Annex J (CLS 420 Maintenance – Surfaced and Unsurfaced Areas) FRAGO 1 to OPORD18-011: IMCOM Enterprise Base Operations (BASOPS) Performance Work Statement (U)

1 General Information.

1.1 Overview

The Contractor shall perform maintenance and repair of surfaced areas of asphalt concrete pavements, gravel and earth surfaced areas, and associated structures. The Contractor shall inspect, repair, and maintain the utility systems and components associated with facilities listed in real property records. Work shall be performed by qualified personnel in accordance with In Accordance With (IAW) applicable laws, regulations, Technical Exhibit (TE) 3, Technical Exhibit (TE) 4 and Technical Exhibit

(TE) 7.

The Contractor shall perform maintenance and repair of surfaced areas, including asphalt and cement concrete pavements, roadways, parking lots, trails, shoulders culverts, gravel and earth surfaced areas, bridges, and associated structures and appurtenances, range camps, and outlying areas, and associated structures at Fort Lee.

Work shall be performed by qualified personnel in accordance with (IAW) applicable laws, regulations listed in part 7.2 and 7.2.1 of the PWS Base Operations Document.

1.2 Components.

1.2.1 Surfaced Areas

The Contractor shall perform maintenance and repair of established Surfaced areas covered under this contract that include, but are not limited to, the following:

a. Paved roadways, trails, and shoulders

b. Paved parking areas

c. Vehicle storage and staging yards

d. Maintenance yards

e. Supply yards

All work shall be performed by qualified personnel in accordance with applicable laws, regulations, applicable UFCs, and Government-developed annual and long range plans.

1.2.1.1 Surface Areas Management and Control.

a. The Contractor shall provide preventive maintenance once a signed Delivery Order (DO) has been issued.

b. Comply with all environmental requirements for performing repairs and maintenance.

c. Safety. Slow moving equipment used on roads that may create an unsafe condition shall be equipped with rotating or flashing amber lights. Contractor personnel performing services on or adjacent to roadways shall be equipped with reflective vests, hard hats, traffic cones and any other safety equipment to conform to current safety

d. regulations. Contractor personnel acting as road guides shall follow VDOT and OSHA regulations and at minimum personnel shall carry an 18" square flag of reflective material, yellow - orange in color. During hours of darkness, road guides shall also be equipped with a red light sufficient in brightness for visibility to by approaching motorists from a distance of at least 50 yards. Guides shall use correct hand signals and have the VDOT flagger certification cards (online certification are not acceptable). Flagger certification shall be completed in person training sessions.

e. Traffic Flow. The Contractor shall maintain the free flow of vehicular and pedestrian traffic while conducting maintenance and repair activities. The Contractor shall provide digital signs on each end of roadway to notify base personnel one week prior to commencing any work with dates that the work will begin. The Contractor shall maintain the free flow of traffic during paving repairs and any other work that will compromise traffic flow through the use of traffic control methods or devices, including flagmen, pilot car, traffic cones, detour signs, signal devices, and flashers. Roadways are not to be closed in both directions at the same time. One lane of travel shall remain open at all times.

1.2.1.2 Maintenance and Repair of Curb/Parking Stops

The Contractor shall install, replace, remove, and inspect concrete, plastic, wood, and metal Curb/Parking Stops used in parking areas, roadways, hazardous areas adjacent to buildings, signs, and fences to keep vehicles from protruding past the designated parking boundaries.

1.2.1.3 Paved Surface Sweeping

The Contractor shall provide sweeping services for all new paved surfaces, parking areas, and pedestrian walks throughout the base. The Contractor shall sweep all specified paved surfaces (e.g., roads, road shoulders, parking lots, and pedestrian walkways) with a broom-type sweeper daily until work is completed. Sweeping shall remove all debris and roadway dirt from the road center traffic path and all gutters to ensure proper drainage and runoff. A surface is considered properly swept after it has received a single-pass from a properly operating mechanical broom-type sweeper over an area receiving normal sweeping maintenance and not covered with unusual spills or debris deposits. Sweeping shall remove all debris and roadway dirt from the road center traffic path and all gutters. All debris and litter collected by the street sweeper shall be disposed of by the end of the same working day. Contractor shall dispose of soil, debris or waste at an approved off- post landfill area.

1.2.1.4 Paved Surfaced Area Cleaning

The Contractor shall manually clean sidewalks, gutters, and other areas inaccessible to mechanical sweepers associated with the above listed paved surfaces to remove rock, sand, dirt, and debris daily until work is completed.

1.2.1.5 Parking Lot Painting

The Contractor shall mark pavement in dry weather when the temperature exceeds 40F. The Contractor shall be responsible for replacement of all parking lot parking stall marking, handicap marking or other existing markings after placement of new asphalt or remarking. The Contractor shall be responsible for putting up and removing any necessary safety barriers (e.g., cones and signs). The Contractor shall use VDOT approved Class III epoxy marking paint 20 mils thick following all current VDOT standards. Contractor shall use power washing to eradicate existing markings on parking lot re-striping DO. Contractor shall be responsible for the removal and replacement of Curb/Parking Stops as needed to apply markings.

1.3 Work Management and Control.

1.3.1 Reporting Requirements

The Contractor shall prepare, submit, and maintain all maintenance records, files, and reports for each DO.

1.3.2 Publications and Forms

Specific publications and forms required for the accomplishment of work described in this CLS service are listed in Section 7.2 and 7.2.1 of the Base Operations PWS.

2 Description of Services.

2.1 Surfaced Areas

All work shall be performed IAW all Local, State, and Federal specifications. The Contractor shall perform corrective paving actions as needed to surfaced areas, including but not limited to: adding gravel to roadways and parking areas, repairing asphalt, regrading, repainting and repairing potholes. The Contractor shall repair all paved surfaces, including flexible and rigid pavements, paved roads, paved parking areas, recreational areas, road shoulders, ramps, bridge surfaces, curbs, and gutters.

Contractor shall raise all manholes, area drains and utility boxes so that they are flush with new asphalt pavement.

2.1.1 Pothole Repair

Potholes shall be repaired IAW established approved plans, technical manuals, Unified Facilities Criteria (UFC), and Army Regulations included in Section 7.2 and 7.2.1 of the Base Operations PWS. The Contractor shall perform repairs using the same material as the adjacent areas. All repairs will be squared up by the use of a milling machine or saw cutting.

2.1.2 Repair of Bituminous Concrete Pavement

The Contractor shall repair paved surfaces indicated in DO. All repair work shall be performed IAW all Local, State, and Federal specifications.

2.1.3 Shoulders

All road shoulders shall be level with the surfaced road and smooth after compaction.

The Contractor shall maintain and repair road shoulders to protect the basic pavement structure, eliminate traffic hazards, and ruts and washes, filling in low areas, and cutting down high areas to achieve proper grade and slope.

2.1.4 Record

The Contractor shall keep a record documenting the date that a bituminous or cement concrete pavement and/or road shoulders is patched or repaired.

2.1.5 Job Mix Formula (Mix Design)

Within 30 days prior to asphalt construction, submit actual job mix formula to COR and testing laboratory for review and approval on VDOT Form TL-127 for each Delivery Order. Job mix formula shall be for VDOT approved SUPERPAVE type mixes; and shall include type/name of mix, gradation analysis, grade of asphalt cement used, SUPERPAVE volumetric, asphalt content in percent, antistripping additive, tensile strength ratio, aggregate properties, percent RAP and direct references to VDOT Road and Bridge Specifications sections for each material. Design shall be for mixture listed in current edition of VDOT Road and Bridge Specifications. Job mix formula over 3 years old will not be accepted by the government. Submit certification that job mix formula conforms to specification requirements.

2.1.6 Plant Inspection

Within 30 days prior to asphalt construction, VDOT Asphalt Concrete Plant Inspection Report to COR for review and approval on VDOT Form V-48 for each Delivery Order The Contractor or producer shall furnish, install, maintain, and replace, as conditions necessitate, testing equipment specified by the appropriate ASTM, AASHTO method or VTM being used and provide necessary office equipment and supplies to facilitate keeping records and generating test reports. The Contractor or producer’s certified technician shall maintain current copies of test procedures performed in the laboratory.

The Contractor shall calibrate or verify all balances, scales and weights associated with testing performed as specified in AASHTO R18. The Contractor or producer shall also provide and maintain an approved test stand for accessing truck beds for the purpose of sampling and inspection. The Department may approve a single laboratory to service more than one plant belonging to the same Contractor or producer.

2.1.7 Non-Tracking Tack Coat

The Contractor shall apply non-tracking tack coat.

2.1.8 Testing

The Contractor shall provide the quality control and quality assurance necessary for the government to determine conformance with the required grading, asphalt content, and temperature properties for asphalt concrete. The Contractor shall have a VDOT-certified Asphalt Mix Design Technician for designing and adjusting mixes as necessary. The Asphalt Mix Design Technician or Asphalt Plant Level II Technician may perform testing of asphalt mixes. The Asphalt Mix Design Technician shall be responsible for reviewing and approving the results of all testing. The Asphalt Mix Design Technician shall be available and have direct communication with the plant for making necessary adjustments in the asphalt concrete mixes at the mixing plant. The Asphalt Mix Design Technician and Asphalt Plant Level II Technician shall each be capable of conducting any tests necessary to put the plant into operation; however, the Asphalt Mix Design Technician shall be responsible for producing a mixture that complies with the requirements of these Specifications.

2.1.9 Density Testing

Within 10 days after asphalt construction, Contractor shall submit all density testing reports. Contractor shall notify the COR within 24 hours of any failed density tests. The Contractor shall perform roller pattern and control strip density testing on surface, intermediate, and base courses in accordance with VTM-76. The Contractor shall have a certified Asphalt Field Technician II perform all density testing. Density shall be determined with a thin-lift nuclear gauge conforming VTM-81 in the roadway where the mixture was placed. Density test locations shall be marked and labeled in accordance with VTM-76. When acceptance testing is performed with a nuclear gauge, the Contractor shall have had the gauge calibrated within the previous 12 months by an approved calibration service. In addition, the Contractor shall maintain documentation of such calibration service for the 12-month period from the date of the calibration service.

The required density of the compacted course shall not be less than 98.0 percent or more than 102.0 percent of the target control strip density.

2.1.10 Quality Assurance

A testing laboratory shall be provided by the Contractor for the testing of in-place asphaltic concrete courses for compliance with requirements for thickness, compaction, mix temperature, gradation, asphalt content and surface smoothness.

2.1.11 Road Pavement Marking

The Contractor shall mark pavement in dry weather when the temperature exceeds 40�F. The Contractor shall be responsible for replacement of all roadway center line marking, handicap marking or other existing markings after placement of new asphalt or remarking. The Contractor shall be responsible for putting up and removing any necessary safety barriers (e.g., cones and signs). The Contractor shall use VDOT approved Class III epoxy marking paint 20 mils thick following all current VDOT standards.

a. Paint Removal on Road Pavement. Prior to application of paint, the Contractor shall remove all existing paint from surfaced areas where the buildup of paint creates a tripping hazard to pedestrians or a hazard to bicyclists, motorcycles, and wheelchairs; where the buildup of paint is detrimental to the application and/or the durability of the new paint (or other marking material). This includes, but is not limited to: all street and curb markings, special parking markings, road speed limits painted on the surfaces, caution lines, yield lines, crosswalks, and directional markings. Contractor shall use power washing to eradicate existing markings on roadway pavement re-striping DO.

b. Road Striping and Marking

a. The Contractor shall paint all asphalt all new paved roads. Road striping shall conform to all current Local, State and Federal specifications and standards in regards to surface preparation, paint application, and markings. Paint striping and marking shall be IAW the Manual of Uniform Traffic Control (MUTCO) devices for Streets and Highways. Paint shall be applied in white and yellow and shall conform to American Association of State Highway and Transportation Officials (AASHTO) M247 (1991I), ready mixed traffic paints, Fed Spec TT-P-1952D or thermoplastic paint federal specifications TTP-1952E, type III. Reflective beads shall conform to AASHTO M247 and Fed Spec TT-B-1325C. Contractor Road striping includes, but not limited to: all curb markings, special parking markings, road speed limits painted on the surfaces, caution lines, yield lines, directional markings, and road beading. The Contractor shall be responsible for putting up and removing any necessary safety and closure barriers (e.g., cones and signs). The Contractor shall keep a record documenting the dates that a road, intersection, or crosswalk is painted.

b. The Contractor shall also block out white and yellow lane markings on paved road asphalt surfaces. If necessary, the Contractor may schedule around peak usage times to accomplish the task.
