Title Blocks and Border Sheets
The title block and border sheet format to be used for any record drawings shall be as provided by the Government.
1.2.3 Final Revisions
1.2.3.1 Title Block Additions
When final revisions have been completed, place the words "REVISED AS- BUILT DRAWING," in letters at least 3/16 inch high, and the date of completion in the revision block above the latest existing revision notation on each drawing Microstation file. The contractor shall procure from the Government the applicable Drawing Management Index (DMI) numbers and place these numbers in the appropriate block of the title block. Also, drawings shall use the DMI# as the file name.
1.1.3.2 Copies of the Final Record Drawings
Blue line or black line prints shall be full size sheet; 22" by 34" image on 24" by 36" sheet. All blue or black line prints shall exhibit good readable print with clear, sharp, dark lines, and shall not be smeared, faded, double imaged, or have torn or ragged edges.
1.2.4 Electronic Drawing Files
1.2.4.1 Standards
The Contractor shall incorporate all information from the final record drawings into .dgn and .pdf files that conform to the Microstation requirements of the Fort Hood System and shall be demonstrated to work on the designated Government computer systems. Microstation and PDF files shall be error and virus free. Microstation and PDF files shall be provided on compact disks (CD).
1.2.4.2 Drafting Qualifications
Only personnel proficient in the preparation of engineering drawings and Microstation shall be employed to prepare contract drawings, additional new drawings, and the Microstation and PDF files. Furnish for approval the qualifications and experience of the personnel, and types of equipment and software, to be used for this work.
Modification of Microstation files will not proceed until the resulting Microstation files have been acceptably demonstrated to work on Fort Hood DPW Microstation systems. Microstation files shall conform to the Fort Worth District Microstation Operating Procedures Manual available from the DPW-P&P Office. The Contracting Officer will review all Microstation files for accuracy and conformance to the above specified drafting and standards.
1.3 Measurement.
This item will be measured by the individual set of sheets and electronic copies in the proper format required for the final approved record drawings.
1.4 Payment.
The work performed and materials furnished in accordance with this item and measured as provided under “Measurement” will be paid for at the unit price bid for “Record Drawings”.
