Long Canal Mastication TO 2 Klamath National Forest

Section IV

1. DESCRIPTION OF WORK:

The Long Canal Mastication project implements hazardous fuel reduction, precommercial thinning, and release treatment on approximately 120 acres within the Craggy Vegetation Management Project area. Brush, hardwoods, and small conifers will be selectively masticated to reduce hazardous fuels, manage conifer stocking, and release hardwood trees to enhance forest health and resilience within the wildland urban interface of Yreka, California. Mastication will occur along Forest Road 45N29 and on locations immediately adjacent to create a defensible fuel profile along a BLM ownership boundary. Mastication will also occur between Forest Roads 45N29 and 45N39 to create a defensible fuel profile along a private property boundary.

2. PERIOD OF PERFORMANCE

The period of performance of this project is from Task Order Award through August 14th, 2020.

3. PROJECT LOCATIONS:

Forest Road 46N16 and County Road 7J002 (Hawkinsville-Humbug Road), 3 miles NW of Yreka, California. Township 46N, Range 7W, Section 32 and 34.

From interstate I-5, take exit 776 toward Yreka/Montague. Turn left on Montague Road. Turn right onto CA Hwy 263 N. Drive approximately 1.5 miles then turn left onto Hawkinsville-Humbug Road. Continue for 2.6 miles, staying left at the Y intersection and unit 138-4 will be on the south of the road. Turn left off of Hwy 263 after 1.4 miles onto Long Gulch Rd and drive 1.6 miles to where the road bisects unit 138-5.

4. SPECIFIC WORK REQUIREMENT:

Description of Work:

The Long Canal mastication contract includes crushing brush, thinning and releasing oaks, thinning small diameter conifers and retaining small patches of untreated vegetation within the unit boundary. Generally, equipment will be operating on slopes less than 45 percent.

• Masticate all brush taller than 12 inches and 18 inches from obstacles, such as rock.

• All junipers less than 12 inches DBH shall be masticated.

• All dead conifers less than 12 inches DBH and live conifers with less than 12 inches

DBH and a live crown ratio less than 15% will be masticated

• Conifers taller than 4 feet and less than 12 inches DBH shall be thinned to an average 22 foot spacing.

• Tree spacing may vary from 20 feet to 25 feet to retain the most vigorous tree. Vigor is most important when choosing leave trees, but if trees are of equal value, retain sugar pine, incense cedar, Douglas-fir, and ponderosa pine in that order of preference. This includes spacing between both hardwoods and conifers. Trees to retain must have at least 30% live crown ratio.

Long Canal Mastication TO 3 Klamath National Forest

• Treatment of hardwoods will occur where they exist. Retain all hardwoods greater than 10 inches DBH and include in spacing with conifers. Species preference for hardwoods is as follows: Black oak- white oak-madrone-liveoak. Hardwoods occurring in clumps or hardwoods with less than 10 inches DBH will be thinned to an average spacing of 22 feet. Where possible, thin 50% of hardwood leave clumps to a single stem, retaining the single stem with best form and vigor.

• Retain up to 25% of unit area as untreated islands with irregular edge to retain diversity for wildlife habitat needs. Preferred locations for leave islands are a minimum of 100 feet away from the outer unit boundary, along steeper portions of units where equipment access is difficult, along riparian reserves. Leave islands shall be no more than 1 acre in size, unless equipment cannot safely operate within a larger area. Do not leave islands within fuel buffers adjacent to private property.

• Cut stump heights will not exceed 8 inches in height and all live limbs will be severed from the stump.

• Slash will be treated to less than 3 foot lengths and less than 12 inches deep.

• Roads and ditches will be cleared of any activity generated debris that impacts functionality.

5. FAR 52.237-1 SITE VISIT (APR 1984)

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
