Summary of DMI-10 Form for Food & Beverage Services at Tampa Convention Center

This is a City of Tampa Solicited/Utilized Sub-(Contractors/Consultants/Suppliers) form (DMI-10) requiring bidders to document all subcontractors, consultants, and suppliers contacted for the Food & Beverage Services for the Tampa Convention Center (TCC) re-bid opportunity. The form mandates disclosure of all firms solicited regardless of ownership or size, including those from which unsolicited quotations were received. The contract involves providing comprehensive food and beverage services for the TCC, including purchase, preparation, sales, marketing, and service of food and beverages for catered and non-catered events; operation of permanent restaurant, bars, and concession stands; and catering services for citywide conventions and entertainment events serving over 350,000 guests annually. Bidders must indicate contact methods used (letter, fax, email, or phone), whether responses were received, and identify firms as certified Small Local Business Enterprises (SLBE) or other vendors using applicable NIGP code categories. The form requires the prime contractor's signature certifying the accuracy of all solicitation information.

Failure to complete, sign, and submit the DMI-10 form may render a bid or proposal non-responsive. The form must be submitted with all bids and proposals and should include detailed company information such as federal identification numbers, addresses, phone numbers, and email addresses for verification and payment purposes. Certified SLBE firms bidding as primes are not exempt from outreach and solicitation requirements. If subcontractors are employed during contract performance, City pre-approval is required, and the DMI-30 form (Sub-Contractors/Consultants/Suppliers Payments) must accompany every pay application and invoice. For additional information or clarification, bidders should contact the Equal Business Opportunity Program at (813) 274-5522. The form is effective as of July 2026.
