About this file
The TCC Safe & Green Purchasing Policy guidelines document outlines the Tampa Convention Center's internal procurement standards for environmentally and human-safe products. The policy mandates that TCC specify and purchase recycled and environmentally preferable products whenever practicable, with preference given to LEED-certified or compatible products to support the facility's LEED certification efforts. The policy applies to all chemical purchases, Personal Protective Equipment (PPE), and general facility supplies, with the requirement that all chemicals be verified against the TCC Banned Chemicals Document prior to purchase and that Material Safety Data Sheets (MSDS) be maintained for each chemical product. The policy encourages adherence by TCC business partners and contractors through annual educational meetings and training on proper product characteristics and use.
Implementation responsibility rests with the TCC Executive team, section managers, and supervisors, who must research procurement opportunities for compliant products, prepare bid documents incorporating policy language, and ensure employees are briefed on all chemicals introduced for facility use. The policy includes an exemption clause stating that products need not be purchased if they are unsafe, do not meet performance standards, or are unavailable at reasonable cost or delivery timeframes. This policy applies exclusively to TCC and is not intended to extend to other City departments. No contract value, term length, or specific procurement timelines are addressed in this policy document, as it serves as an internal departmental guideline rather than a solicitation or contract award notice.

TCC Safe & Green Purchasing Policy
Statement of Purpose This document is intended to outline the TCC Safe & Green Purchasing Policy. Its purpose is to ensure that TCC purchases recycled and other environmentally preferable products, as well as human safe materials and Personal Protective Equipment (PPE), for employees whenever they meet cost and performance requirements. Additionally, this policy dictates that no substances listed in the TCC Banned Chemicals Document are purchased for use in the facility. This policy is associated with the Facility Maintenance / Renovations quality Policy.
Definitions

This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.
Recycled Products are products manufactured with waste material that has been recovered or diverted from solid waste.
Safe PPE means personal protective equipment that has been manufactured and certified to meet standards adopted by the NIH, CDC, EPA, NIOSH, and FDA.
Statement of Policy TCC shall specify and purchase recycled and other environmentally preferable products whenever practicable.
LEED certified or compatible products are preferred as part of the TCC LEED certification effort. Adherence to this policy by TCC business partners and contractors shall be greatly encouraged.

- When necessary, Supervisors will prepare bid documents and contract language to implement this policy;
- All chemical purchases shall be checked against the banned chemical list prior to finalizing each purchase. A Material Safety Data Sheet (MSDS) for each chemical must be placed in the MSDS file.
Employees shall be briefed on the characteristics and proper use of all chemicals introduced for use at TCC;
- When making direct purchases with P-Cards, Supervisors shall select products that meet the criteria of this policy; and
- TCC Management will hold meetings to educate the staff about this policy, and will hold annual meetings with business partners and contractors for the same purpose.
